CALL TO ORDER - 7:00 P.M.
A Regular meeting of the City Council and the Successor Agency of the City of Lake
Elsinore was called to order at 7:00 p.m. in the Cultural Center, 183 North Main Street, on
the above date.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Manos.
INVOCATION – MOMENT OF SILENCE
Mayor Manos requested a Moment of Silence.

Erick Ballejos of the Northwest Mosquito & Vector Control District provided a
presentation.

CITY COUNCIL CONSENT CALENDAR
It was moved by Council Member Johnson, seconded by Mayor Pro-Tem Tisdale, and
unanimously carried to approve the City Council Consent Calendar.
Item No. 11 was removed from the City Council Consent Calendar for discussion.

Purchase of Decomposed Granite (DG) Material from Chandler
Aggregates Inc. for the RV Resort Rehabilitation Project (CIP Project
#Z40007)
1.Authorize the City Manager to execute the Purchase Order in the amount of
$80,000.00; and,
2.Authorize the City Manager to execute a Purchase Change Order not to exceed
the 10 percent contingency amount of $8,000.00 for adjustments in the material
estimate quantities as needed.
5)Public Works Construction Award for Collier Avenue Culvert and Debris
Basin Sediment Removal at the Lake Elsinore Outlets
1.Award the Agreement for the Collier Avenue Culvert and Debris Basin Sediment
Removal at the Lake Elsinore Outlets to Danny Milo Corp. dba DMC Enterprises; and,
2.Authorize the City Manager to execute the Agreement in the amount of
$213,624.85 to Danny Milo Corp. dba DMC Enterprises, in substantially the form
attached and in such final form as approved by the City Attorney; and,
3.Authorize the City Manager to execute change orders not to exceed the 10 percent
contingency amount of $21,362.49.

Revision to the Landscape Maintenance Agreement between the City
and State of California Department of Transportation For I-15/Railroad
Canyon Road Interchange
Approve the execution of revised Landscape Maintenance Agreement between the
City and the State of California Department of Transportation related to landscape
and irrigation elements in the vicinity of the improved I15/Railroad Canyon Road
Interchange in substantially the form attached and in such final form as approved by
the City Attorney.
Program Supplement Agreement Auto Center Drive/Casino Drive Bridge
Seismic Retrofit and Deck Rehabilitation
1.adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING AND AUTHORIZING EXECUTION OF PROGRAM
SUPPLEMENT AGREEMENT NO. F010 AND ADMINISTERING AGENCY-STATE
AGREEMENT NO. 08-5074F15 WITH THE STATE OF CALIFORNIA DEPARTMENT OF
TRANSPORTATION FOR THE CITY PROJECT, AUTO CENTER DRIVE/CASINO DRIVE
BRIDGE SEISMIC RETROFIT AND DECK REHABILITATION; and,
2.Authorize the City Manager to execute STPLZ-5074(008) Program Supplement No.
F010 to the Master Administering Agency-State Agreement No. 08-507F15 and all
subsequent STPL-5074(008) project specific Program Supplement Agreements; and,

3. Authorize the City Clerk to return the signed agreement, in duplicate, to
Caltrans Office of Local Programs for execution.
Establishment of Community Facilities District (CFD) No. 2019-1 of the
City of Lake Elsinore (Westlake)
Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACTING IN ITS CAPACITY AS THE
LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 2019-1 OF THE CITY
OF LAKE ELSINORE (WESTLAKE) AUTHORIZING THE LEVY OF SPECIAL TAXES
Tree Removal Agreement with Arborquest Tree Service Inc. for the Removal
of Eucalyptus Trees at Diamond Stadium CIP Project #Z40003.
1.Award a Tree Removal Agreement to Arborquest Tree Service Inc. for the Removal
of Eucalyptus Trees at Diamond Stadium CIP Project #Z40003.
2.Authorize the City Manager to execute the Agreement in the not to exceed amount
of $61,875.00 for the removal of Eucalyptus Trees at Diamond Stadium with
Arborquest Tree Service Inc. in the form attached and in such final form as approved
by the City Attorney.
10)Final Map 37534, SRZ YUMA, LLC, Honda Dealership
1.Approve Final Parcel Map 37534 subject to the City Engineer’s acceptance as being
true and correct.
2.Authorize the City Clerk to sign the map and arrange for the recordation of Final
Parcel Map 37534.
11)Purchase of one (1) BMW R1250 RT-P Authority Motorcycle from BMW
Motorcycles of Riverside
It was moved by Mayor Pro-Tem Tisdale, seconded by Council Member Johnson, and
unanimously carried to,
1.Authorize the City Manager to execute a purchase agreement for one (1) BMW
R1250 RT-P Authority Motorcycles in the total amount of $34,420.34 from BMW
Motorcycles of Riverside; and,
2.Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the
purchase of the BMW R1250 RT-P Authority Motorcycle because of the service,
maintenance and warranty work agreements on all of the City’s Motorcycle units
between the City and BMW Motorcycles of Riverside.
12)Second Amendment to the Agreement for Contract Services (On-Call) with
Discount Hauling & Cleanup Services for Emergency and
Non-Emergency Nuisance Abatement Cleanup
Approve and authorize the City Manager to execute Amendment No. 2 to the Contractor
Services Agreement with Discount Hauling in amount not to exceed$300,000 for Fiscal
Year 2019-2020 and to extend the agreement until June 30, 2020, in such final form as
approved by the City Attorney.

