Meeting Minutes
Tuesday, December 3, 2019
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, 183 North Main Street, on the above date. The meeting was called to order at 6:02 p.m. by
Chairman Carroll.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Ross.
ROLL CALL
Present: Commissioners Gray, Armit and Ross; Chairman Carroll and Vice-Chair Klaarenbeek
PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES
There were no members of the Public appearing to speak.
CONSENT CALENDAR ITEM(S)
1) Approval of Minutes – November 5, 2019
It was moved by Commissioner Gray, seconded by Commissioner Armit, and carried to approve
meeting minutes.
PUBLIC HEARING ITEM(S)
2) Planning Application No. 2016-112 (Kassab Travel Center) - A New Travel Center consisting of a
Convenience Store with Three Quick-Serve Restaurants, Two Covered Gas-Dispensing Areas, and a
Drive-Through Restaurant.
The Public Hearing for this item was continued off calendar.
There were no members of the public appearing to speak.
The Public Hearing was closed at 6:07 p.m.
It was moved by Commissioner Armit, seconded by Vice-Chair Klaarenbeek, unanimously carried, to
continue the item to a date uncertain
3) Planning Application No. 2019-72 (Summerly Neighborhood 25) - Design Review for the
Construction of 60 Single-Family Residential Units in TR 31920-25.
The Public Hearing was opened at 6:10 p.m. There were no conflict of Interest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.

Senior Planner Abraham presented the Staff report.
The Applicant Sherry Savarino with Meritage homes appeared to speak.
The Commissioners discussed the Project.
There were no members of the Public appearing to comment.
There being no further response to the Chairman’s invitation to speak, the Public Hearing was declared
closed at 6:18 p.m.
It was moved by Commissioner Armit, seconded by Commissioner Gray unanimously carried, to adopt
the Resolutions.
Resolution 2019-55:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, FINDING THAT PLANNING APPLICATION NO. 2019-72 (RESIDENTIAL DESIGN
REVIEW NO. 2019-28) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE
SPECIES HABITAT CONSERVATION PLAN (MSHCP)
It was moved by Commissioner Ross, seconded by Commissioner Gray unanimously carried, to adopt
the Resolutions.
Resolution 2019-56:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING PLANNING APPLICATION NO. 2019-72 (RESIDENTIAL DESIGN
REVIEW NO. 2019-28) PROVIDING BUILDING DESIGNS AND RELATED IMPROVEMENTS FOR
60 SINGLE-FAMILY RESIDENTIAL UNITS LOCATED WITHIN TRACT 31920-25 OF THE
SUMMERLY DEVELOPMENT OF THE EAST LAKE SPECIFIC PLAN (APN: 371-040-017) *with a
modified Condition of Approval No. 8 (modify second bullet point) to identify the residential homes
backed on Gardenia, backing onto Village Parkway and the homes on Syria backing up to t he open
space of future potential Development of Cereal to have 360 architecture in the form of shutters or
other treatments.
4) Roots 2 Harvest - A Request by to Establish a 12,411 Sf Cannabis Facility within an Existing
Building Located At 29370 Hunco Way.
The Public Hearing was opened at 6:20 p.m. There were no conflict of Interest disclosures.
Administrative Clerk Wells affirmed receipt of Proof of Publication and noted that correspondence had
been received.
Assitant Community Development Director presented the Staff report.
There were no members of the Public appearing to comment.
The applicant did not have any comments.
There being no further response to the Chairman’s invitation to speak, the Public Hearing was declared
closed at 6:36 p.m.
It was moved by Commissioner Armit, seconded by Vice-Chair Klaarenbeek and unanimously carried,
to adopt the Resolutions.

Resolution 2019-57:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVAL OF DEVELOPMENT AGREEMENT NO. 2019-02 FOR AN
APPROXIMATELY 12,411 SQUARE FOOT CANNABIS FACILITY WITHIN AN EXISTING BUILDING
LOCATED AT 29370 HUNCO WAY (APN: 377-120-032); and,
Resolution 2019-58:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, RECCOMENDING TO THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVAL OF CONDITIONAL USE PERMIT NO. 2019-07 TO ESTABLISH A 12,411
SQUARE FOOT CANNABIS FACILITY WITHIN AN EXISTING BUILDING LOCATED AT 29370
HUNCO WAY (APN: 377-120-032); and,
STAFF COMMENTS
Community Development Director Taylor announced that Pieology and Chick -Fil-a were open and
Miguel’s Jr. has pulled permits.
Assistant Community Development Director Kirk updated the Planning Commission on future Meetings
and stated that Walmart is moving forward with pulling permits.
COMMISSIONERS' COMMENTS
The Commissioners had questions regarding the on ramps on Railroad Canyon Rd. and the opening of
Camino Del Norte.
ADJOURNMENT
There being no further business to come before the Commission, the Meeting was adjourned at 6:43
p.m. to Tuesday, January 21, 2019, at the Cultural Center, 183 N. Main Street, Lake Elsinore, CA
92530.
