Subject:Road Closures for 2019Lake Elsinore Car Cruises
Recommendation
Approve temporary road closures on Graham Avenue as identified in the Car Cruise Traffic Plan
on April 6, 2019, May 4, 2019, and June 1, 2019from 1:30 p.m. to 8:00 p.m.
Background
In 2016, the City launched itsLake Elsinore Car Cruises on the last Saturday of the month in
June, July and Augustin Downtown Lake Elsinore. The goal of the event was to attract people
to shop and dine in our historic downtown. Each Car Cruise consisted of well over 100 classic
car participants and hundreds of spectators from throughout the region. An impromptu road
closure occurred during the August 27, 2016 Car Cruise due to the number of participants and
as a safety precaution. The closure received no negative impact and was a success in keeping
participants and spectators safe.
Discussion
Due to the overwhelming success of the 2016,2017, and 2018events, the City has decided to
host the 2019editions of the monthly cruises. Due to the increased popularity of the cruises,
staff is recommendingthe closure of Graham Avenue to reduce traffic on Main Street, improve
overall public safety,and increase the event’s capacity to allow for an additional 40 to 50 classic
cars.
The Lake Elsinore Police Department, Public Works Department and Community Services
Department will coordinate resources to ensure the Car Cruises continue as a safe and fun for
all visitors. In order to ensure the utmost safety of the participants, staff is recommending the
street closures identified in Exhibit A that will be enforced with a combination of City staff and
Law Enforcement.
Fiscal Impact
Costs for staffing the road closures are estimated to be approximately $1,500 per event for a
total cost of $4,500 for all threecar cruises. These funds have been identified in the Community
Services Recreation Division budget.
