Main Street Lake Elsinore, CA 92530 CALL TO ORDER The Regular Meeting of the Planning Commission was called to order at 6:00 pm. PLEDGE OF ALLEGIANCE Commissioner Ross led the pledge of allegiance. ROLL CALL Present: 5 - Commissioner Gray, Commissioner Ross, Commissioner Williams, Vice Chair Peters, Chair Carroll Absent: 0 - None PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 3 MINUTES None CONSENT CALENDAR A motion was made by Commissioner Gray, seconded by Commissioner Peters to approve the Consent Calendar. The motion Carried by the following vote: Aye: 5 - Commissioners Gray, Ross, and Williams, Vice Chair Peters, Chair Carroll No: 0 - None Absent: 0 - None 1.Minutes of the Regular Planning Commission Meeting of September 19, 2023 Approve the minutes of the regular Planning Commission meeting of September 19, 2023. This item was approved on the Consent Calendar. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF FINDINGS THAT PLANNING APPLICATION NO. 2022-03 (TENTATIVE TRACT MAP NO. 38378 AND RESIDENTIAL DESIGN REVIEW NO. 2022-02) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); 3.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF TENTATIVE TRACT MAP NO. 38378 TO SUBDIVIDE AN APPROXIMATELY 17.21-ACRE SITE INTO ONE LOT AND 191 RESIDENTIAL UNITS FOR CONDOMINIUM PURPOSES LOCATED IN APNS: 370-050-019, 370-050-020, AND 370-050-032; and 4.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF RESIDENTIAL DESIGN REVIEW NO. 2022-02 PROVIDING BUILDING DESIGNS AND RELATED IMPROVEMENTS FOR 191 TWO-STORY DETACHED CONDOMINIUM RESIDENTIAL UNITS IN LOCATED APNS: 370-050-019, 370-050-020, AND 370- 050-032. The Public Hearing was opened at 6:02 p.m. Carlos Serna, Associate Planner provided a presentation. There were no public speakers. Ft. Multi-tenant Commercial Building, a 3,887 Sq. Ft. In-N-out Drive- through Restaurant, Related Site Improvements, and a Uniform Sign Program on an Approximately 2.29-acre Site Located at Dexter Avenue Between Crane Street and Allan Street 1.Find that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15332 (In-Fill Development Projects); 2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2022-07 TO ESTABLISH A 3,887 SQUARE FOOT DRIVE-THROUGH RESTAURANT IN THE GENERAL COMMERCIAL (C-2) DISTRICT LOCATED AT APNS: 377-030-085, 086, 087, 088, 089, 090, 091, AND 092; 3.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2022-10 PROVIDING BUILDING DESIGNS AND RELATED IMPROVEMENTS FOR A 10,241 SQUARE-FOOT MULTI-TENANT COMMERCIAL BUILDING AND A 3,887 SQUARE FOOT RESTAURANT WITH A TWO-LANE DRIVE-THROUGH LOCATED AT APNS: 377-030-085, 086, 087, 088, 089, 090, 091, AND 092; and 4.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING UNIFORM SIGN PROGRAM (SIGN) NO. 2023-05 ESTABLISHING A UNIFORM SIGN PROGRAM FOR THE PDG LAKE ELSINORE DEVELOPMENT PROJECT LOCATED AT APNS 377- 030-085, 086, 087, 088, 089, 090, 091, AND 092. The Public Hearing was opened at 6:09 p.m. Carlos Serna, Associate Planner provided a presentation. John Pollock, Applicant Representative was called to speak. There were no public speakers. CITY ATTORNEY COMMENTS There were no City Attorney Comments. COMMISSIONERS' COMMENTS Commissioners welcomed Commissioner Williams. ADJOURNMENT The Lake Elsinore Planning Commission will adjourn to the next Regular meeting on Tuesday, November 07, 2023 in the Cultural Center located at 183 N.
