HomeMy WebLinkAbout08-03-2021 Planning Commission MinutesCity of Lake Elsinore Planning Commission Meeting Minutes Tuesday, August 3, 2021 CALL TO ORDER A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by Chairman Gray. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Peters. ROLL CALL Present - Commissioners Michael Carroll, Rendell Klaarenbeek, Jodi Peters, Vice Chairman Mathew Dobler and Chairman John Gray. Absent - PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES There were no members of the Public appearing to speak. BUSINESS ITEM(S) None. CONSENT CALENDAR ITEM(S) Approval of the July 20, 2021, Planning Commission Meeting Minutes. Vice Chair Dobler moved and was seconded by Commissioner Klaarenbeek to approve the meeting minutes, noting the correction of appropriate nominations. Vote Yes: Commissioners Carroll, Klaarenbeek, Peters, Vice Chairman Dobler and Chairman Gray. Noes: Abstentions: Absent: PUBLIC HEARING(S) Planning Application 2021-02: A request for approval of the design and construction of a nine (9) unit apartment complex and related site improvement located at 200 North Riley (APN:374-162-036) DocuSign Envelope ID: 81AE2A1B-8B66-48D3-B9E3-9E4D82D7755D Justin Kirk, AICP, Assistant Community Development Director presented the staff report. The Public Hearing was closed at 6:05 Vice Chair Dobler moved and was seconded by Commissioner Peters to continue the public hearing to the continue the matter off calendar: Vote Yes: Commissioners Carroll, Klaarenbeek, Peters, Vice Chairman Dobler and Chairman Gray. Noes: Abstentions: Absent: PA 2020-109 – Starbucks Riverside and Lakeshore: A request for the approval of Tentative Parcel Map 38004 to subdivide an existing 1.09 acre site into two (2) lots, a Commercial Design Review application for the purposes of the construction of an 893 square foot new Starbucks restaurant and a Conditional Use Permit to permit a drive through restaurant. The Public Hearing was opened at 6:07 p.m. There was no conflict of Interest disclosures. Assistant Community Development Director Kirk affirmed receipt of Proof of Publication and noted that no written communication had been received. Assistant Community Development Director Kirk presented the staff report. Commissioner Dobler asked if the other buildings onsite would be updated. Assistant Community Development Director Kirk responded that the other buildings onsite would not be updated. Angie Allen, Steeno Designs, Applicant Representative, thanked the Commission and stated that she was available to answer any questions. Commissioner Klaarenbeek stated that he had a concern with the ADA path of travel crossing the queuing lane and had a concern with the stacking and suggested that a dual queuing lane. Assistant Community Development Director Kirk conveyed that both items could be addressed via the recommending action. Commissioner Carroll asserted that he was in favor of the development and that he concurred with the concern related to the ADA path of the queuing lane. Angie Allen, Steeno Designs, Applicant Representative, stated that in the original design the ADA accessible spaces were located on the northerly edge of the site and that it could be easily added back. Commissioner Carroll expressed significant appreciation for the amount and design of the landscaping. The Public Hearing was closed at 6:23. Commissioner Klaarenbeek moved and was seconded by Vice Chairman Dobler to adopt, with added Conditions of Approval that the staff coordinate with the applicant on the relocation of the ADA accessible spaces and addressing queuing concerns by adding a second lane and if not plausible to develop an appropriate traffic control plan to avoid impacts: DocuSign Envelope ID: 81AE2A1B-8B66-48D3-B9E3-9E4D82D7755D Resolution 2021-33: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF FINDINGS THAT PLANNING APPLICATION NO. 2020-109 (CONDITIONAL USE PERMIT NO. 2021-03, COMMERCIAL DESIGN REVIEW NO. 2021-06 and TENTATIVE PARCEL MAP NO. 38004) ARE CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP). Resolution 2021-34: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF CONDITIONAL USE PERMIT NO. 2021-03 TO ESTABLISH A DRIVE THROUGH WITHIN A NEW 893 SQUARE FOOT RESTAURANT LOCATED AT ASSESSOR PARCEL NUMBER (APN) 379-224-015. Resolution 2021-35: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF COMMERCIAL DESIGN REVIEW NO. 2021-06 PROVIDING BUILDING DESIGN AND RELATED IMPROVEMENTS LOCATED AT ASSESSOR PARCEL NUMBER (APN) 379-224-015. Resolution 2021-36: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF TENTATIVE PARCEL MAP NO. 38004 (37751) TO SUBDIVIDE ONE (1) PARCEL INTO TWO (2) PARCELS TOTALING 1.09 ACRES IN AREA. Vote Yes: Commissioners Carroll, Klaarenbeek, Peters, Vice Chairman Dobler and Chairman Gray. Noes: Abstentions: Absent: STAFF COMMENTS Assistant City Attorney David Mann stated that it was nice to see everyone again. Assistant Community Development Director Kirk provided an update on active development projects. COMMISSIONERS' COMMENTS Commissioner Klaarenbeek asked when Franklin was to reopen. Assistant Community Development Director Kirk replied that staff would check in. Commissioner Klaarenbeek asked for any update on the Sports Complex. Assistant Community Development Director Kirk provided an update.
