The Regular Meetings of the City Council and the Successor Agency were called to order at 7:00 p.m. PLEDGE OF ALLEGIANCE Council Member Sheridan led the Pledge of Allegiance. MOMENT OF SILENCE ROLL CALL Present: 4 - Council/Agency Members Sheridan and Magee; Mayor Pro Tem/Vice Chair Manos; and Mayor/Chair Johnson Absent: 1 - Council/Agency Member Tisdale PRESENTATIONS/CEREMONIALS 1) Public Works Week Present a Proclamation proclaiming the week of May 21-27, 2023, as “National Public Works Week” in the City of Lake Elsinore. Mayor Johnson presented the Proclamation to Public Works Manager Rick DeSantiago and Public Works Superintendent Francisco Diaz. The motion carried by the following vote: Aye: 4 Council Members Sheridan and Magee; Mayor Pro Tem Manos; and Mayor Johnson Nay: 0 None Absent: 1 Council Member Tisdale 2) Minutes of the Regular City Council Meeting of April 25, 2023 Approve the Minutes. This item was approved on the City Council Consent Calendar. 3) CC Warrant Report Dated Apr 07, 2023 to Apr 13, 2023 Receive and File. This item was approved on the City Council Consent Calendar. 4) CC Warrant Report Dated Apr 14, 2023 to Apr 20, 2023 Receive and File. This item was approved on the City Council Consent Calendar. 5) On-call Services Agreement With Area 63 Productions, LLC Approve and authorize the City Manager to execute the On-Call Services Agreement with Area 63 Productions, LLC for On-Call Training and RV Repair Services in an amount not to exceed $80,000 per fiscal year, and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 6) Notice of Decision - Planning Commission Approval of Planning Application No. 2018-64 Approving Design Review for 344 Detached Single-Family Residences and Related Improvements in Tract No. 28214-9 of the Murdock Alberhill Ranch Specific Plan Receive and file the Notice of Decision for Planning Application No. 2018-64 approved by the Planning Commission on April 18, 2023. This item was removed from the City Council Consent Calendar for discussion. City Council Minutes - Draft May 09, 2023 City of Lake Elsinore Page 3 : 7) Professional Services Agreement with HELIX Environmental Planning, Inc. for Environmental Documentation for The Cove Project Approve and authorize the City Manager to execute an Agreement for Professional Services with HELIX Environmental Planning, Inc. to prepare California Environmental Quality Act (CEQA) compliance documents in the amount not to exceed $53,400, in such final form as approved by City Attorney. This item was approved on the City Council Consent Calendar. 8) Amendment No. 1 With Dost Engineering for SB 821 Bicycle and Pedestrian Facilities Program Downtown Project Approve and Authorize the City Manager to execute Amendment No. 1 to the Agreement for Professional Services with Dost Engineering for an additional $9,600.00 bringing the total contract amount to $57,500 in final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 9) Agreement for Wildland Protection Services Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE AGREEMENT FOR WILDLAND PROTECTION SERVICES FOR THE FISCAL YEAR 2023-2024. This item was approved on the City Council Consent Calendar. PUBLIC HEARINGS 13) Planning Application No. 2018-02 (New Ventures) – A Request for Approval of Tentative Tract Map No. 38616 and a Conditional Use Permit to Subdivide an Approximately 0.34-Acre Parcel into One Lot for Condominium Purposes and to Convert an Existing Apartment Complex into Five Residential Condominium Units Located at the Northwest Corner of Graham Avenue and Lowell Street 1. Find that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(k) (Existing Facilities); 2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT PLANNING APPLICATION NO. 2018-02 (CONDITIONAL USE PERMIT NO. 2023-03 AND TENTATIVE TRACT MAP NO. 38616) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); City Council Minutes - Draft May 09, 2023 City of Lake Elsinore Page 5 : 3. The motion carried by the following vote: Aye: 4 Council Members Sheridan and Magee; Mayor Pro Tem Manos; and Mayor Johnson Nay: 0 None Absent: 1 Council Member Tisdale 14) Planning Application No. 2019-47 (Tentative Parcel Map No. 38614) – a Request to Subdivide an 8.46-acre Site into Four (4) Parcels Ranging in Size From 0.97 Acres to 2.9 Acres, and One (1) 1.6-acre Remainder Parcel Located on the Southeast Corner of Riverside Drive and Collier Ave 1. Find that the proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15183(A); 2. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING FINDINGS THAT PLANNING APPLICATION NO. 2019-47 (TENTATIVE PARCEL MAP NO. 38614) IS CONSISTENT WITH THE WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN (MSHCP); and 3. CITY MANAGER'S COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS City Attorney Leibold had no comments. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Sheridan reported on his attendance at the Riverside Transit Agency Transportation Now meeting on April 26, 2023, Board of Directors meeting on April 27, 2023, and Budget & Finance Committee meeting on May 3, 2023; and encouraged residents to volunteer to raise a service dog in-training. Council Member Magee invited residents to attend the SCCA Autocross weekend on Saturday and Sunday, May 13-14, 2023 at Diamond Stadium; and invited the community to participate in the 10th Annual Lake Elsinore Dream Extreme Fishing Derby on May 19-21, 2023 at Launch Pointe. Mayor Pro Tem Manos reported on his attendance at the Southern California Association of Governments Regional Conference & General Assembly May 4-5, 2023; and commented on the algae test results and lake levels. Mayor Johnson advised that the City is collaborating with Senator Padilla and Senator Feinstein regarding appropriations to reduce the phosphorus levels in the lake; reported on her attendance at the Western Riverside County Regional Conservation Authority meeting on May 1, 2023 and the Animal Friends of the Valleys meeting on Thursday, May 4, 2023; encouraged residents to use the Alert LE app; congratulated the Lake Elsinore Valley Chamber of Commerce Students of the Year; and shared her participation in the Cops 4 Kids Golf Tournament which was held on May 5, 2023.
