Subject:Purchase of One (1) Storm Drain Camera Equipment
Recommendation
Approve and authorize the City Manager to execute the Purchase Order with Plumber’s Depot,
Inc. in an amount not to exceed $109,346.88 for the purchase of one (1) Storm Drain Camera in
such final form as approved by the City Attorney and authorize the City Manager to execute
change orders not exceeding a 10% contingency of $10,934.00 for uncertainties and adjustments.
Background
The City’s National Pollutant Discharge Elimination System (NPDES) permit requires the cleaning
of storm drain catch basins regularly to comply with State regulations. The Clean Water Act
requires that a discharge of any pollutant or combination of pollutants from a point source to
surface waters deemed waters of the United States be regulated by an NPDES permit. The State
Water Board has adopted the Statewide General NPDES Order. This General Order covers
discharges from various sources and activities throughout the state.
Population growth and the development of urban/urbanized areas are major contributors to the
number of pollutants in the runoff and the volume and rate of runoff from impervious surfaces.
Together, they can cause changes in hydrology and water quality, resulting in habitat modification
and loss, increased flooding, decreased aquatic biological diversity, and increased sedimentation
and erosion. Frequent inspection of NPDES facilities is an ongoing requirement.

Discussion
Public Works will use this storm drain camera equipment to inspect the storm drains. Due to the
safety risk involved with crawling into confined spaces, staff cannot inspect the storm drain lateral
pipes. The importance of the storm drain camera is to aid Public Works staff in identifying and
locating blocked storm drains and damaged underground pipes that could cause damage to city
streets. The camera equipment will meet NPDES requirements. The camera will provide high-
quality resolution recordings that can be saved and reviewed as needed.
In response to the City’s request for proposal, three proposals for purchasing one (1) storm drain
camera were received. The amounts of each proposal are listed below:
