Law Enforcement Services
Approve Amendment No. 2 with the County of Riverside Sheriff's Department to perform
law enforcement services, per the fee and terms noted in the attached agreement, and
authorize the Mayor to execute the agreement in substantially the form attached and in
such final form as approved by the City Attorney.

5) Change Order No.1 to Endresen Development Construction Agreement for the
Anchor Rehabilitation Project
Approve and authorize the City Manager to execute Change Order No. 1 not exceeding
$171,000.00 Endresen Development for the Anchor Rehabilitation Project (CIP Project #
Z20032).

6) Notice of Decision – Planning Commission Approval of Planning Application No.
2022-26 for a Conditional Use Permit to Establish a New Bar and Restaurant Facility
in an Existing, Recently Rehabilitated 2,776 Sq. Ft. Building and a Design Review
for Minor Onsite Modifications Located at 31502 Riverside Drive
Receive and file the Notice of Decision for Planning Application No. 2022-26 approved by
the Planning Commission on May 16, 2023.

7) Professional Services Agreement to Provide Construction Engineering &
Inspection Services for the Highway Safety Improvement Program (HSIP) Cycle 9
Traffic Signal Improvements Project
Approve and Authorize the City Manager to execute a Professional Services Agreement
with Transtech Engineers, Inc. for $170,020 to provide construction engineering &
inspection services for the Highway Safety Improvement Program (HSIP) Cycle 9 Traffic
Signal Improvements Project, plus an additional 10% contingency, in final form as
approved by City Attorney.

8) Professional Services Agreement with Fehr & Peers for Preparation of the City’s
Local Road Safety Plan (LRSP)
Approve and authorize the City Manager to execute the Professional Services Agreement
with Fehr & Peers for $79,980 to prepare a Local Road Safety Plan (LRSP) for the City,
plus an additional 10% contingency for unforeseen expenditures, in final form as approved
by the City Attorney.

9) Second Amendment to On-call Services Agreement with WSP Environmental &
Infrastructure Solutions, Ind., (Formerly Wood Environment & Infrastructure
Solutions, Inc.
Approve and authorize the City Manager to execute Amendment No. 2 to the On-Call
Services Agreement with WSP Environmental & Infrastructure Solutions, Inc. for Lake
Water Testing for an additional $20,000 bringing the total contract amount not to exceed
$70,000 in such final form as approved by the City Attorney.

10) Notice of Decision – Planning Commission Approval of Planning Application No.
2023-11 (Bellevue Career College) for a Conditional Use Permit Establishing a

Receive and File the Notice of Decision for Planning Application No. 2023-11 approved
by the Planning Commission on May 16, 2023.

11) Amendment No. 1 to Contractor Services Agreement Between Azteca Cleaning
Services LLC and the City of Lake Elsinore.
Approve and authorize the City Manager to execute Amendment No. 1 to the On-Call
Contractor Services Agreement with Azteca Cleaning Servicves, LLC in an additional
amount not to exceed $50,000 (new annual total of $261,000) for cleaning services in
such final form as approved by the City Attorney; and authorize the City Manager to
execute change orders not exceeding a 10% contingency of $26,100 for uncertainties and
adjustments.

12) 2023 Annual Consumer Price Index Increase for Refuse Collection Services
Provided by CR&R
Receive and file this report and the proposed rate increases since the rate increases fall
within the allowable amount per the franchise agreement.

13) Amendment No. 2 to the Professional Services Agreement with Adams-Streeter
Civil Engineers Inc., for the Main Street Pedestrian Safety Improvements and
Information Technology Infrastructure Project Z10075
Approve and Authorize the City Manager to execute Amendment No. 2 to the Agreement
for Professional Services with Adams-Streeter Civil Engineers Inc., for an additional
amount of $34,765 bringing the total contract amount not to exceed $251,620 in final form
as approved by the City Attorney.

1. Award the Public Works Construction Agreement for the Downtown SB-821 Curb,
Gutter and Sidewalk and Sumner Avenue Signing and Striping Project Z10081 to
Aneen Construction Inc.;
2. Approve and authorize the City Manager to execute the Agreement in the not to
exceed amount of $816,968.25 to Aneen Construction Inc in such final form as
approved by the City Attorney;
3. Authorize the City Manager to execute change orders not to exceed 10% contingency
amount of $81,696.82; and
4. Authorize City Clerk to record the Notice of Completion once it is determined the work
is complete and the improvements are accepted into the City maintained drainage
network.

