An Ordinance of the City Council of the City
of Elsinore amending Ordinances 3$3, 390 and
any other ordinances in conflict herewith.
The City Council of tie City of Elsinore does hereby ordain
that section one (1} of Ordinance #269 and Ordinances 3$3 &
390 be amended to read as follows:
167-
That the rate per month to be charged to and paid by the
consumers using water measured through a water meter of the
City of Elsinore water department shall be FIVE DOLLARS ($p5,00)
for the first one thousand (1000) cubic feet or fraction thereof
and eighteen cents (.1$) for each additional onE hundred (100)
cubic feet or fraction thereof up to three thousand (3000} cubic
feet and fifteen cents (15) for each additional one hundred (100)
cubic feet or fraction thereof over three thousand (3000) cubic
feet, and provided that no billing shall be less than FIVE DOLLARS
.per month, the established minimum monthly rate; that said increased
rate shall continue for thirty (30) consecutive months after April
1st 1960.
This Ordinance .shall take effect with the May _1 billing, it being
necessary and urgently required for the immediate preservation
of the public peace, health and safety S'~~ the City of .Elsinore.

ORDINANCE,NO. 392
The City Council of the City of Elsinore does hereby ordain that:
IT SHALL BE UNLAWFUL for any PERSON, FIRD1, or CORPORATION to
whom bottled water has been ,supplied by the City, or for the City,
in order to enable the City to comply with the terms of its Permit
with the California State Board of Health issued on August 22, 195$,
and amended on April 22, 1960, to take, use, or furnish such for
drinking purposes to persons o~rer ten years of age.
ANY VIOLATION OF THIS ORDINANCE SHALL CONSTITUTE A
MISDEMEANER. THIS IS AN EA~RGENCY ORDINANCE. This Ordinance
shall take effect immediately; it being necessary and urgently l~
required for the immediate preservation of the public peace,
health and safety of the City of Elsinore.

AN ORDINANCE OF THE CITY'COUNCIL OF THE CITY
OF ELSINORE REGULATING POOL ROOMS A'ND`CARD
\ ROOMS AND. OR COMBINATION POOL AND CARD ROOMS
ORDINANCE N0. 373 shall be amended as follows: °
SECTION 5, All licensed issued shall..be fora full year and
" shall not be operated part time. The licensee shall continually
operate and use said license and the failure to operate said
license for ninety(90j days shall constitute termina.tior and
revocation of said license.
SECTION 10. The license fees to be paid the City for licenses
to operate such as are herein defined shall be as follows

AN..ORDINANCE OF THE~GITY OF ELSINORE ,
REGULATING FOOD. HANDLERS
The City.Cpuncil of the City ,of Elsinore, County of Riverside,
State of California, do ordain as follows: _ ,
Section 1. PERSONS AFFECTED, No person who knows he or she
is infected with active-communicable tuberculosis shall-
engage or serve or seek employment in any work, occupation
or employment which requires or occasions .the handling of any
' food or liquid or material intended for food or drink for
human consumptions or the handling of any dishes or other
articles used in the preparation or service of -food. or drink
for `human consumption, and no,owner,-:manager or-agent of
such owner, or"person in charge, of any ;establishment or<
business shall retain in the employ thereof for he per-
formance of such services, for a longer period than three
weeks, any, person who does not-hold and, produce a.health
certificate as required by this ordinance,-.or for any period
whatsoever, :any person known or reasonably. believed to be
infected with active communicable tuberculosis.- This require-
ment for a Health :certificate shall not apply to domestic
or household work-or to-temporary, occasional or intermittent
functions of bona;finde religious, charitable or public
service,organizations, including fraternal organizations,
veterans organizations.., established youth organizations,
parent-teacher associations and civic or ,community organ-
izations or .groups, the primary purpose of which is the
betterment 'of the cultural,.-.social. or economic welfare and
environment of the. community.

