This item was approved on the City Council Consent Calendar. 4) Adoption of the Fiscal Year 2023-24 Gann Limit Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ESTABLISHING THE APPROPRIATIONS GANN LIMIT FOR FY 2023-24 AND SELECTING THE POPULATION AND INFLATION FACTOR ACCORDINGLY. This item was approved on the City Council Consent Calendar. 5) Attorney Representation Agreement with Atkinson, Andelson, Loya, Rudd & Romo Approve and authorize the City Manager to execute an agreement with Atkinson, Andelson, Loya, Rudd & Romo to provide special counsel legal services relating to public employment matters on an as-needed basis in substantially the form attached and in such final form as approved by the City Attorney. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ORDERING THE LEVY AND COLLECTION OF SPECIAL TAXES WITHIN COMMUNITY FACILITIES DISTRICTS FOR FISCAL YEAR 2023-24; and 2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ORDERING THE LEVY AND COLLECTION OF ASSESSMENTS WITHIN REASSESSMENT DISTRICT NO. 2021-1 (CANYON HILLS) FOR FISCAL YEAR 2023-24. This item was approved on the City Council Consent Calendar. 8) Community Development Block Grant (CDBG) Joint Recipient Cooperative Agreement for Federal Fiscal Years 2024, 2025, and 2026 1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AUTHORIZING PARTICIPATION IN THE COUNTY OF RIVERSIDE’S URBAN COUNTY PROGRAM FOR FISCAL YEARS 2024, 2025, AND 2026; and 2. Approve and authorize the Mayor to execute the revised Joint Recipient Cooperation Agreement with the County of Riverside, allowing the City to participate in the Urban County Consolidated Planning Programs. This item was approved on the City Council Consent Calendar. 9) 2023-24 Angler Chronicles - Marketing and Media Services Agreement Approve and authorize the City Manager to execute a Professional Services Agreement with Angler Chronicles for Marketing and Media services in an amount not to exceed $32,000.00 in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 10) TR 38116 Lakeside Haul Route Approve a request for the haul route including hours of operation for Tract No. 38116 Lakeside residential project; and authorize the Mayor and City Manager to execute the haul route construction agreement. This item was removed from the City Council Consent Calendar for discussion. City Council Minutes - Final July 11, 2023 City of Lake Elsinore Page 4 : 11) Public Works Construction Agreements with Endresen Development, LLC and Unique Builders of California, LLC for the City Emergency Operation Center (EOC) Building Project, CIP Project #Z20036 1. Approve and authorize the City Manager to execute an agreement with Endresen Development, LLC in an amount not to exceed $61,465.00 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $6,147.00 for construction uncertainties and adjustments; and 2. Approve and authorize the City Manager to execute an agreement with Unique Builders of California, LLC in an amount not to exceed $166,669.00 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $16,666.90 for construction uncertainties and adjustments. This item was approved on the City Council Consent Calendar. 12) Construction Agreement to NPG, Inc. for the City-Wide Annual Asphalt Maintenance and Repair, New Installation Program, and On-Call Emergency Construction Services, Project No. Z10002 Approve and authorize the City Manager to execute a Construction Agreement with NPG, Inc. for City-Wide Annual Asphalt Maintenance and Repair, New Installation Program, and On-Call Emergency Construction Services in an amount not to exceed $2,000,000.00 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $200,000.00 for construction uncertainties and adjustments. This item was approved on the City Council Consent Calendar. 13) Amendment No. 2 to the Agreement for Contractor Services with RP Landscape & Irrigation, Inc. for Citywide Park Maintenance Services Approve and authorize the City Manager to execute Amendment No. 2 to the Agreement with RP Landscape & Irrigation, Inc. for Citywide Park Maintenance Services to increase compensation by an additional $98,500.00 for a total amount not to exceed $1,047,542.00 per Fiscal Year in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 14) Agreement with Prudential Overall Supply for Employee Uniforms, Shop Towel Services, and Logo Mat Services Approve and authorize the City Manager to execute an Agreement with Prudential Overall Supply for Employee Uniforms, Shop Towel Services, and Logo Mat Services for an amount not to exceed $21,000 per Fiscal Year for a term of two years in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $2,100.00 for unanticipated costs. This item was approved on the Successor Agency Consent Calendar. The motion carried by the following vote: Aye: 5 Council Members Tisdale, Sheridan and Magee; Mayor Pro Tem Manos; and Mayor Johnson Nay: 0 None City Council Minutes - Final July 11, 2023 City of Lake Elsinore Page 7 : 19) Approve Placing Delinquent Weed Abatement Charges on the Tax Roll Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, CONFIRMING AN ITEMIZED WRITTEN REPORT SHOWING COST OF WEED ABATEMENT, CONFIRMING THE ITEMIZED WRITTEN REPORT FOR EACH SEPARATE PARCEL OF LAND REQUIRED BY SECTION 39574 OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA, AND PROVIDING THAT THE COSTS THEREOF ON EACH PARCEL OF LAND SHALL CONSTITUTE A SPECIAL ASSESSMENT LIEN AGAINST SAID PARCELS OF LAND PURSUANT TO SECTION 39574 OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA, AND PROVIDING FOR THE FILING OF SAID ASSESSMENTS AS PROVIDED IN SAID GOVERNMENT CODE. Kim Ryan was called to speak. CITY MANAGER'S COMMENTS City Manager Simpson noted that a list of grants that the City has applied for will be shared with the public. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Tisdale spoke on fire safety and emergency preparedness; advised that a West Nile mosquito sample was found in the City of Norco. Council Member Sheridan reported on his attendance at the Riverside Transit Agency Transportation Now meeting on June 28, 2023; invited the community to attend the LE Classic Car Show on September 1, 2023 from 6:00 – 9:00 p.m. in Downtown; and congratulated Lake Elsinore Little League’s Junior League team on their Sectional Tournament win on Sunday, July 9, 2023. Council Member Magee spoke on the FORE the Animals Golf Tournament on Monday, July 10, 2023 at Bear Creek Golf Club. City Council Minutes - Final July 11, 2023 City of Lake Elsinore Page 9 : Mayor Pro Tem Manos reported on his attendance at the Southern California Association of Governments Regional Council and Transportation Committee meetings on July 6, 2023; and invited the community to attend Taco Fest on August 19, 2023 from 5:00 – 9:30 p.m. in Downtown. Mayor Johnson reported on her attendance at the Western Riverside County Regional Conservation Authority meeting on July 10, 2023; congratulated Deputy Trevor Downs, Investigator Steven Leone, Corporal Diana Mendoza, and Explorer Valeria Khouri on receiving awards at the Riverside County Sheriff’s Office Annual Awards Ceremony; shared her attendance at the Western Riverside Council of Governments General Assembly and Leadership Address which was held on June 29, 2023; shared her attendance at the Salute the Elected event on June 30, 2023; and invited the community to attend the remaining Live at the Lakefront events on July 13, 20, and 27, 2023 at Launch Pointe.
