Subject:Reappointments to the Measure Z Citizens Committee
Recommendation
Reappoint Edwin Castro (District 2) and Jimmy Gist (District 5) to serve on the Lake Elsinore
Measure Z Citizens Committee for a term expiring December 31, 2025.
Background
Following the passage of Measure Z in November 2020, a Citizen Committee was established to
review and advise upon the spending and use of Measure Z funding per the Ordinance
establishing the transactions and use tax. This Committee provides financial transparency and
ensures this funding is used appropriately to the community's established goals and needs.
According to City Council Policy No. 200-5A, members shall be at least 18 years of age, not serve
on any other Commission or be an officer or employee of the City or a person under an
employment contract. Members must reside within the City Council District represented by the
appointing City Council Member. Members shall be subject to a routine background check
administered by the Police Department.
Discussion
According to City Council Policy No. 200-5A, the Committee includes one (1) resident member
from each City's five council districts. The district's elected Council Member nominates each
member. The City's elected City Treasurer also serves as an Ex-Officio, non-voting member of
the Committee. Three (3) terms of appointment (Districts 2, 4 and 5) ended on December 31,
2023. The City Clerk's Office posted a Notice of Accepting Applications for the Measure Z Citizen

Committee from November 21, 2023, through December 22, 2023. Four applications
were received during the application period. After reviewing applications, Mayor Manos selected
Edwin Castro and Councilmember Magee selected Jimmy Gist for formal appointment by the full
City Council. Council Member Johnson is reviewing applications and will recommend an
appointment on a future agenda.

I wish to continue my involvement in the community and serve as a beacon and representative of my neighborhood.
I believe Lake Elsinore does a great job in promoting a diverse and inclusive culture.
Together we can make Lake Elsinore a better place for out families and friends.

I have experience working directly with members of the public. As a former City Commissioner I understand the complexity of
public service.
I work well with people with different backgrounds and beliefs. Its important we work together and find a common goal that will
make Lake Elsinore a better place for our community.
I have a background in Banking and Finance and work well with Business owners.
Currently serving as Chairman of the Measure Z Committee.
