The regular meeting of the Planning Commission was called to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Commissioner Carroll led the Pledge of Allegiance. ROLL CALL Commissioner Klaarenbeek was in attendance remotely. Chair John Gray, Vice Chair Matthew Dobler, Commissioner Jodi Peters, Commissioner Michael Carroll, and Commissioner Rendell Klaarenbeek Present 5 - PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES Terry Felon was called to speak. CONSENT CALENDAR ITEM 1)Approval of October 19, 2021, Planning Commission Meeting Minutes RECOMMENDATION APPROVE THE MEETING MINUTES FOR THE OCTOBER 19, 2021, PLANNING COMMISSION MEETING. A motion was made by Vice Chair Dobler, seconded by Commissioner Peters, to approve the Minutes. Recommendation Take public testimony, if any, and continue the matter off-calendar. Public Hearing remained opened as a continued item from the October 19, 2021 meeting. Assistant Community Development Director Justin Kirk provided updates, shared that correspondence in writing have been received and provided to the Planning Commission. Douglas Norfolk was called to speak. Assistant Community Development Director Kirk requested continuance off-calendar. A motion was made by Commissioner Peters, seconded by Vice Chair Dobler, to continue this item off calendar. Automated Self-Serve Carwash 1.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2020-18 TO ESTABLISH A 5,243 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706 CASINO DRIVE (APN: 363-171-005-6); and, 2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING COMMERCIAL DESIGN REVIEW NO. 2020- 29 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS FOR A 5,243 SQUARE FOOT AUTOMATED CARWASH LOCATED AT 31706 CASINO DRIVE (APN: 363-171-005-6). Public Hearing was opened at 6:12 p.m. Senior Planner Damaris Abraham provided a presentation. Douglas Norflok was called to speak. Planning Commissioners had comments and concerns. Applicant Randy Madrid addressed the Planning Commission. A motion was made by Commissioner Peters, seconded by Commissioner Klaarenbeek, to continue this item. (APNs: 377-140-28, 377-140-29, 377-140-30, 377-140-35 & 377-140-44). Recommendation Open the Public Hearing, receive testimony, if any, and continue the item to November 16. The Public Hearing was opened at 6:39 p.m. There were no requests to speak. Assistant Community Development Director Kirk requested for this item to continue the item to the November 16, 2021 meeting. A motion was made by Chair Gray, seconded by Commissioner Klaarenbeek, to continue this item. COMMISSIONERS' COMMENTS Planning Commissioners thanked the staff for their hard work. ADJOURNMENT The Lake Elsinore Planning Commission will adjourn to the next Regular meeting of Tuesday, November 16, 2021 in the Cultural Center located at 183 N.
