CALL TO ORDER
The Special Meeting of the Measure Z Citizen Committee was called to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Chair Castro led the Pledge of Allegiance.
ROLL CALL
Present: 3 - Committee Member Gist; Vice Chair Greenwood; and Chair Castro
Absent: 1 - Committee Member Lall
PUBLIC COMMENT
There were no speakers.
CONSENT CALENDAR
A motion was made by Vice Chair Greenwood, seconded by Committee Member Gist to
approve the Consent Calendar. The motion carried by the following vote:
Aye: 3 Committee Member Gist; Vice Chair Greenwood; and Chair Castro
Nay: 0 None
Absent: 1 Committee Member Lall

2) Fiscal Year 2022-23 Measure Z Budget Spending Plan Update
Receive and File the Fiscal Year 2022-23 Measure Z Budget Spending Plan Update.
Fiscal Officer Rafferty presented the staff report.
This item was received and filed.
3) Community Satisfaction Survey
Review and approve the Community Satisfaction Survey.
Fiscal Officer Rafferty presented the staff report.
A motion was made by Vice Chair Greenwood, seconded by Committee Member
Gist to approve the Community Satisfaction Survey noting Vice Chair
Greenwood’s comments regarding Question No. 11 under Section 7 regarding
funding priorities. The motion carried by the following vote:
Aye: 3 Committee Member Gist; Vice Chair Greenwood; and Chair
Castro
Nay: 0 None
Absent: 1 Committee Member Lall
COMMITTEE MEMBERS' COMMENTS
Committee Member Gist thanked everyone involved in addressing safety concerns on Railroad
Canyon Road; expressed appreciation for the PrimeGov system; expressed concern regarding
Diane St.; and shared that homeless individuals are hiding behind a wall on Joy St.
Chair Castro expressed concern regarding noise at the car wash on Central Ave. near Rosetta
Canyon.
Vice Chair Greenwood inquired and Assistant City Manager responded that the City has four Code
Enforcement Officer including one who is in training; inquired regarding weed abatement; and
inquired regarding the capacity of the Anchor.
ADJOURNMENT
The Measure Z Citizen Committee adjourned at 6:49 p.m. to the next Special Meeting in May
2023.
