Recommendation
Authorize the City Manager to execute Amendment No. 2 to the Professional Services
Agreement with The Lew Edwards Group to provide continued engagement and communication
services in an amount not to exceed $28,750 in such final form as approved by the City Attorney.
Background
In January 2019, the City entered into a Professional Services Agreement with The Lew Edwards
Group for continued strategic consulting planning and communication services related to
customer satisfaction, budget adoption, and community priorities.
The Lew Edwards Group (LEG) was incorporated in 1997 and is a California leader in providing
innovative Public Engagement and Fiscal Sustainability Planning communications to public
agencies throughout California, including counties, school districts, community college districts,
cities, and selected nonprofit and private sector clients. The firm employs professionals from
disciplines such as media, community organizing, revenue enhancement, government affairs, and
public relations and has conducted successful communications and outreach efforts in virtually
every count in California.
Discussion
As the City of Lake Elsinore continues to face rapid growth, ongoing capital projects, and
increased fiscal considerations, it is critical that the City regularly engages and communicates
with the community. Staff is recommending the extension of the existing Professional Services
Agreement with The Lew Edwards Group for engagement and communications support, as
outlined in Exhibit A.
Fiscal Impact
The fiscal impact is for an amount not exceed $28,750, which will be paid from the fiscal year
2020/2021 Operating Budget.

AMENDMENT NO. 2 TO AGREEMENT
FOR PROFESSIONAL SERVICES
This Amendment No. 2 to Agreement for Professional Services (the Amendment No. 2) is
entered into as of July 31, 2020, by and between the City of Lake Elsinore, a municipal corporation
( "City ") and The Lew Edwards Group. ( "Consultant ").
RECITALS
A. The City and Consultant have entered into that certain Agreement for Professional
Services dated January 29, 2019 (the "Original Agreement "). Except as otherwise defined
herein, all capitalized terms used herein shall have the meanings set forth for such terms
in the Original Agreement.
B. The Original Agreement provided for compensation to Consultant in an amount not to
exceed $29,750 for a period of six (6) months.
C. Amendment No. 1 to the Original Agreement, dated July 1, 2019, extended the Original
Agreement for a period of one (1) year, ending on June 30, 2020 and provided for
compensation in an amount not to exceed $62,000.
D. The parties now desire to extend and amend the terms of services as set forth in this
Amendment No. 2.
NOW, THEREFORE, in consideration of the mutual covenants and conditions set forth
herein, City and Contractor agree as follows:
1. Section 2c, Term, of the Original Agreement is hereby amended in its entirety to read as
follows.
Unless earlier terminated as provided elsewhere in this Agreement, this
Agreement shall continue in full force and until November 30, 2020.
2. Section 3, Compensation, of the Original Agreement is hereby amended to add the
following:
Compensation to be paid to Consultant for Fiscal Year 2020 -21 shall be in
accordance with the fees set forth in Consultant's Proposal (Exhibit A -2)
attached to Amendment No. 1 and incorporated herein by reference. In no event
shall Consultant's compensation exceed Twenty -Eight Thousand Seven
Hundred and Fifty Dollars ($28,750) for each Fiscal Year without additional
written authorization from the City Manager.
3. Except for changes specifically set forth herein, all other terms and conditions of
the Original Agreement shall remain in full force and effect.
IN WITNESS WHEREOF, the parties have caused this Agreement to be executed on
the date first written above.

Task Three: Provide Ballot Measure Preparation and Voting Informational Services
(July 31, 2020 - November 30, 2020)
• Confer with the City staff /City Attorney on measure materials.
• Work with City staff on related staff reports and measure refinement.
• Draft text copy updating community /public on placement of measure on the ballot.
• Develop collateral informational materials about measure /new voting procedures, such
as Frequently Asked questions, factual presentational materials or handouts, web /social
media /digital copy.
• As needed, confer with the City on Rapid Response needs.
• Provide text copy City can use as content for permissible post - placement informational
mailings /materials.
• Provide ongoing strategic advice for the extended project period.
Legal services or advice are not included within Consultant's scope of services. All services
are informational only. NO partisan information will be developed by the City or on the City's
behalf.
SCHEDULE OF COMPENSATION RATES
Five (5) monthly payments at Consultant's rate of Five Thousand Seven Hundred and
Fifty Dollars ($5,750) per month due and payable on the last business day of each month,
commencing July 31, 2020, and ending November 30, 2020.
Professional fees do not include hard project costs such as opinion research, graphic
design, printing, bulk postage, or mail house processing fees, which will be budgeted for
separately by the City throughout the project.
