Main Street Lake Elsinore, CA 92530 CALL TO ORDER The Regular Meeting of the Planning Commission was called to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Commissioner Peters led the pledge of allegiance. ROLL CALL Present: 1 – Commissioners Peters and Klaarenbeek; Vice Chair Carroll Absent: 2 – Commissioner Gray; Chair Dobler PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 3 MINUTES There were no requests for public comments. CONSENT CALENDAR A motion was made by Commissioner Peters, and a second by Vice Chair Carroll to approve the Meeting Minutes of the Regular Planning Commission meeting of April 4, 2023. The public hearing opened at 06:04 p.m. Kevin Beery, Associate Planner provided a presentation. The public hearing closed at 06:08 p.m. A motion was made Commissioner Klaarenbeek, seconded by Peters to adopt the Resolution. The motion carried by the following vote: AYE: 3 – Commissioners Peters and Klaarenbeek; and Vice Chair Carroll Absent: 2 – Commissioner Gray; and Chair Dobler 3. Planning Application No. 2018-02 (New Ventures) – A Request for Approval of Tentative Tract Map No. 38616 and a Conditional Use Permit to Subdivide an Approximately 0.34- Acre Parcel into One Lot for Condominium Purposes and to Convert an Existing Apartment Complex into Five Residential Condominium Units Located at the Northwest Corner of Graham Avenue and Lowell Street 1. Find and determine that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(k) (Existing Facilities); 2. The motion carried by the following vote: AYE: 3 – Commissioners Peters and Klaarenbeek; and Vice Chair Carroll Absent: 2 – Commissioner Gray; and Chair Dobler 4.Planning Application No. 2019-47 (Tentative Parcel Map No. 38614) – A Request to Subdivide an 8.46-acre site into four (4) parcels ranging in size from 0.97 acres to 2.9 acres, and one (1) 1.6-acre remainder parcel 1.Find and Determine that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15183(A); 2.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF FINDINGS THAT PLANNING APPLICATION NO. 2019-47 (TENTATIVE PARCEL MAP NO. 38614) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and 3.Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF TENTATIVE PARCEL MAP NO. 38614 SUBDIVIDING 8.46 ACRES INTO FOUR PARCELS RANGING IN SIZE FROM 0.97 ACRES TO 2.9 ACRES AND ONE 1.6-ACRE REMAINDER PARCEL The public hearing opened at 06:14 p.m. Carlos Serna, Assistant Planner provided a presentation. The project applicant, Rudy Nunez, was invited to speak to the Planning Commission. The public hearing closed at 06:18 p.m. A motion was made Commissioner Klaarenbeek, seconded by Peters to adopt the 2 Resolutions.
