Approve and authorize the City Manager to execute Amendment No. 1 to the Agreement for Professional Services with Ardurra Group, Inc. for an additional $19,950.00 bringing the total contract amount not to exceed $139,129.00 in final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 10) Professional Services Agreement for Dry Utilities Approve and authorize the City Manager to execute a Professional Services Agreement with Monument ROW for dry utilities in the amount of $103,500 plus an additional 10% contingency in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 11) Kassab Travel Center Haul Route Approve the request for the haul route including hours of operation for the Kassab Travel Center project and authorize the Mayor and City Manager to execute the haul route construction agreement. This item was approved on the City Council Consent Calendar. 12) TR 28214-9 Alberhill Haul Route Approve the request for the haul route, including hours of operation for Tract 28214-9 Alberhill residential development and approve and authorize the Mayor and City Manager to execute the haul route Agreement for Construction of Improvements. City Council Minutes - Draft May 23, 2023 City of Lake Elsinore Page 5 : 13) Professional Services Agreement with Wilson Mikami Corporation for SB 821 Bicycle and Pedestrian Facilities Program Projects Approve and authorize the City Manager to execute a Professional Services Agreement with Wilson Mikami Corporation for design of the SB 821 Bicycle and Pedestrian Facilities Program Lakeshore Drive Sidewalk Improvement Project in the amount of $79,700 plus 10% in contingency in such final form approved by the City Attorney. This item was approved on the City Council Consent Calendar. 14) I-15/SR-74 (Central Ave) Interchange Improvements PA&ED Phase Amendment No. 2 With HDR Engineering Inc. Approve and authorize the City Manager to execute Amendment No. 2 to the Agreement for Professional Services with HDR Engineering, Inc. for an additional $130,236.72 plus 10% in contingency to complete additional environmental tasks as required by the latest Caltrans guidance document, in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 15) Construction Contract Award for the Highway Safety Improvement Program (HSIP) Cycle 9 Traffic Signal Improvements Project – CIP# Z10066 1. Approve and authorize the City Manager to execute an agreement with Select Electric, Inc., for the HSIP Cycle 9 Traffic Signal Improvements Project in an amount not to exceed $1,595,295.00 in such final form as approved by the City Attorney; 2. Authorize the City Manager to execute change orders not to exceed 10% contingency of $159,529.50 for uncertainties and adjustments; and 3. Authorize the City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted by the City. This item was approved on the City Council Consent Calendar. 16) SB-1 Resolution for Mountain Street Tracts Pavement Resurfacing Project FY 23/24 Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2023-2024 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 This item was approved on the City Council Consent Calendar. 17) Professional Civil Engineering Services for Wilson Mikami Corporation, Inc. for the Design of Bushman & Lakeshore Storm Drain Replacement Project Approve and authorize the City Manager to execute a contract for professional design services in the amount of $31,800.00 to Wilson Mikami Corporation, Inc. Plus an additional $5,000 in contingency in final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. This item was approved on the City Council Consent Calendar. 19) Riverpark Mitigation Bank Credit Reservation Agreement for Summerhill Drive Road Extension Project Approve and authorize the City Manager to execute a Mitigation Credit Reservation Agreement in the initial deposit amount of $128,350 to be applied towards the purchase of mitigation credits pursuant to an Agreement for Sale of Credits in the total amount of $1,283,500, in substantially the form attached and in such final form as approved by the City Attorney. Extend the terms of office for Planning Commissioners as follows: • Commissioner Peters to June 30, 2027 (currently June 30, 2026) • Commissioner Carroll to June 30, 2025 (currently June 30, 2024) • Commissioner Gray to June 30, 2025 (currently June 30, 2024) (see discussion in staff report regarding follow-up two year term) • the currently vacant seat for District 4 to June 30, 2025 (currently June 30, 2026) • the soon-to-be-vacant seat for District 5 to June 30, 2025 (currently June 30, 2024); and 2. Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING AND RESTATING IN ITS ENTIRETY CHAPTER 2.24 (PLANNING COMMISSION) OF THE LAKE ELSINORE MUNICIPAL CODE. Or Option 2 1. Amend Council Policy No. 200-5A Section G(1) regarding the selection of a Chair and Vice Chair. A motion was made by Mayor Pro Tem Manos, seconded by Council Member Magee to approve Option No. 2 including introducing by title only and waiving further reading of the Ordinance. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS City Attorney Leibold provided a brief update on the Lake Elsinore Advanced Pump Storage (LEAPS) Project. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on May 1, 2023, U.S. Department of Veterans Affairs meeting, and Northwest Mosquito and Vector Control District Board meeting on May 18, 2023. Council Member Magee shared his attendance at the memorial for former Council Member William Buck and the Fishing Derby on Saturday, May 20, 2023; provided an update on the Urban Greening Project on Spring Street; invited residents to attend the Trauma Intervention Program of Riverside County’s Training Academy which will be held on various days in June at Menifee Hospital; and announced that Animal Friends of the Valleys won the Non-profit Organization of the Year at the 74th Annual Installation Awards Banquet. Council Member Sheridan announced that Riverside Transit Agency is sponsoring 25 cent bus rides from June 1 – August 30, 2023; congratulated student inventors who were invited to participate in the National Invention Convention; shared his attendance at the Lambs Fellowship Car Show which was held on May 13, 2023; shared his participation in the Jacob’s House golf tournament; and encouraged community members to participate in the Habitat for Humanity Inland Valley Golf Classic on Monday, June 26, 2023 at Menifee Lakes Country Club. Mayor Pro Tem Manos reported on his attendance at the Riverside County Airport Land Use Commission meeting on May 11, 2023 and the Riverside County Habitat Conservation Agency Committee meeting on May 19, 2023; and congratulated Connor McEvilly, a student at Lakeside High School, for winning one of this year’s Carl Graves Scholarships. Mayor Johnson provided updates from the Homeless Task Force; reported on her attendance at the Western Riverside County Regional Conservation Authority meeting on May 1, 2023; provided updates on current algae levels and lake levels; provided updates on legislative affairs; reported on her attendance at and participation in the International Conference of Shopping Centers; and shared her attendance at the Lake Elsinore Unified School District Special Olympics at Lakeside High School.
