HomeMy WebLinkAbout02-16-2021 Planning Commission Minutes City of Lake Elsinore Planning Commission Meeting Minutes Tuesday, February 16, 2021 CALL TO ORDER A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by Chairman Klaarenbeek. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Dobler. ROLL CALL Present: Commissioner Dobler, Commissioner Gray and Chairman Klaarenbeek Absent: Commissioner Ross and Vice Chair Armit PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES There were no members of the Public appearing to speak. CONSENT CALENDAR ITEM(S) 1) None. PUBLIC HEARING(S) Planning Application No. 2018-35 (TRU CC) - A Request to Construct a New 50,627 sq. ft. Building and use a portion of the Building (approximately 25,105 sq. ft.) as a Cannabis Facility. The public hearing was opened at 6:02. There were no conflict-of-Interest disclosures. Assistant Community Development Director Kirk affirmed receipt of Proof of Publication and noted that no written communication had been received. Senior Planner Damaris Abraham provided a brief staff report noting that the applicant has requested that the item be continued to allow additional time to continue to work on the conditions of approval. The applicant’s representative Brandi Smith, requested to continue the item to the next Planning Commission Meeting in March due to questions the Condition of Approval. Motion by Commissioner Gray and seconded by Commissioner Dobler to continue the item to the March 2, 2021, regular meeting. Noes: None Absent: Commissioner Ross and Vice Chair Armit Amendments to Title 17 of the Lake Elsinore Municipal Code Related to Accessory Dwelling Units The public hearing was opened at 6:06. There were no conflict of Interest disclosures. Assistant Community Development Director Kirk affirmed receipt of Proof of Publication and noted that no written communication had been received. Assistant Community Development Director Kirk presented the staff report. Chairman Klaarenbeek inquired if junior ADUs are allowed to be in an existing residential structure and requested clarification if a Junior ADU would be allowed to use the existing residential structure’s restrooms and kitchen facilities. Assistant Community Development Director Kirk responded that junior ADUs are allowed in existing residential structures and would be able to use the existing restrooms, however the conversion would require for the inclusion of an efficiency kitchen as defined by the government code. Chairman Klaarenbeek suggested some additional protective language to provide notification to the builder about the issues with reduced building setbacks and building code requirements. Assistant Community Development Director Kirk responded that City’s current process already accomplishes this. The public hearing was closed at 6:16. Commissioner Dobler moved and was seconded by Commissioner Gray to adopt: Resolution 2021-01: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING AMENDMENTS TO TITLE 17 - ZONING OF THE LAKE ELSINORE MUNICIPAL CODE RELATED TO ACCESSORY DWELLING UNITS Vote Yes: Commissioner Dobler; Commissioner Gray; Chairman Klaarenbeek. Noes: None Absent: Commissioner Ross and Vice Chair Armit BUSINESS ITEM(S) 3) None. STAFF COMMENTS Assistant Community Development Director Kirk provided brief comments to the Commission about upcoming meetings and projects. Assistant Community Development Director Kirk clarified the process and status. Chairman Klaarenbeek asked about the transition from at large Planning Commissioners to District based Planning Commissioners. Assistant Community Development Director Kirk responded that the current vacancies would be at large and that in the future the commission may transition to Districts, but that has not been approved. Commissioner Gray inquired as to how many Cannabis facilities have been approved to date. Assistant Community Development Director Kirk responded that 18 facilities were approved and that there are two (2) additional facilities in que. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 6:35 p.m. to Tuesday, March 2, 2021, at the Cultural Center, 183 N.