Agency Attorney Leibold noted that a revision had been made to the Recognized
Obligation Payment Schedule and that the newest version was available to the
Successor Agency and the public.
It was moved by Agency Member Johnson, seconded by Vice-Chair Tisdale, and
unanimously carried to approve the Successor Agency Consent Calendar.

15)Amended Recognized Obligation Payment Schedule (ROPS 19-20B) for the
period January 1, 2020 through June 30, 2020
adopt A RESOLUTION OF THE SUCCESSOR AGENCY OF THE REDEVELOPMENT
AGENCY OF THE CITY OF LAKE ELSINORE, CALIFORNIA APPROVING THE
AMENDED RECOGNIZED OBLIGATION PAYMENT SCHEDULE (ROPS 19-20B) FOR
JANUARY 1, 2020 THROUGH JUNE 30, 2020.

16)Municipal Police Services Feasibility Study
Mayor Manos provided a report on the feasibility of municipal police services.
Mayor Manos recommended that the City Council withdraw from the peer review of the JPA study and direct staff to issue a Request for Qualifications to identify a qualified contractor to conduct a feasibility study for creating a Lake Elsinore Police Department.
Appearing to speak were: Paulie Tehrani, Russ Leonard, Ace Vallejos, and Tony
Estrada.
Council Member Johnson, Mayor Pro-Tem Tisdale, Council Member Sheridan, and Council Member Magee responded to the Mayor's report, provided information, and voiced their concerns.
It was moved by Council Member Johnson, seconded by Mayor Pro-Tem Tisdale, and carried noting the dissent of Mayor Manos, to continue the item off calendar to be reviewed by the Public Safety Sub-Committee.

PUBLIC SAFETY UPDATE
City Manager Yates announced the beginning of the Public Safety Update that will be
provided during the second City Council meeting of each month.
Chief Lujan provided information to the Council.
Lieutenant Boyd provided information and public safety statistics to the Council.
CITY MANAGER COMMENTS
City Manager Yates asked for residents to be safe this Summer.
CITY ATTORNEY COMMENTS
City Attorney Leibold noted that the motion to intervene the Lake Elsinore Advanced
Pump Storage project has been submitted.
CITY COUNCIL COMMENTS
Council Member Sheridan announced the Tuscany Hills Meeting on Emergency
Evacuation September 18th, will be speaking at Donald Graham Elementary on
September 10th; thanked the Engineering Department for the lighted stop sign at Canyon
Hills Road and Angel Falls Drive; attended the Elsinore Valley Municipal Water District
public hearing on August 22nd, the Canyon Hills HOA meeting on August 22nd and had
breakfast at Denny's on Grape Street Sunday morning with constituents, the Tuscany
Hills Board Meeting on August 21st; noted his participation in the Michelle's Place Golf
Tournament; and, wished the Lake Elsinore Storm luck with the rest of their season.
Council Member Johnson announced 120 shelter pets found homes at the Clear the
Shelters event, the Alert LE app is fixing numerous issues; provided the Homeless Task
Force Update and an update on the Lake Elsinore Advanced Pump Storage project.
Council Member Magee recognized the work of Deputy Bodeaut; announced August 31st
is the Lake Elsinore Grand Prix Takeover, an Op-Ed piece written by Council Member
Magee was published in the San Francisco Chronicle, the Fishery Management Plan and
Survey Update is re-scheduled for September 4th and 24th; and, asked residents to
keep pets cool and safe during warm temperatures.
Mayor Pro-Tem Tisdale announced the Regional Agricultural Pipeline Conversion on
September 5th, a survey is being held for the Active Transportation Plan through
September 13th, Local EV Stations being built and residents can check rivcoenergy.com
for stations, Employment Services are Available at Staffmark every Tuesday and second
Saturday of each month, and the Riverside County Department of Veterans Services has
free legal clinics every 3rd Tuesday of the Month.
Mayor Manos announced the Lincoln Street Pavement Rehabilitation project is now
complete and the Mission Trail Apartments will be completed soon; noted the State of
the City will be October 10th and the Lake Elsinore Live event on September 17th, and
expressed his sentiment for the recent Mayor of Canyon Hills.

The Lake Elsinore City Council and Successor Agency adjourned at 9:03 p.m. to the Regular meeting
of Tuesday, September 10, 2019, at 7:00 p.m. in the Cultural Center located at 183 N. Main Street,
Lake Elsinore.
