The regular meeting of the Planning Commission was called to order at 6:00 p.m.

Commissioner Carroll led the Pledge of Allegiance.

CONSENT CALENDAR ITEM
1)Approval of October 19, 2021, Planning Commission Meeting Minutes
RECOMMENDATION
APPROVE THE MEETING MINUTES FOR THE OCTOBER 19, 2021, PLANNING
COMMISSION MEETING.
A motion was made by Vice Chair Dobler, seconded by Commissioner Peters, to approve the
Minutes. The motion was carried by the following vote:

PUBLIC HEARING ITEMS
2)Planning Application No. 2021-18/General Plan Amendment No. 2021-01): City of Lake
Elsinore 2021-2029 Housing Element and Amendment of City of Lake Elsinore General Plan
Chapter 3.0 (Public Safety and Welfare) including updates related to the Safety Element and
the addition of new Environmental Justice goals, policies and programs.
Recommendation
Take public testimony, if any, and continue the matter off-calendar.
Public Hearing remained opened as a continued item from the October 19, 2021 meeting.
Assistant Community Development Director Justin Kirk provided updates, shared that correspondence in
writing have been received and provided to the Planning Commission.
Douglas Norfolk was called to speak.
Assistant Community Development Director Kirk requested continuance off-calendar.
A motion was made by Commissioner Peters, seconded by Vice Chair Dobler, to continue this
item off calendar. The motion was carried by the following vote:

3)Planning Application No. 2020-107 (Tommy’s Express Carwash) requesting to Demolish
a Vacant Coco’s Bakery & Restaurant Building and Construct a New 5,243 sq. ft.
Automated Self-Serve Carwash
1.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2020-18 TO
ESTABLISH A 5,243 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706
CASINO DRIVE (APN: 363-171-005-6); and,
2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2020-
29 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR A 5,243
SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706 CASINO DRIVE
(APN: 363-171-005-6).
Public Hearing was opened at 6:12 p.m.
Senior Planner Damaris Abraham provided a presentation.
Douglas Norflok was called to speak.
Planning Commissioners had comments and concerns.
Applicant Randy Madrid addressed the Planning Commission.
A motion was made by Commissioner Peters, seconded by Commissioner Klaarenbeek, to
continue this item. The motion was carried by the following vote:

4)PA 2021-29 (Fairway Business Park Phase III): A request for the approval of a Tentative
Parcel Map to reconfigure five (5) existing lots and to create a new lot and an Industrial Design
Review for six (6) industrial buildings located northwesterly of Chaney Street, at the southerly
end of Birch Street. (APNs: 377-140-28, 377-140-29, 377-140-30, 377-140-35 & 377-140-44).
Recommendation
Open the Public Hearing, receive testimony, if any, and continue the item to November 16.
The Public Hearing was opened at 6:39 p.m.
There were no requests to speak.
Assistant Community Development Director Kirk requested for this item to continue the item to the
November 16, 2021 meeting.
A motion was made by Chair Gray, seconded by Commissioner Klaarenbeek, to continue this

STAFF COMMENTS
Assistant Community Development Director Kirk shared that several applications are wrapping up and
provided updates on current projects.

Planning Commissioners thanked the staff for their hard work.
ADJOURNMENT
The Lake Elsinore Planning Commission will adjourn to the next Regular meeting of Tuesday,
November 16, 2021 in the Cultural Center located at 183 N. Main Street commencing at 6:00 p.m.
