The site plan should be redesigned to address the following: The Zoning Code only requires one guest parking space for your project; your plan shows six spaces. We suggest that you eliminate some of the guest parking and instead provide a recreational or barbeque area. Only 25 feet of front setback is required along Lakeshore. If the building is moved closer to Lakeshore, more rear area can be provided for the recreational or barbeque area. Single-family residences are located immediately to the west. The following offers suggestions: The building is designed with a simple gable roof. The roof should be designed with hips or other features to break up the monotony of the roof line. The front elevation is somewhat flat, except for the entrance. More pop-outs need to be provided. The entrance element can be revised to extend to the top of the roof. This provides more relief to the front elevation and provides additional hip and gable design to the overall roof. Each entrance element provides entry to two units. Can other alternatives be provided? The shared entry is not preferable. Separate and detached entries are encouraged. Composition roofs are discouraged. Provide tile roofs instead. The east and west elevations mimic each other. The east elevation needs to have more pop-out and relief features, similar to the aforementioned suggestions for the front elevation. The east elevation fronts Herbert, which ultimately provides access to the project site. The eastern elevation is therefore, very critical. Can front porches be provided along Lakeshore? The side elevations for the parking garages are too stark and blank. Provide enhancements to cover up the blank walls. Can windows or some other pop-out or relief features be provided? Refer to the attached examples which offer design suggestions. Height and density should be considered where surveillance is desired, and that landscaping, when mature, does not block out lights or addresses. Berm height also must be considered where surveillance is desired. Lighting: The lighting around the building should meet or exceed the minimum recommended vertical illuminance of 5 foot - candle illuminance in entrances, active areas, and parking lots, also 1 foot - candle of vertical illuminance in frequently used areas. The illuminance should allow for the identification of a person thirty-five feet away, with good vision about five feet from the ground (facial recognition height). Fencing/Walls: Solid fencing/walls are not only desired by individuals wishing privacy, but also by the criminal opportunist to avoid detection. When solid fencing/walls are not a code requirement all efforts should be made to use view fencing. All fencing/walls should be designed to prevent climbing over for security reasons and public safety. Buildings: The complex should be controlled with proper landscaping and lighting as required in the City Building Codes. The design of recessed doors and or entries are more prone to be broken into than designs where doors and or entries can be easily viewed. The placement of doors and or entries shall be constructed, lighted and equipped as required in City Building Codes. The Lake Elsinore Police Department recommends all exterior doors, shall be of solid core construction with a minimum thickness of 1 '/a" thickness. All exterior doors shall be equipped with a wide- angle (180 degree) door viewer and the appropriate deadbolt lock mechanism. If the existing street improvements are to be modified, the existing street plans on file shall be modified accordingly and approved by the City Engineer prior to issuance of building permit. An encroachment permit will be required to do the work. 12. Pay all fees and meet requirements of an encroachment permit issued by the Engineering Division for construction of off-site public works improvements (LEMC 12.08, Res.83-78). All fees and requirements for an encroachment permit shall be fulfilled before Certificate of Occupancy. 13. The applicant shall obtain all necessary off-site easements for off-site grading from the adjacent property owners prior to grading permit issuance. 14. Apply and obtain approval for a grading permit prior to building permit issuance. A grading plan signed and stamped by a California Registered Civil Engineer shall be required if the grading exceeds 50 cubic yards or the existing flow pattern is substantially modified as determined by the City Engineer. No plan is required if the grading is less than 50 cubic yards, but a grading permit shall be obtained so that a cursory drainage and flow pattern inspection can be conducted. 15. Arrangements for relocation of utility company facilities (power poles, vaults, etc.) out of the roadway or alley shall be the responsibility of the property owner onhis agent. All utility meter boxes and pedestals shall be place within the frontage of the subject lot or as approved by the City Engineer. 16. On-site drainage shall be conveyed to a public facility or accepted by adjacent property owners by a letter of drainage acceptance or conveyed to a drainage easement. Villa, Planning Manager and Mr. Larry Russell, Building and Safety Manager to review the Phillips 4-Plex Project plans (Plan Check). During the review Mr. Villa pointed to a conflict in set backs from curb to building. The conflict was discovered to be the result of applicants attempt to comply to the "East Lake Specific Plan, Amendment Two Liberty", bottom reference- August 24, 1999, page 47. This Multi Family guideline, provided Mrs. Phillips in her original introduction and discovery meeting with the city of Lake Elsinore back in November of 2001, stated an Urban Arterial minimum setback requirement of 25' from curb to building where no community wall was proposed. The appropriate plan provided by Mr. Villa on this meeting day, told to be effect for the parcel in application, was said to be instead the "East Lake Specific Plan 7.4 Residential Development Regulations" bottom page reference VII-19 Section VII-Development Regulations. Its Urban Arterial minimum setback requires 67' from curb to building where no community wall is proposed. Our plan setbacks were approximately 52' from curb to building as they existed then. It was suggested that the Master Plan in place that set the restrictive 67' requirements dated back to a time when a Marine District was supposed to be built by a large developer. He suggested that in lieu of the current day situation this Marine District Master Plan was unlikely to occur. Mr. Villa suggested we leave a copy of the proposed 4-Plex Project plans with him and that he would share it with council for possibility of a curb to building set back variation allowance. On March 12, 2002 Mr. Villa conveyed, via telephone exchange, to me that he had shared the plans with council and it looked favorable that a variation for the curb to building set back requirement would be supported. It was Mr. Villa's final suggestion that we move the project forward to the Design Review stage doing our best to meet as close to the 67'plan as we could with out jeopardizing the quality and esthetic we were striving to meet and our existing plans exhibited.
