Subject:Purchase of One (1) BMW R1250 RT-P Authority Motorcycle from BMW
Motorcycles of Riverside
Recommendation
Authorize the City Manager to purchase one (1) BMW R1250 RT-P Authority Motorcycle in the
total amount of $39,005.17 from BMW Motorcycles of Riverside and waive the formal bidding
process per Municipal Code Section 3.08.070(G) for the purchase of the motorcycle because of
the service, maintenance, and warranty work agreements on all of the City’s motorcycle units
between the City and BMW Motorcycles of Riverside.
Background
The purchase of this motorcycle is a like kind replacement -- a BMW R1250 RT-P motorcycle --
for a unit that has been fully depreciated. The new motorcycle unit is needed to replace an older
motorcycle that has exceeded the serviceable operational life and presents limited repairable
safety concerns. Like many public safety motor units, these motorcycles are routinely driven at
excessive operational limits in the day-to-day public safety functions. To maintain high levels of
officer safety, fleet readiness, and individual motor unit maintenance, it is necessary to maintain
consistency throughout the acquisition and service life of the motorcycle units.
Discussion
To satisfy the immediate public safety requirement, staff recommends directly purchasing the
BMW R1250 RT-P Motorcycle from BMW Motorcycles of Riverside. In the past, the City has
purchased all of its BMW Authority Motorcycles from this motorcycle dealership. Because of its
service and special handling of public safety units, the City takes them under agreement for
service and maintenance on the BMW R1250 RT-P motorcycles. This process has and will
continue to save valuable administrative and logistic lead-time to ensure the field deployment and
maintenance of the motorcycles to the Police Department in the most expeditious manner.

Wavier of Competitive Bidding Procedures
Under Section 3.08.070(G) of the Municipal Code, the City Council can waive the competitive
bidding requirement that would otherwise be utilized for this purchase. The benefits outlined
above coupled with the fact that these products are readily available through a highly reliable
provider are strong factors favoring the granting of the waiver. Accordingly, staff recommends that
the City Council waive the competitive bidding pursuant to Municipal Code Section 3.08.070(G)
and allow the City Manager to contract directly with the BMW Motorcycles of Riverside as this
agenda report outlines.
Following the approval of this agenda item, the purchase of one (1) BMW R1250 RT-P Motorcycle
from BMW Motorcycles of Riverside will be executed.
Fiscal Impact
Funds are budgeted in the Fiscal Year 2023/24 Operating Budget, Internal Service Fund (Fleet).
