Meeting Minutes
Tuesday, June 1, 2021
CALL TO ORDER
A Regular meeting of the Planning Commission of the City of Lake Elsinore was held in the Cultural
Center, 183 North Main Street, on the above date. The meeting was called to order at 6:00 p.m. by
Chairman Klaarenbeek.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Peters.

Present- Commissioners Carroll, Dobler, Peters, Vice Chairman Gray and Chairman Klaarenbeek.

CONSENT CALENDAR ITEM(S)
Capital Improvement Plan (CIP) Budget for Fiscal Years 2021-22 to 2025-26 Conformance with General
Plan
Commissioner Dobler moved and was seconded by Vice Chairman Gray:
Resolution 2021-26:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, FINDING THAT THE FY2021-22 THROUGH FY2025-26 CAPITAL IMPROVEMENT
PROGRAM CONFORMS TO THE LAKE ELSINORE GENERAL PLAN

Yes: Commissioners Carroll, Dobler, Peters, Vice Chairman Gray and Chairman Klaarenbeek.

PUBLIC HEARING(S)
Planning Application No. 2021-14 - A request for the approval of a Conditional Use Permit for the
operation of a bar; not in conjunction with a restaurant, located at 31796 Casino Drive Suite K.

The Public Hearing was opened at 6:03 p.m. There were no conflict of Interest disclosures. Assistant
Community Development Director Kirk affirmed receipt of Proof of Publication and noted that no written
communication had been received.
Justin Kirk, Assistant Community Development Director, presented the staff report.
Chairman Klaarenbeek asked what the occupancy load of the tenant space and stated a concern of
parking.
Assistant Community Development Director Kirk clarified that the tenant improvement process would
work out the tenant space’s occupancy and provided a breakdown on the requirement of parking.
Commissioner Dobler asked if there was on street parking.
Assistant Community Development Director Kirk clarified that there was not adjacent street parking.
Commissioner Peters asked about the necessity of sinks and where the Farmer’s Market would take
place.
Chairman Klaarenbeek opened the item to receive public comment from the applicant or other interested
parties. Assistant Community Development Director Kirk confirmed there was no request to speak.
The Public Hearing was closed at 6:12.
Commissioner Dobler moved and was seconded by Commissioner Carroll to adopt:
Resolution 2021-27:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2021-02 TO ESTABLISH A NEW BAR
AND ENTERTAINMENT CENTER WITHIN AN EXISTING 936 SQUARE FOOT RETAIL SPACE WITH
ON OFFSITE SITE SALE OF BEER AND WINE, LOCATED AT 31796 Casino Drive Suite K (APN: 363-
171-018)

Planning Application No. 2021-17 - A request for the approval of a Conditional Use Permit for the
operation of a drive-through restaurant within an existing building located at 31900 Mission Trail.
The Public Hearing was opened at 6:13 p.m. There were no conflict of Interest disclosures. Assistant
Community Development Director Kirk affirmed receipt of Proof of Publication and noted that no written
communication had been received.

Chairman Klaarenbeek opened the item to receive public comment from the applicant or other interested
parties. Assistant Community Development Director Kirk confirmed there was no request to speak.

Chairman Klaarenbeek asked about the installation of signs and how they were issued permits prior to
the CUP being approved.
Assistant Community Development Director Kirk replied.

Chairman Klaarenbeek moved and was seconded by Commissioner Peters to adopt:
Resolution 2021-28:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 2021-02 TO ESTABLISH A DRIVE
THROUGH RESTURANT WITHIN A 1,913 SQUARE FOOT PORTION OF AN EXISTING BUILDING,
LOCATED AT 31900 MISSION TRAIL (APN: 363-171-006)

Yes: Commissioners Carroll, Dobler, Peters, Vice Chairman Gray and Chairman Klaarenbeek.

Planning Application No. 2019-64 (Ridgeline at Westridge) Requesting to Subdivide a 9.07-acre site into
one (1)-Condominium Lot with 60 Units and the Design and Construction of a Gated Condominium
Community located within the Canyon Hills Specific Plan
The Public Hearing was opened at 6:21 p.m. There were no conflict of Interest disclosures. Assistant
Community Development Director Kirk affirmed receipt of Proof of Publication and noted that no written
communication had been received.
Damaris Abraham, Senior Planner, presented the staff report.
Chairman Klaarenbeek opened the item to receive public comment from the applicant or other interested
parties.
Denise Williams, Tripointe Homes, spoke in favor of the item.
Chairman Klaarenbeek asked about any screening, landscaping or otherwise that would shield the view
and asked about access into the community.
Senior Planner Abraham clarified that a block wall would be constructed and landscaping planted.
The Public Hearing was closed at 6:27.

CALIFORNIA, ADOPTION OF FINDINGS THAT PLANNING APPLICATION NO. 2019-64 (TENTATIVE
TRACT MAP NO. 38008 AND RESIDENTIAL DESIGN REVIEW NO. 2020-04) IS CONSISTENT WITH
