Describe the project site and any existing structures as they exists before the project, including information on topography, soil stability, plants and animals, and any cultural or scenic aspects. Response: The project site is vacant land with no existing structures. The site is flat grassland with no observed animals or cultural or scenic aspects. The soil appears to be stable, and a soils report is included in the project submittal. Please see project photographs 1 through 4 attached. 2. Describe the surrounding properties, including information on plants and animals and any cultural, historical or scenic aspects. Response: The property to the north, south and west is vacant land with no existing structures. The property to the east is existing roadway Mission Trail. The north, south and west properties are generally flat grassland with no observed animals or cultural or scenic aspects. The soil appears to be stable, and a soils report is included in the project submittal. Please see project photographs 1 through 4 attached. 3. Describe the typed of surrounding land use, intensity of land use, and sale of development. Response: The property to the north, south and west is vacant land with no current land use. The property to the west across Mission Trail is existing general commercial. 4. Identify any other related permits and other public approvals required for this project including those required by the City, regional, State, Federal agencies, not including approvals from the City, fire department, sheriff’s department, and Elsinore Valley Municipal Water District. The following permits are potentially required: Agency State Department of Fish and Game, 1602 Streambed Alteration Agreement State Water Resources Control Board, Clean Water Act (CWA) Section 401 Water Quality Cert. US Army Corps of Engineers, CWA Section 404 Permit Statewide Construction General Permit Coverage Western Riverside MSHCP Consistency Approval (e.g., JPR, DBESP) 5. Is any part of the Project, on- or off-site, located within a Criteria Cell pursuant to the Multiple Species Habitat Conservation Plan (MSHCP)? If so, what are the Criteria Cell #(s)?