15) Construction Contract with ATP General Engineering Contractors for Summerhill

1. Award the Public Works Construction Agreement for the Summerhill Drive Pavement

2. Approve and authorize the City Manager to execute the Agreement in the not to
exceed amount of $1,148,805.00 to ATP General Engineering Contractors in such
final form as approved by the City Attorney;
3. Authorize the City Manager to execute change orders not to exceed 10% contingency
amount of $114,880.00; and
4. Authorize the City Clerk to record the Notice of Completion once it is determined the
work is complete and the improvements are accepted into the City maintained
drainage network.

17) Landscape Maintenance Agreements Between the City and the State of California
1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE EXECUTION OF A LANDSCAPE
MAINTENANCE AGREEMENT BY AND BETWEEN STATE OF CALIFORNIA AND
CITY OF LAKE ELSINORE FOR LANDSCAPE IMPROVEMENTS INSTALLED ON
STATE ROUTE 74 AT SOUTHWEST CORNER ON GRAND AVENUE; and,
2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, AUTHORIZING THE EXECUTION OF A LANDSCAPE
MAINTENANCE AGREEMENT BY AND BETWEEN STATE OF CALIFORNIA AND
CITY OF LAKE ELSINORE FOR LANDSCAPE IMPROVEMENTS INSTALLED ON
STATE ROUTE 74 AT EAST CORNER ON GRAND AVENUE; and
3. Approve and authorize the Mayor and City Manager to execute the Landscape
Maintenance Agreements between the City and the California Department of
Transportation.

Striping for Parking Lots (CIP Project No. Z40023); and,
2. Approve and Authorize the City Manager to execute the Agreement in the not-to-
exceed amount of $399,910.00 for Asphalt Repairs, Slurry Seal, and Striping for
Parking Lots with NPG, Inc., in the form attached and in such final form as approved
by the City Attorney; and,
3. Authorize the City Manager to execute change orders not exceeding a 10%
contingency of $39,991.00 for construction uncertainties and adjustments.

19) Adoption of the FY 2023-24 Annual Operating Budget, Schedule of Authorized
Positions, and the Gann Limit

CALIFORNIA, REVISING THE SCHEDULE OF AUTHORIZED POSITIONS; and,
3. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ESTABLISHING THE APPROPRIATIONS GANN LIMIT FOR FY
2023-24 AND SELECTING THE POPULATION AND INFLATION FACTOR

City Manager Simpson had no comments.

CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Tisdale reported on his attendance at the California Council of Governments
meeting.
Council Member Magee shared his attendance at the ribbon cutting for the Main Street Mobil Circle
K; remarked on the Just 4 Kids Fishing Derby which was held on Saturday, June 3, 2023, with 155
participants; noted that City Hall will be closed on Monday, June 19, 2023 in observance of
Juneteenth; and announced that the SCCA Los Angeles Chapter will host runs on Sunday, June
25, 2023 at Diamond Stadium.
Mayor Pro Tem Manos reported on his attendance at the Southern California Association of
Governments Regional Council and Transportation Committee meetings on June 1, 2023, the
Riverside County Airport Land Use Commission meeting on June 8, 2023, and a meeting with
Lake Elsinore & San Jacinto Watershed Authority (LESJWA) on June 6, 2023; congratulated the
recipients of the 2023 Carl Graves Scholarship awards; invited the community to attend the Movies
in the Park event on June 14, 2023 at 8:00 p.m. at Summerly Park; and announced the Live at the
Lakefront concert schedule.
Mayor Johnson provided updates on legislative affairs; invited the community to attend the Fourth
of July Party in the Park from 9:00 to 11:00 a.m. at Summerly Park and view the Fireworks
spectacular beginning at 9:00 p.m.; spoke on the Riverside County Sheriff’s public outreach
meeting; congratulated 2023 Lake Elsinore graduates; and congratulated MichiTacos for winning
$5,000 in restaurant resilience grants from Southern California Gas.

ADJOURNMENT
The Lake Elsinore City Council adjourned at 7:59 p.m. to the next Regular meeting of Tuesday, June
27, 2023 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00
p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting
will commence at 7:00 p.m.