SECTION 2, 9PPLICATION FOR CERTIFICATE. Each person who is
engaged or intends to engage in an occupation or employment
for which a health certificate .is required by section 1'of
this ordinance shall, before or within three weeks after he
begins such=work, file with the County Health`Officer of the
County.. of Riverside, an application for a health certificate,
in such form`as the County Health Officer may require. Such
application must be accompanied,by a signed statement of a
physician duly authorized to practice medicine in the State
of California, or a report from an orga.nizstion acceptable to
the County Health Officer, showing that the applicant is free
of active communicable tuberculosis. Said statement or report
hall show that within six months of the date of application
the applicant:. has received either (1) a norma chest X-ray
which shows tkie a plicant to be free of active communicable
tuberculosis,'or ~2) an intraderman Mantoux test, the result
of which was negative. The statement or report must show
that in`the`Mantous test no less than 5 tuberculin units,
which is the equivalent of .0001'milligrams intex~diate PPD,
or one to two thousand solution of old tuberculin freshly
prepared, have been used, Induration of six or more milli-
meters'will be construed as a positive skin test. All positive
skin test rea~tors'to the N;antous test will be required to
obtain a chest X-ray:, Said statement or report. shall bear
a date not more than six months before the date of application.
SECTION 3. ISSUANCE OF.CERTIFICATE. If the Health Officer
determines from am examination of the statement or report
accompanying; such application, or from such other evidence
as he .may require,,that the applicant for a health certificate
is free from'active'communicable,tuberculosis, he shall immed-
atelyissue"'a health certificate to the applicant which shall
state such fact, and which shall bear' he 'name of the applicant
and the date of. issuance. Such health certificate whall
expire one year after the date it was issued: `Any person
show health in the opinion of the County Health Officer
requires further investigation may be issued a temporary health
certificate'as the discretion of the County Health Officer
for a period"up to three. months during which time such
investigation shall be carried out to determine the .presence
of active communicable tuberculosis.
SECTION 4. DUPLICATE CERTIFICATE. The County Health Officer
for good cause may issue duplicate health certificates.
SECTION 5~. SttBSTITUTE CERTIFICATE. A- valid `and effective
certificate of health, indicating that the applicant is free
from active communicable tuberculosis,. issued byany regularly
constituted"'public health department and bearing a date of.
issuanc's, shall be accepted, in lieu of the health' certificate
issuedsbq the'County Health Officer, during its period of
validity, not'to exceed one year!°from the date of its issuance.
SECTION 6. REVOCATION OF CERTIFICATE. The County Health
Officer<may rebokeany health certificate, whether issued by
himself or of-her authority:, and require its surrender, when-
ever he determines that'the holder thereof is`'infected with
active communicable tuberculosis.'
SECTION ~. DISPLAY OF CERTIFICATE. Each person required 'to
have a~chealth'certificate"shal3a'immediately submit such '
certificate to the employer of such pei~ on, 'It shall be ..the
duty-of every such employer to keep on continuous display
at the place of employment the health `certificates of all
-such persons "employed or engaged there, ahd to display there-
with"a current list of all such persons there engaged or
employed, for:;comparison with the displayed certificates.
Upon termination of"employment each unexpired'"certificate
shall be returned to the holder.`
SECTION $. .PENALTIES. Any vio3ation of this:ordinance is
a misdeaaor punishable by a fine of not:'more than Five Hundred
Dollars 0500.00) or by imprisonment in the city jail for not
more than six;`(6) months, or by both such fines and imprisonment.

