Dear Mr. Bausback:
We are pleased to present the results of our geotechnical testing and observation services
during rough grading associated with Lots I through 10 and 12 through 33 of Tract No. 30698,
a single-family residential tract development. The subject project is located in the city of Lake
Elsinore, Riverside County, California.
Rough grading for the subject lots has been completed under the observation of, and with
selective testing by, GeoTek, Inc. (GeoTek) during the period from January 19 through March
2, 2021. It is to the best of our knowledge that site grading has been completed in general
accordance with the approved geotechnical reports (see references) for the site, applicable
provisions of the 2019 California Building Code (CBC) and City of Lake Elsinore guidelines.
This report provides a summary of site conditions observed during earthwork construction,
results of field density and moisture content test results, as well as finalized foundation design
recommendations.

SUMMARY OF GEOLOGIC AND SOILS CONDITIONS
Based on our field observations and testing during site grading, we note the following:
■ Significant visible vegetation and deleterious materials were removed within the limits of
the earthwork construction and disposed of off-site.
■ The overall site area, beneath the existing engineered fill, is generally underlain by
bedrock materials of the Bedford Canyon Formation.
■ The approximate limits of grading under the purview of this report are shown on the
enclosed Density Test Location Maps (Plates I and 2). The Density Test Location Maps
use Sheets 4 and 8 of I I of the 40-scale project Rough Grading Plan as a base. The
grading plan was prepared by Hunsaker & Associates and modified by Mayers and
Associates and is dated February 6, 2006.
■ Removal bottoms exposed competent bedrock materials as recommended in the
referenced report (GeoTek, 2020). Removal bottoms were scarified, moisture
conditioned and compacted prior to placement of engineered fill materials.
■ Fill materials consisting of on-site soils were placed in thin lifts, approximately six to
eight inches thick, brought to at least optimum moisture content and compacted. If
initial testing indicated less than 90 percent relative compaction and/or less than
optimum moisture content, the contractor was notified. The area was re-processed,
and/or compacted, and/or moisture conditioned until a minimum relative compaction of
90 percent and/or optimum moisture content was achieved.
■ Fill placement for the project generally followed the recommendations provided in the
approved project geotechnical report with respect to fill keyways, benching and other
typical hillside grading techniques.
■ All cut lots (i.e. Lots 10 and 12 through 29) were overexcavated a minimum depth of
three feet below proposed grade and then scarified and moisture conditioned another
12-inches prior to placement of engineered fill.
■ The cut portion of all transition lots (i.e. Lots 6 through 9 and 30) were overexcavated a
minimum depth of three feet below finish grade, or to a depth of 1/3 the maximum fill
thickness, whichever was greater, and then scarified and moisture conditioned another
12-inches prior to placement of engineered fill.

■ Cut slopes exposed competent bedrock materials and no adverse geologic conditions
were observed.
■ Fill slopes were over-built and trimmed back to expose a compacted core.
■ Visual classification of the soil in the field, compared to soil descriptions from laboratory
testing, was the basis for determining the maximum dry density value and optimum
moisture content applied to each density test.
■ Approximate maximum engineered fill thickness varies for each lot and is presented in
the following table.

FIELD AND LABORATORY TESTING
FIELD TESTING
Field density tests were taken at periodic intervals and random locations to check the
compaction efforts by the contractor. The field density testing for the subject lots was
performed using a nuclear gauge, in general accordance with testing procedure ASTM D 6938.
The results of the field density tests are included in the attached Table I. The approximate
locations of the field density tests are shown on the enclosed Density Test Location Maps
(Plates I and 2).

LABORATORY TESTING
Moisture-Density Relationships
The laboratory maximum dry density and optimum moisture content for the soil types were
determined in general accordance with test method ASTM D 1557. Table A below presents
the soil types used for this project.

Expansion Index
Expansion index testing was performed on the soils collected from near finish pad grade for the
subject lots. The soils tested were all classified as having a "very low" (0<EI<20) expansion
potential, when tested in general accordance with ASTM D 4829. Test results are presented in
the table below.

Soluble Sulfates
Soluble sulfate testing was performed by others in general accordance with ASTM D516 on the
soils collected from near finish pad grade. Results of the testing indicated a soluble sulfate
content which is considered "not applicable" (i.e. negligible) per Table 4.2.1 of ACI 318 for the
subject lots. Based on these results, no special concrete mix design is required by Code to
resist sulfate attack. Test results are presented in the table below.

RECOMMENDATIONS
Foundation Design Criteria
Foundation design criteria provided in the project report by GeoTek (GeoTek, 2020) for the
proposed residential structures remain applicable for the subject site. The criteria provided in
the referenced report is presented below for ease of reference:

An allowable soil bearing capacity of 2,000 pounds per square foot (psf) may be used for design
of continuous and perimeter footings 12 inches deep and 12 inches wide, and pad footings 24
inches square and 18 inches deep. Additionally, an increase of one-third may be applied when
considering short-term live loads (e.g. seismic and wind loads).
POST GRADING CRITERIA
Additional Grading/Construction Observations
We recommend that foundation plans be reviewed by this office prior to construction to check
for conformance with the recommendations of this report. We also recommend that GeoTek
representatives be present during site development and foundation construction to check for
proper implementation of the geotechnical recommendations. The client's representatives should
verify that GeoTek perform at least the following duties:
■ Observe and perform compaction tests on utility line trench backfill within the property
boundaries.
■ Observe and perform moisture content evaluation tests on the subgrade soil prior to
pouring concrete slabs and other flatwork.
■ Observe and probe foundation excavations to confirm suitability of materials with respect
to density.

Drainage
Positive site drainage should be maintained at all times. Water should be directed away from
foundations and not be allowed to pond or seep into the ground immediately adjacent to footings.
Pad drainage should be directed toward approved areas.
Foundation Observation
All footing excavations should be observed by a representative of this office to check for
compliance with the recommendations prior to the placement of reinforcement. It would likely
be necessary to perform this observation following compaction of the interior utility trenches.
REGULATORY COMPLIANCE
Our recommendations are based on the site conditions observed and encountered, and
laboratory testing. Our conclusions and recommendations are professional opinions that are
limited to the extent of the available data.
Cuts, fills and processing of original ground under the purview of this report, have been
completed under the observation of, and with selective testing by GeoTek, Inc. and are found
to be in compliance with the Grading Ordinances of the City of Lake Elsinore, California. Our
findings were made, and recommendations prepared in conformance with generally accepted
professional engineering practices and no further warranty is implied. This report is subject to
review by the controlling authorities for this project. GeoTek accepts neither responsibility
nor liability for work, testing, or recommendations performed or provided by others.
