The Regular Meeting of the City Council reconvened and the Regular Meeting of the Successor
Agency was called to order at 7:00 p.m.

1) Recognition of Lakeside High School Physics Class
Recognize Lakeside High School's "The MEG" Team for building a boat out of only
cardboard and tape for the Physics "Regatta" project.
Mayor Johnson presented certificates to the students.
2) Dream Extreme Future Leaders
Present Certificates of Recognition to the 2023 Dream Extreme Future Leaders
Program Participants.
Mayor Johnson presented certificates to the students.
3) Elsinore Strong Awards
Plaques were presented by each Council Member to Sandra Valles-Metzger, Matt Norkin,
Matthew Dobler, and Myles Ross. It was noted that Shaun Brock will also receive a plaque.
4) Grand Marshal Recognition
Drew Jaime presented an award to Mayor Johnson for being the Grand Marshal in the
2022 Canyon Hills Christmas Parade.
5) Storm Ready
Emergency Services Manager Mesa presented an update on being prepared for
storms in the coming months.

Agreement with Western Riverside Council of Governments and Pulte Home

13) Three-year Agreement with Graffiti Tracker for the Uploading, Processing, and
Analysis of Graffiti
Approve and authorize the City Manager to execute a Professional Services
Agreement in the amount of $11,000.00 annually for three years in an amount not to
exceed $33,000.00 based on the volume of photographs taken by the graffiti
abatement crews and equipment costs in such final form as approved by the City
Attorney.

14) Acceptance of the Fellowship Grant from Stanford Impact Labs

approved by the City Attorney.

one (1) Electric Boom Lift and two (2) LED Light Towers in an amount not to exceed
$117,570.63 in such final form approved by the City Attorney and authorize the City
Manager to execute change orders not to exceed a 10% contingency of $11,757.00 for
unanticipated costs.

16) Approval of FY23/24 Rates with the County of Riverside for Maintenance of City
Traffic Signals and Safety Lighting
Approve the FY 23/24 rates for the County of Riverside Transportation Department

emergency call-out services, and inventory of City traffic signal equipment maintained
by the County.

$45,270.00 per Fiscal Year for a term of three (3) years in such final form as approved

Section 15162, the extension of time request would not have a significant effect on
the environment and no new environmental documentation is necessary because
all potentially significant effects have been adequately analyzed in a previously
adopted Mitigated Negative Declaration (ER 2018-02) (SCH No. 2019029048);
2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING A ONE-YEAR EXTENSION OF TIME

CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF CITY OF LAKE ELSINORE
COMMUNITY FACILITIES DISTRICT NO. 2006-4 (ROSETTA HILLS) AUTHORIZING
THE ISSUANCE OF ITS SPECIAL TAX BONDS, SERIES 2024 IN A PRINCIPAL
AMOUNT NOT TO EXCEED SIX MILLION DOLLARS ($6,000,000) AND
APPROVING CERTAIN DOCUMENTS AND TAKING CERTAIN OTHER ACTIONS IN
CONNECTION THEREWITH.

Select a Mayor/Chair and Mayor Pro Tem/Vice-Chair to serve through December 10,
2024 per City Council Policy No. 200-4.
Mayor Johnson yielded the Chair to City Clerk Alvarez, who called for nominations to
the seat of Mayor.
Council Member Johnson nominated Steve Manos.
Steve Manos was unanimously appointed as Mayor.
Mayor Manos called for nominations to the seat of Mayor Pro Tem.
Council Member Magee nominated Brian Tisdale.

City Manager Simpson congratulated and recognized Richard MacHott on his retirement,
shared the City of Lake Elsinore 2023 in Review video, and presented Council Member Johnson
with a gift from staff to commemorate her year serving as Mayor.
CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Sheridan reported on his attendance at the Riverside Transit Agency
Transportation Now meeting on November 15, 2023 and Board of Directors meeting on
November 16, 2023; shared his attendance at RTA’s Vice Street Mobility Hub ribbon cutting
ceremony on December 8, 2023; shared his attendance at Rise and Shine Balloons’ grand
opening; invited residents to obtain vaccines on Friday, December 15, 2023 from 12:00 – 4:00
p.m. at the Lake Elsinore Senior Activity Center; announced “Kaz’s Rocking In the New Year
Bash 2024” from 8:00 p.m. to 12:30 a.m. at the Diamond Taproom at Diamond Stadium; shared
his attendance at the Lake Elsinore Historical Society Christmas Party; invited the community to
attend the 6th Annual Dudes of Canyon Hills Christmas Parade on December 13th and 14th from
6:00 p.m. to 8:00 p.m. in Canyon Hills; and invited the community to attend the 2nd Annual
Dudes of Canyon Hills and DOCH Foundation Holiday Free Toy Giveaway on Saturday,
December 16, 2023 from 10:00 a.m. to 4:00 p.m. at Diamond Stadium.
Council Member Johnson reported on her attendance at the Western Riverside County
Regional Conservation Authority meeting on December 4, 2023 and the Lake Elsinore Unified
School District meeting; congratulated December’s Students of the Month and the 2023 Dream
Extreme Future Leaders; announced that the Cops for Kids delivery will be held on Saturday,
December 16, 2023; provided updates on Project Connect, the Homeless Task Force, and the
Anchor; shared her experience at the Winterfest event; reported on the City Hall
Groundbreaking which was held on December 4, 2023; and introduced Lakey, Lake Elsinore’s
Elf on the Shelf and encouraged residents to follow its activities on social media.

Council Member Magee reminded residents to keep their pets safe during winter; and
announced the grand opening celebration for the Animal Friends of the Valleys new low-cost
spay/neuter and vaccination clinic on January 25, 2024 from 4:00 – 7:00 p.m. at its facility in
Wildomar.
Mayor Pro Tem Tisdale reported on his attendance at the Western Riverside Council of
Governments Executive Committee meeting on December 4, 2023 and the Northwest Mosquito
and Vector Control District Board meeting on November 16, 2023; invited seniors to register for
the Holiday Luncheon on December 14, 2023 at 11:00 a.m. at the Lake Elsinore Senior Activity
Center; and invited residents to participate int he Winter Wonderland Canvas Painting event on
January 12, 2023 from 6:00 – 8:00 p.m. at the Lake Elsinore Senior Activity Center.
Mayor Manos announced that new shade structures have been installed at Swick and Matich
Park and Tuscany Hills Park; encouraged residents to book the Dream Extreme Neighborhood
Center for parties and provided information on booking the venue; invited the community to
attend the Lake Water Press Conference on December 15, 2023 from 10:00 – 11:30 a.m. at
Launch Pointe; encouraged residents to apply to serve on the Measure Z Citizens Committee
for Districts 2, 4, and 5 through 4:00 p.m. on December 22, 2023; and provided updates on lake
levels and testing.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 9:34 p.m. to the next Regular meeting of Tuesday,
January 9, 2024 in the Cultural Center located at 183 N. Main Street. Closed Session will
commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open
Session business meeting will commence at 7:00 p.m.
