Recommendation
Approve and authorize the Mayor to execute the Supplemental Agreement between the County
of Riverside and the City of Lake Elsinore for the Use of 2023-2024 Community Development
Block Grant Funds.
Background
At its regular scheduled meeting on November 8, 2022, the City Council approved the Community
Development Block Grant (CDBG) projects for fiscal year 2023-2024. At that time, the City Council
decided to allocate FY 2023-2024 CDBG funds for the following:
•City of Lake Elsinore
•Assistance League of Temecula Valley
•Boys & Girls Club of Southwest County
•Helping Our People In Elsinore, Inc. (H.O.P.E.)
•Michelle's Place
•Vista Community Clinic
Discussion
On October 19, 2023, the City received a "Supplemental Agreement for the Use of 2023-2024
Community Development Block Grant Funds" (Agreement).
Executed copies of the Agreement must be returned to the County of Riverside Housing,
Homelessness Prevention, and Workforce Solutions (HHPWS) no later than December 12, 2023,
for the Board of Supervisors to approve, after which a fully executed agreement will be forwarded
to the City along with the "authorization to incur costs." When staff receives the authorization, we

can release funds to the approved projects with assurance of reimbursement from the County of
Riverside to the City of Lake Elsinore.
The City of Lake Elsinore requested $596,000 for the program year 2023-2024; however, HHPWS
notified staff that this year's total amount decreased to $595,254. Of the $595,254, thirteen
percent (13%) is used for administrative costs. The remaining $517,871 is allocated to public
service programs and capital improvement.
The approved allocation is as follows:

*Approved by County to be allocated upon receipt of funds from HUD.
Fiscal Impact
There is no fiscal impact to the 2023-2024 General Fund. Projects are paid through the CDBG
reimbursement process once the "authorization to incur costs" has been issued by the County of
Riverside.
