Skinner, Community Service Director Prepared by: Melissa Houtz, Special Events Date:October 8, 2019 Subject:Halloween Spooktacular–StreetClosures Recommendation Approve Temporary Street Closures for the Halloween Spooktacular Event on October 18, 2019. Background This is the Inaugural attempt to expand the Halloween Spooktacular event to our Historic Downtown providing a unique opportunity to enjoy its charm and history. This very popular event istypicallyheld in in the Lake Community Center, however years of successful attendance has forced the event to this new and exciting location. Games, crafts, vendors,and morefor the whole family to enjoy. Discussion The annual Halloween Spooktacular is planned to take place on Main Street as a “Trunk or Treat” style event in Downtown Lake Elsinorefrom 5:00 p.m. to 8:00 p.m. The Community Services Department, Public Works Department and Sheriff’s Department will coordinate resources to ensure public safety. As this event continues to grow, staffanticipate approximately 3,500attendees. As a result, staffis recommendingstreet closuresat Limited Street andMain Street and east on Main Street to Peck Street, as detailedin Exhibit A. It is recommended that these street closures remain in place from 12:00p.m. to 8:00p.m. The street closureswill be enforced by Law Enforcementpersonnel. Fiscal Impact Costs for City personnel staffing will be accommodated via the Community Services fiscal budget.
