Subject:Appointment to the Planning Commission
Recommendation
Appoint Myles Ross to serve on the Lake Elsinore Planning Commission for a partial term expiring
December 31, 2024.
Background
Per Lake Elsinore Municipal Code Section 2.24.020, the Planning Commission consists of five
members who shall not be officials or employees of the City and shall be at least 18 years of age
and legally reside within the City limits of the City of Lake Elsinore. Sections 2.24.030 and
2.24.040 provide that the members of the Commission shall be appointed by the City Council “by
district” with one member appointed from each of the five City Council Districts. With some
exception, Planning Commission members must reside in the Council District from which they are
appointed. Planning Commissioners serve for a term of four years. City Council Policy 200-5A
sets forth the process in which applications will be accepted and reviewed.
Additionally, the former District 5 Planning Commission representative, Rendell Klaarenbeek,
resigned from the Commission effective June 30, 2023. On May 23, 2023, the City Council
extended the term for the position from June 30, 2024 to December 31, 2024.
Discussion
The City Clerk’s Department posted the Notice of Accepting Applications for Consideration of
Appointment from May 15, 2023 through June 23, 2023. While there are currently two vacancies
on the Planning Commission for Districts 4 and 5, only one application was received by the filing
deadline. Since the applicant is a resident of District 5, Council Member Magee confirmed that he
would like to appoint the applicant, Myles Ross, to fill the District 5 vacancy through December
31, 2024 which is unexpired balance of the term.
