Project (CIP Project #Z20006)
Recommendation
Approve and authorize the City Manager to negotiate and approve a change order to the
agreement/contract with Edmondson Construction Company in an amount not to exceed
$95,625.00 for additional grading, excavation, and, compaction work on the building by the City
Attorney.
Background
On November 14, 2023, the City entered into a public works agreement with Edmonson
Construction Co. to grade and develop the building site for the new City corporate facility. Site
development has required additional grading, excavation, and soil compaction to accommodate
the necessary structural design elements of a wider City Hall building.
Discussion
This change order contains additional mass grading of the site with increased cubic yardage of
material. The following chart illustrates the increased quantities of material for the larger site
development:

Environmental Consideration
Approval of the Agreement for grading is in furtherance of implementing the City Hall project
approved by the City Council on May 10, 2022. Additionally, there is no substantial change to the
project, no new circumstances under which the project will be developed, nor new info analysis.
Accordingly, no further environmental review is required.
Fiscal Impact
Funding costs are included in the Fiscal Year 23/24 – 27/28 Capital Improvement Plan (CIP)
budget, CIP Project #Z20006.
