The Regular Meeting of the Planning Commission was called to order at 6:00 p.m.

A motion was made by Commissioner Peters, and a second by Vice Chair Carroll to
approve the Meeting Minutes of the Regular Planning Commission meeting of April 4, 2023.

2. Planning Application No. 2018-64 – Request for Design Review Approval to Construct
344 Detached Single-Family Residences and Related Improvements in Tract No. 28214-
9 of the Murdock Alberhill Ranch Specific Plan
1. Find and determine that pursuant to the California Environmental Quality Act (CEQA)
Guidelines Section 15162, the project would not have a significant effect on the
environment and no new environmental documentation is necessary because all
potentially significant effects have been adequately analyzed in a previously certified
Addendum No. 2 to the Alberhill Ranch Specific Plan Final Environmental Impact
Report; and
2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, APPROVING RESIDENTIAL DESIGN REVIEW NO. 2022-
06 PROVIDING BUILDING DESIGNS AND RELATED IMPROVEMENTS FOR 344
DETACHED SINGLE-FAMILY RESIDENTIAL UNITS IN TRACT 28214-9 OF THE
MURDOCK ALBERHILL RANCH SPECIFIC PLAN (APNS: 389-090-032–035; 389-
790-001–048; 389-800-001–024; 389-801-001–031; 389-802-001–020; 389-810-001–
035; 389-811-001–011; 389-812-001–017; 389-820-001–007; 389-821-001–007; 389-
822-001–037; 389-830-001–022; 389-831-001–019; 389-832-001–011; 389-840-001–

A motion was made Commissioner Klaarenbeek, seconded by Peters to adopt the
Resolution. The motion carried by the following vote:
AYE: 3 – Commissioners Peters and Klaarenbeek; and Vice Chair Carroll

3. Planning Application No. 2018-02 (New Ventures) – A Request for Approval of Tentative
Tract Map No. 38616 and a Conditional Use Permit to Subdivide an Approximately 0.34-
Acre Parcel into One Lot for Condominium Purposes and to Convert an Existing
Apartment Complex into Five Residential Condominium Units Located at the Northwest
Corner of Graham Avenue and Lowell Street
1. Find and determine that the proposed project is exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(k)
(Existing Facilities);
2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL ADOPT
FINDINGS THAT PLANNING APPLICATION NO. 2018-02 (CONDITIONAL USE
PERMIT NO. 2023-03 AND TENTATIVE TRACT MAP NO. 38616) IS CONSISTENT
WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT
CONSERVATION PLAN (MSHCP);

RESIDENTIAL CONDOMINIUM ON AN APPROXIMATELY 0.34-ACRE PARCEL
LOCATED AT APN: 374-183-018; and
4.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING CITY COUNCIL APPROVAL OF
TENTATIVE TRACT MAP NO. 38616 TO SUBDIVIDE AN APPROXIMATELY 0.34-
ACRE PARCEL INTO ONE LOT FOR CONDOMINIUM PURPOSES AND TO
CONVERT AN EXISTING APARTMENT COMPLEX INTO FIVE RESIDENTIAL
CONDOMINIUM UNITS LOCATED AT APN: 374-183-018.

to adopt the 3 Resolutions. The motion carried by the following vote:

4.Planning Application No. 2019-47 (Tentative Parcel Map No. 38614) – A Request to
Subdivide an 8.46-acre site into four (4) parcels ranging in size from 0.97 acres to 2.9
acres, and one (1) 1.6-acre remainder parcel
1.Find and Determine that the proposed project is exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15183(A);
2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF FINDINGS THAT
PLANNING APPLICATION NO. 2019-47 (TENTATIVE PARCEL MAP NO. 38614) IS
CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES
HABITAT CONSERVATION PLAN (MSHCP); and
3.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF TENTATIVE PARCEL
MAP NO. 38614 SUBDIVIDING 8.46 ACRES INTO FOUR PARCELS RANGING IN
SIZE FROM 0.97 ACRES TO 2.9 ACRES AND ONE 1.6-ACRE REMAINDER
