The Regular Meeting of the City Council reconvened and the Regular Meeting of the Successor
Agency was called to order at 7:00 p.m.

City Attorney Leibold reported that all items were discussed; however, no final action was taken.
PRESENTATIONS/CEREMONIALS
1) Parks and Recreation Month
Present a Proclamation proclaiming the month of July 2023 as ”Parks and Recreation
Month" in the City of Lake Elsinore.
Council Member Tisdale presented the Proclamation to Community Services Director
Skinner.

INVESTMENT FUND.

8) Professional Services Agreements for Engineering Plan Check Services
Approve and authorize the City Manager to execute the Agreements in an amount
not to exceed $200,000 per agreement with Engineering Resources of Southern
California, Charles Abbott Associates, Willdan Engineering, and Michael Baker
International to provide engineering plan checking services in such final form as
approved by the City Attorney.

9) Riverpark Mitigation Bank Credit Reservation Agreement for Murrieta Creek
Multi-Use Trail Project
Approve and authorize the City Manager to execute a Mitigation Credit Reservation
Agreement in the initial deposit amount of $119,000 to be applied towards the
purchase of mitigation credits pursuant to an Agreement for Sale of Credits in the
total amount of $1,190,000 in substantially the form attached and in such final form
as approved by the City Attorney.

10) Amendment No. 1 to the Annual On-call Services Agreement with Tri-Star
Electric in Support of City of Lake Elsinore Public Works Operations
Approve and authorize the City Manager to execute Amendment No. 1 to the
Agreement with Tri-Star Electric to extend the agreement for one year through June
30, 2024 and increase compensation by an additional $5,000.00 annually in such
final form as approved by the City Attorney.

11) Agreement with Service First Commercial Pools for Monthly Splash Pad and
Pool Maintenance Services
Approve and authorize the City Manager to execute an Agreement for Contractor
Services with Service First Commercial Pools in an amount not to exceed
$133,896.00 for Monthly Splash Pad and Pool Maintenance Services in such final
form as approved by the City Attorney and authorize the City Manager to execute
change orders not exceeding a 10% contingency of $13,389.00 for uncertainties and
adjustments.

12) Amendment No. 4 to the Agreement with NPG, Inc. for the Annual Asphalt
Maintenance Program (CIP Project #Z10002) for Emergency Asphalt Repair
Approve and authorize the City Manager to execute Amendment No. 4 to the
agreement with NPG, Inc. in an amount not to exceed $151,839.85 for emergency
asphalt repair in such final form as approved by the City Attorney.

Approve and authorize the Executive Director to execute Change Order No. 1 for the
amount not to exceed $16,500.00 for the Stadium Facility Project to United Carports,
LLC.

CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Tisdale reported on his attendance at the Northwest Mosquito and Vector Control
District Board meeting on June 15, 2023; announced that the America’s Job Center of California
holds a job fair on the last Friday of every month at the Riverside-America’s Job Center of CA; and
invited the community to attend the 2023 Concert for Heroes on July 3, 2023 from 7:30 – 9:30 p.m.
at the Riverside National Cemetery Amphitheater.
Council Member Sheridan reported on his attendance at the Riverside Transit Agency Board of
Directors meeting on June 22, 2023; invited the community to attend the Parks and Recreation
Senior Family Day on Thursday, July 13, 2023 from 11:00 a.m. to 1:00 p.m. at the Lake Elsinore
Senior Activity Center; congratulated Lake Elsinore Little League’s Junior League Team for
winning the District 28 championship; and invited the community to the Live at the Lakefront
Summer Concert Series at 6:30 p.m. on Thursdays in July at Launch Pointe.
Council Member Magee announced the reopening of The Bobber and the General Store on June
30, 2023; invited the community to participate in the Animal Friends of the Valleys FORE the
Animals Golf Tournament on July 10, 2023 at Bear Creek Golf Club; invited residents to attend the
Tip of Riverside County 30th Anniversary Volunteer Appreciation event on Sunday, July 16, 2023
at noon at Wilson Creek Winery; and highlighted that fireworks are illegal in Riverside County and
encouraged residents to have a safe Fourth of July.
Mayor Johnson provided updates from the Homeless Task Force; reported on outreach efforts at
The Anchor; shared information on the Animal Friends of the Valleys Animal Shelter; provided
updates on algae and lake levels; announced a new inflatable aqua park now open at Launch
Pointe; provided updates on legislative affairs and reported on her attendance at the Riverside
County Mayors Coalition meeting on June 8, 2023; shared information from the Lake Elsinore
Valley Chamber of Commerce Hump Day Morning Mixer; shared photos from the Senior Legacy
Awards; and invited the community to attend the Party in the Park and view the Fireworks
Spectacular on the Fourth of July.

ADJOURNMENT
The Lake Elsinore City Council adjourned at 7:54 p.m. to the next Regular meeting on Tuesday,
July 11, 2023 in the Cultural Center located at 183 N. Main Street. Closed Session will commence
at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business
meeting will commence at 7:00 p.m.
