Award a Construction Agreement to NPG, Inc., for Asphalt Repairs, Slurry Seal, and Striping for Parking Lots (CIP Project No. Z40023); and, 2. Approve and Authorize the City Manager to execute the Agreement in the not-to-exceed amount of $399,910.00 for Asphalt Repairs, Slurry Seal, and Striping for Parking Lots with NPG, Inc., in the form attached and in such final form as approved by the City Attorney; and, 3. Authorize the City Manager to execute change orders not exceeding a 10% contingency of $39,991.00 for construction uncertainties and adjustments. Background On April 3, 2023, the City published a Request for Proposal (RFP) to solicit written responses from qualified contractors for asphalt repairs, concrete work, crack sealing, seal coating, and striping for eleven (11) City parking lots. The RFP detailed the requested scope of work for each of the eleven locations with a full range of parking lot repairs. The RFP requested that each of the different parking lots be proposed separately by the contractor, and a total cost for all parking lots was utilized to determine the best and lowest proposed cost. To fully understand the needed work, a mandatory site visit/job walk at all eleven parking lot locations was required of each contractor, providing a proposal. The primary scope of work in the RFP for each of the eleven (11) parking lots includes the following items: Demolition Asphalt repairs Concrete work Crack Sealing Sealcoating Striping NPG Agreement Asphalt Repairs, Slurry Seal, and Striping for Parking Lots Page 2 of 3 5 4 8 Discussion This contract shall include asphalt repairs, concrete work, crack sealing, slurry seal, and striping for eleven (11) City parking lots. Below are the (11) City parking lots that are included in this Agreement: · Christensen Park · Lake Community Center · Elm Grove Beach · Lakepoint Park · Rosetta Canyon Sports Park · Serenity Park · Summerly Access Roads · Summerly Park · Swick/Seaport Parking Lot · Tuscany Hills Park · Whiskers Fishing Beach Three (3) bids were received on or before the deadline of 2:00 pm on Friday, May 26, 2023. City Staff members examined all bids. The bid results were posted for public review in PlanetBids shortly after. Staff has reviewed and verified that the contractor has a valid license and has provided sufficient references. Fiscal Impact Funds are available in the City’s Fiscal Year 23/24 Capital Improvement Plan (CIP Project #Z40023).
