Background Currently, Public Works Operations has three (3) Light Towers that were purchased new in October of 2018. A traditional light tower utilizes high-pressure sodium lamps, and has a relatively shorter lifespan, consumes more energy, and takes some time to warm up before reaching full brightness. The Mobile LED Light Towers serve multiple purposes and have a wide range of applications. It provides bright and efficient lighting in various outdoor settings, such as construction sites, sports fields, parking lots, DUI checkpoints, city events, emergency situations and low-light conditions. The LED Light Towers provide ample illumination to ensure visibility and prevent accidents. LED light towers are highly energy-efficient, consuming significantly less power compared to traditional light towers. This translates into lower fuel or electricity costs and reduced environmental impact. The department has an on-going need for the purchase of Mobile LED Light Towers to avoid the high cost of renting equipment. Purchase of One (1) Electric Boom Lift and Two (2) Mobile LED Light Towers Page 2 of 2 Currently, Public Works Operations has one (1) Scissor Lift that was purchased new in July of 2016, and two (2) Tow Behind Booms purchased new in July of 2019. A Scissor Lift consists of a platform or deck that is raised and lowered vertically using a crisscrossing mechanism. A Tow Behind Boom that is towed behind a vehicle that extends vertically or horizontally. The purpose of an electric boom lift is to provide a safe and efficient way to access elevated areas for various tasks. Electric Boom Lifts enable staff to perform tasks at heights safely such as building maintenance, or tree trimming. These lifts provide a stable and secure platform for staff to access elevated areas. With their extendable booms and maneuverability, electric boom lifts allow staff to access multiple points without the need for scaffolding or ladders. The department has an on- going need for the purchase of an Electric Boom Lift to avoid the high cost of renting equipment. Discussion Both machines will improve the City’s ability to deliver greater impacting services for both routine scheduled maintenance and emergency maintenance. These machines have all the features and capabilities needed to perform at a higher operational tempo utilizing internal resources. Sourcewell, was created by state law as a service cooperative to provide programs and services to members in education and government. Sourcewell was established with the statutory purpose of assisting members in meeting specific needs which are more efficiently delivered cooperatively than by an entity individually. Sourcewell is authorized to establish competitively awarded cooperative purchasing contracts on behalf of itself and its member agencies. Sourcewell follows the competitive contracting law process to solicit, evaluate, and award cooperative purchasing contracts for goods and services. Sourcewell cooperative purchasing contracts are made available through the joint exercise of powers law to member agencies. Member agencies include all eligible government, education, and non-profit agencies nationwide and in Canada. Fiscal Impact Funds are available in the City’s Fiscal Year 23/24 Operating Budget.
