Main St. • Lake Elsinore, California 92530 951) 674-3124 Ext. 225 • spayn d)Lake Elsinore.Org January 22, 2018 Pursuant to the Lake Elsinore Municipal Code 2016-1365 and the 2016 California Fire Code Section 109, the building located at 16476 Lakeshore Drive Suite J-K in the City of Lake Elsinore inspected on July 20, 2017 has been found in violation. It is unlawful for a person, firm or corporation to erect, construct, alter, repair, remove, demolish or utilize a building, occupancy, premise or system regulated by this code, or cause same to be done, in conflict with or in violation of any of the provisions of this code. The following conditions have been deemed in violation: 1. 2016 California Building Code (CFC) 104.2. Applications and permits. The building official shall receive applications, review construction documents and issue permits for the erection, and alteration, demolition and moving of buildings and structures, inspect the premises for which such permits have been issued and enforce compliance with the provisions of this code. Upon inspecting the property, identified the electrical system was modified to install a phase converter. Go to City Hall and file for all applicable permits due to the modification of the electrical system. (IMMEDIATE) 2. 2016 California Fire Code (CFC) 605.5 Extension cords. Extension cords and flexible cords shall not be a substitute for permanent wiring. Extension cords and flexible cords shall not be affixed to structures, extended through walls, ceilings or floors, or under doors or floor coverings, nor shall such cords be subject to environmental damage or physical impact. Extension cords shall be used only with portable appliances. Upon inspection of the property, identified several extension cords in use as permanent wiring. Remove all extension cords from use. (IMMEDIATE) 3. 2016 California Building Code (CBC) 605.5 Bolt locks. Manually operated flush bolts or surface bolts are not permitted. Upon inspection of the property, identified two exit doors secured with manually operated metal bar and hasp. Remove manually operated locking devices. Open junction boxes and open -wiring splices shall be prohibited. Approved covers shall be provided for all switch and electrical outlet boxes. Upon inspection of the property, identified open junction boxes with exposing wiring. Repair all open junction boxes in accordance with the California Electrical Code. IMMEDIATE) 5. 2016 California Fire Code (CFC) 315.3.1 Ceiling clearance. Storage shall be maintained 2 feet (610 mm) or more below the ceiling in non-sprinklered areas of buildings or not less than 18 inches (457 mm) below sprinkler head deflectors in sprinklered areas of buildings. Upon inspection of the property, identified open junction boxes with exposing wiring. Lower all combustible materials to maintain 2 feet of clearance of all combustibles in the non -sprinkler building. (IMMEDIATE) 6. Title 19 § 567.6. Mounting. Fire extinguishers having a gross weight not exceeding 40 Ibs 18.14kg) shall be installed so that the top of the fire extinguisher is not more than 5 ft. 1.53m) above the floor. Fire extinguishers having a gross weight greater than 40 Ibs. 18.14kg) (except wheeled types) shall he so installed that the top of the fire extinguisher is not more than 3-1/2 ft. (1.07 m) above the floor. In no case shall the clearance between the bottom of the extinguisher and the floor be less than 4 in. (10.2 cm). Upon inspection of the property, identified 2 fire extinguishers that were not mounted. Mount fire no more than 5 feet above the floor and no less than 3-1/2 feet above the floor, measure from the top of the handle. (IMMEDIATE) Note: The original inspection report is attached providing exact details of the fire safety deficiencies and recommended corrective actions. Immediate items shall be corrected immediately, all additional items shall be correct within (10) days of this notice. Persons, firms, or corporations violating any of the provisions or failing to comply with any of the mandatory requirements of the Ordinances of Lake Elsinore shall be guilty of a misdemeanor. Any person convicted of a misdemeanor under the Ordinances of Lake Elsinore shall be punished by a fine of not more than one thousand dollars ($1,000.00), or by imprisonment not to exceed one hundred eighty (180) days, or both such fine and imprisonment. Such person shall be guilty of a separate offense for each and every day during any portion of which any violation of any provision of the Ordinances of Lake Elsinore is committed, continued, or permitted by any such person, and shall be punished accordingly.
