Meeting Minutes
Tuesday, November 16, 2021
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by
Chairman Gray.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Gray.
ROLL CALL
Present: Commissioner Peters, Commissioner Carroll, Vice Chairman Dobler and Chairman Gray
Absent: Commissioner Klaarenbeek
PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES
Douglas Norfolk questioned why a development allowed to proceed without an approval of a Conditional
Use Permit modification. Mr. Norfolk stated in his opinion that there were several improvements that were
inconsistent code requirements that have resulted in adverse impacts to the surrounding community. Mr.
further questioned the need of a Planning Commission if they were not consulted when Conditional Use
Permits are allowed to be altered without their approval.
Assistant Community Development Director Kirk explained that the questions being asked were not
included on the agenda and therefore could not be discussed.

Approval of November 2, 2021, Planning Commission Meeting Minutes
RECOMMENDATION
APPROVE THE MEETING MINUTES FOR THE NOVEMBER 2, 2021, PLANNING COMMISSION
MEETING.
A motion was made by Commissioner Carrol, seconded by Commissioner Peters, to approve the Minutes
with a noted correction to item #4, specifically, noting the Public Hearing not being closed.

The motion was carried by the following vote:
Aye: Chair Gray, Vice Chair Dobler, Commissioner Peters and Commissioner Carroll
Absent: Commissioner Klaarenbeek
PUBLIC HEARING(S)
Planning Application No. 2020-107 (Tommy’s Express Carwash) Requesting to Demolish a Vacant
Coco’s Bakery & Restaurant Building and Construct a New 5,243 sq. ft. Automated Self-Serve Carwash
The public hearing was opened at 6:06.
No persons were present to speak.
A motion was made by Chairman Gray, seconded by Commissioner Peters, to continue the item to the
December 7, 2021, Planning Commission Meeting.
The motion was carried by the following vote:
Aye: Chair Gray, Vice Chair Dobler, Commissioner Peters and Commissioner Carroll
Absent: Commissioner Klaarenbeek
PA 2021-29 (Fairway Business Park Phase III): A request for the approval of a Tentative Parcel Map to
reconfigure five (5) existing lots and to create a new lot and an Industrial Design Review for six (6)
industrial buildings located northwesterly of Chaney Street, at the southerly end of Birch Street. (APNs:
377-140-28, 377-140-29, 377-140-30, 377-140-35 & 377-140-44).
Noting that the Public Hearing remained open, Assistant Community Development Director Kirk
presented the staff report, noting a modification to Condition of Approval #84 in that the condition of
approval can be deleted due to the improvements specified as having been completed.
Assistant Community Development Director Kirk stated that the City received a letter from Lazeau and
Drury that asserted additional environmental would be required and therefore the item should not be
considered and continued to such time as the environmental review can be completed. Assistant
Community Development Director Kirk clarified that staff in consultation with the City Attorney’s office it
was determined that there was no change in the recommendation presented in the staff report.
Applicant Rod Oshita commented on the proposed project.
A motion was made by Commissioner Peters, seconded by Commissioner Carrol, to adopt the following
resolutions noting the deletion of Condition of Approval #84:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ADOPT FINDINGS THAT PLANNING APPLICATION NO. 2021-29(TENTATIVE PARCEL
MAP NO. XXXXX AND INDUSTRIAL DESIGN REVIEW NO. 2021-05) IS CONSISTENT WITH THE
WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP);
and,

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVE TENTATIVE PARCEL MAP NO. XXXXX SUBDIVIDING 8.79 ACRES INTO
SIX PARCELS RANGING IN SIZE FROM 0.76 ACRES TO 2.49 ACRES LOCATED AT APNs: 377-
14028, 377-140-29, 377-140-30, 377-140-35 & 377-140-44; and,
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVE INDUSTRIAL DESIGN REVIEW NO. 2021-05 FOR THE CONSTRUCTION
OF SIX INDUSTRIAL BUILDINGS AND RELATED IMPROVEMENTS LOCATED AT APNs: 377-140-28,
377-140-29, 377-140-30, 377-140-35 & 377-140-44.
Commissioner Carrol commented that the project was a good fit and he was all for it.
Commissioner Peters affirmed Mr. Carrol’s comments.
Vice Chair Dobler noted that the developer has done a commendable job in his previous projects and
was in support of the project.

STAFF COMMENTS
Assistant Community Development Director Kirk provided updated the Commission on the City’s
requirements for employees regarding Covid-19 and a brief update on the calendar of PC meeting.
COMMISSIONERS' COMMENTS ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned at 6:25 p.m.
