Planning staff has reviewed the construction drawings associated with the above noted
project and provides the following comments:
Elsinore City Center Specific Plan, Chapter IX Design Guidelines, Section 21
Mechanical Equipment states:
Rooftop equipment shall not be visible from off -site public rights -of -way. Rooftop
equipment features shall be provided as an integral aspect of the building design."
Sheet ES-201 — Line of Sight Elevations states "no major portion of the modules or
related rooftop equipment will be visible."
Therefore, staff requests that additional information be provided on the plans to
demonstrate that all rooftop equipment will be completely screened from adjacent rights -
of -way.
The overall dimension(s) of the highest point of the film modules from the existing roof
elevation(s) should be provided along with adjacent roof parapet heights as necessary so
as to demonstrate compliance with the screening requirement.

Regarding the solar roof top project at Wal-Mart, located at 31700 Grape Street, We performed the
interconnect of the solar system to the main switchboard. This was a bus tap. Spacer plates and
mounting brackets were installed as per engineered drawings. Cables were attached to the mounting
plates. The spacer plates and mounting plate were attached wit carriage bolts and the cables were
attached using compression connectors wit 3/8" stainless steel hardware. All connections were torqued
to the manufacturer's specifications. The connections were marked. The torque was then verified by
Chad Day with Donco, the construction management company. Chavdar Christov, the BP Solar officer
in charge also visually verified the dual marks and took photographs to substantiate the process. The
torque settings tables were installed on the inside of the panel cover per a preprinted adhesive label.

Regarding the solar roof top project at Wal-Mart, located at 31700 Grape Street, cable terminations
were made at the safety switch, inverter and combiner boxes. All connections were torqued to the
manufacturers specifications. The connections were marked. The torque was then verified by Chad
Day with Donco, the construction management company. The manufacturer recommended torque
settings were defined on labels within the equipment and in installation manuals.

Donco and Son's is contracted by BP Solar to provide construction management services for the subject project.
On behalf of BP Solar, our superintendent Chad Day provided quality assurance activities throughout the project.
These activities included checking all torque readings for both the interconnection in the main switchboard at the
bus taps as well as all mechanical connections for the racking system on the roof. All bolts were checked and
marked with a pen to confine the torque had been checked against manufacturers recommendations.
