Cultural Center Meetings are normally held on the 1 st and 3rd Tuesday of every month. If you are attending this Planning Commission Meeting, please park in the Parking Lot across the street from the Cultural Center. This will assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available in the Community Development Department on the Thursday prior to the Planning Commission meeting. Take testimony from any interested parties in attendance who have responded to the Notice of Public Hearing. 2. Continue the subject project to the July 7, 2015; Planning Commission meeting. This Public Hearing has been continued to the Tuesday, July 7, 2015 Planning Commission Meeting. 2) ID# 14-609 Conditional Use Permit No. 2014-05 and Minor Design Review - A Request By Spectrum Services Inc. dba Verizon Wireless to Develop a New 50 -Foot Tall Monopalm Unmanned Wireless Antenna E ui ment Facility, and Associated Improvements on a Vacant lot Located ApproximateIV 400 Feet South of the Intersection of Diamond Drive and Mission Trail. Staff recommends that the Planning Commission: 1. Adopt Resolution No. 2015- ; A Resolution of the Planning Commission of the City of Lake Elsinore, California, Approving Conditional Use Permit No. 2014-05 for Development of a New 50 -foot Tall Monopalm Unmanned Wireless Telecommunications Facility on a Vacant Lot Located Approximately 400 feet South of the Intersection of Diamond Drive and Mission Trail. June 2, 2015 2. Adopt Resolution No. 2015-_; A Resolution of the Planning Commission of the City of Lake Elsinore, California, Approving a Minor Design Review for Development of a New 50 -Foot Tall Monopalm Unmanned Wireless Antenna and Equipment Facility on a Vacant Lot Located Approximately 400 Feet South of the Intersection of Diamond Drive And Mission Trail. City of Lake Elsinore Page 2 Planning Commission Meeting Minutes Associate Planner Resendiz presented his staff report for Conditional Use Permit No. 2014-05 and Minor Design Review for a 50 -foot tall Monopalm unmanned Wireless telecommunication antenna and a 324 sq. ft equipment facility. He concluded with asking Planning Commission if there were any questions. Commissioner Fleming suggested that this Hearing be forwarded to the next Planning Commission Meeting so staff can make corrections to documentation. Commissioner Armit agreed and said, ultimately this project is a go but some things need to be clarified and items need to be cleaned up so continuing this hearing to the next meeting is a good idea. Applicant Mike Hayes and property owner Doug Jones agreed that would be ok. *Substitute Motion Motion by Commissioner Armit and second by Commissioner Fleming to continue the Item to the Tuesday, July 7, 2015 Planning Commission Meeting. AYES: Commissioner Armit, Commissioner Fleming, Commissioner Ray NOES: Chairman Gray, Vice Chair Jordan ABSENT: None ABSTAIN: None BUSINESS ITEM(S) - None WORKSHOP 3) ID# 14-607 Consideration of a Draft Ordinance Amending the Lake Elsinore Municipal Code Regarding Camping On Private Residential Property and Camping -Related Land Uses Staff recommends that the Planning Commission: June 2, 2015 1. Consider existing Lake Elsinore Municipal Code (LEMC) provisions, consider reasonable property rights and potential negative impacts, review the attached draft ordinance, and provide comments and recommendations for City Council consideration. City of Lake Elsinore Page 3 Planning Commission Meeting Minutes Community Development Director Grant Taylor gave his presentation to Planning Commission. He explained this was a workshop for a proposal to amend the Municipal Code and Zoning Code. He said, we are proposing to delete two sections of the Municipal Code Section 17.148.140C, which addresses parking, storage and residential zones would no longer apply. The main provision that would be eliminated would be 17.200.070, the overnight camping section. Taylor said we have scheduled a Public Hearing for the next meeting on Tuesday, June 16, 2015 and will be notifying all the property owners in the Lake Edge District. He mentioned that this was a sensitive and important issue and thought it was important to do a work session first to get comments and feedback. Then do the Public Hearing. He stated ultimately it would go to City Council for final approval. Taylor requested comments and recommendations from Planning Commission tonight. Commissioners thanked Community Development Director Taylor and agreed this is needed. The Commissioners discussed various sections of the proposed ordinance provisions and offered their comments and suggestions. 4) ID# 14-606 Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) Workshy Commissioner Fleming requested a presentation regarding the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP). In response to this request, staff has prepared a basic introduction to the MSHCP which will be presented to the Commission as a PowerPoint presentation. Planning Manager Richard MacHott presented his report for Planning Commission regarding the Multiple Species Habitat Conservation Plan (MSHCP). He prepared a introduction to the MSHCP. He gave a brief history of laws on Wildlife Protection and Endangered Species Act. He went over federal process developments required to go through for MSHCP. MacHott explained that the MSHCP is not only looking to Conserve species but specific habitats as well. He completed presentation with asking Planning Commission if there where any questions. Vice Chair Jordan thanked MacHott and said it was a awesome presentation and very thorough presentation. He told Planning Commission that Golden Corral was approved at last City Council Meeting on May 26, 2015. He announced sometime in the fall there will be a joint work session with City Council and Planning Commission so that City Council can give some guidance on what they are looking for and make sure Planning Commission is on the same page. He advised PC later in the year, he is hoping to present some Ordinance amendments to the city and to the Commission. He explained, the Commercial Mixed Use Zone and Residential Mixed Use Zone includes language that reflects the old life on Conditional Use Permits, so there will be changes there. Also, he would like to bring forward the set back adjustment type process. He informed PC that we are trying to update and clean up the Municipal Code to make it a little more modern, current, and user friendly. Community Development Director Grant Taylor announced that on May 28, 2015 EVMWD (Eastern Valley Municipal Water District) passed a Ordinance that officially bans turf from front yards, commercial and industrial projects. He said he is meeting with them next week and WRCOG and some of the surrounding cities to go over some water saving measures and some mandatory Conditions of Approval. He explained after that meeting he will have for information. Taylor advised PC that we are busy and are starting to get Commercial and Industrial projects ready to break ground. COMMISSIONERS' COMMENTS Commissioner Armit said as always its great to be here. He complimented MacHott on his good presentation and thanked PC and staff. Commissioner Fleming thanked everyone and said have a nice evening.