SECTION 9.- EFFECTIVE DATE,.- This ordinance shall take effect
30 days after its adoption, but ection $ shall~be operative
until 3 months after the date of adoption. (not)

providing for the licensing and impounding•of dogs:, regulating
the keeping and control of dogs and providing penalties for
the violation thereof, and. :revoking-,all former ORDINANCES
IN CONFLICT THEREWITH, <-..
The City Qouncil of the City of Elsinore does ordain as follows:
Section I:--EFINITIONS:-,Whenever in this Ordinance .the

DOGS: _ Runnirie at ,lame prohibited. Every pe3~son owning or
having.-.charge, care, custody .or control of any dog, of any
age, shall keep such dog...exclusively-upon, his own premises; -
provided, however,: that-such dog may be off such premises;ifr
it is under the control of a competent person and restrained
by a snbsta.ntial.chain or :leash not exceeding six feet in
length..
KENNEL: Any lot, .building, structure, enclosure or place:
within or upon which three (3) or more dogs are kept and
maintained. '
IMPOUNDED: .Having been taken into the custody of the pound-
master.
OWNER: Any person keeping or operating or having control or
custodg of ;any dog;,,for,15 consecutive-days shall-be<beemed
to be,the owner of uch d•og within the meaning of -this

Section II:
a The. owner of every dog within the incorporated limits
of the Cit of Elsinore shall pay annually a license tax

thereon at the rate. of 3.00 for each. male dog or spayed
female dog, and X5.00 for each unspayed female dog.'
(b} Any person, firm or corporation owning, conducting,
managing, or operating any dog kennel within the corporate
limits of said-City shall pay for the privilege of"maintaining
or operating such kennel; in lieu of the"individual-'dog
license tax prodded for hereinabove", a""license tax on such
kennel as follows:
For any such kennel containing more than 2 dogs and less
than 10 dogs the sum of X7.00 per year or fraction"Ehereof;
10 and less than 20 dogs the sum of X20.00 per hear or fraction
thereof; 20 or more dogs the sum of X30.00 per year `or fraction
thereof; provided however, upon removal of any dog from any
licensed kennel by sale or transfer of ownership, other than.
a transfer to another kennel, such dog shall thereupon become
subje,Gt to the provisi~ns_of Sub-section (a) hereof, and any
kennel 'tax theretofore paid upon=such dog shall be of no
further force or effedt..
(c) Such. license tax shall be paid annually to the City
Clerk and shwa be due and payable in advance on July first
of :each year end shall expire on June '30 of the next succeeding
year. In any`case where during any fiscal year the number of
dogs it any licensed kennel is increased to"a number in excess
of the number for which a kennel"license shall have been'
issued,-the person,-firm or corporation conducting, managing
or operating"sueh kennel shall obtain a<new Ticense therefor,
such new license to cover the increased"number`of dogs therein,
and upon the°surrender to the City Clerk of the unexpired
license for such-kennel, the City Clerk shall'caneel such
unexpired license and shall allow as a credit upon the license
fee for'such"riew''license the amount originally paid for such
cancelled"liC~nse.-' Any license tax"paid by vrirsue of the.
provisions of'?this-Ordinance shall not=b'e returned or refundable.
(d) Each"such licerise`sha1T state the"name and residence
address of the-person to whom such Iice,'nse is'i"ssued, the
amount paid therefor, the date"when issued, tYe date on which
such license shall expire, and in the ease of.an individual
dog license, a descrptions'of the_dog_for which such: license
is issued, and the number of the metallic tag accompanying
such lieense;.;which metallic tag !is hereby required and
authorised, and shall be furni°shed at the expense of the City.
Each kennel 1%cense shall=show the "maximum number of`dogs-
which may be;'kept in such kennel 'under authority of =such 'license.
With each"license for any individual dog, there ..shall be'issued
and "delivered 'to the person securing.the license a metal `tag'
with a §erial`number'of-the license and'the-year fo`r'ti*hich
issued,;"Duplicate of lost lieense'`tag inay be ,pprocured upon
exhibito~i`of`the original license"and 'the payment 'of X100
therefor.
"e)"At the time'6f payment of the'fee fore"a dog license,'
the applicant.; herefor,",shall deliver to the City Clerk a
certificate of vaccination, signed by a veterinarian licensed
tc practice a~ sueh>in the`State, certifying-that hs vaccinated
the dog 'for-which a license is sought with"oanine rabies vaccine.
