Skinner, Director of Community Services Prepared by: Alma Ramirez, Management Analyst Date: May 28, 2019 Subject: Carl Graves Endowment Scholarship Fund – Award Recipients Recommendation It is Recommended that the City Council approve the 1st annual Carl Graves Endowment Scholarship Fund Award Recipients. Background In 2014, the City received notification that Carl Fred Graves, a former City Treasurer, had passed away on August 26, 2014 and had bequeath a share of his trust estate (approximately $959,000) to the City of Lake Elsinore for the purposes of establishing a fund for college scholarships. His intention was to provide scholarships for needy and deserving graduates of Lake Elsinore Unified School District high schools (Elsinore, Temescal, Lakeside and Ortega). Carl Graves was a United States Army World War II Veteran, a highly educated mathematics teacher and a steward to the community. This is indeed a remarkable gift to the Lake Elsinore community and comes with a solemn obligation to carry out Mr. Graves’s wishes and ensure his legacy. Discussion On February 26, 2019, City Council approved the agreement to create the Carl Graves Endowment Scholarship Fund, managed by The Community Foundation, the 75-year old Riverside Community Foundation. From that date, Staff began to conduct outreach encouraging students to apply for the Scholarship by May 1, 2019. The City of Lake Elsinore Scholarship Advisory Committee, comprised of City Staff, reviewed and evaluated 29 applications received by Elsinore High School, Temescal Canyon High School, and Ortega High School. From the 29 applications, two applications were ROTC candidates. No applications were received from Lakeside High School. The Advisory Committee recommended awardees to the City Subcommittee Members, all in accord with policies and procedures of The Community Foundation. Upon final selection from the City Subcommittee Members, it was decided that four scholarships would be awarded this year. Both ROTC candidates would receive the scholarship of $6,000 per year for four years. The other two candidates would receive $4,000 per year for four years. Carl Graves Endowment Scholarship Fund – Award Recipients May 28, 2019 Page 2 The City hereby intends to approve the inaugural scholarship fund to begin disbursements of four- year scholarships to the following students beginning college in Fall of 2019: 1. Brandon Fuentes, Elsinore High School ROTC Recipient - $6,000 2. Enrique Izquierdo, Elsinore High School ROTC Recipient - $6,000 3. Kylie Tulley, Temescal Canyon High School - $4,000 4. Alondra Serrano, Ortega High School - $4,000 Pending approval, recipients will be forwarded to The Community Foundation for scholarship fund disbursement processing. Fiscal Impact Costs will be incurred for staff time to coordinate with the schools and The Community Foundation of next steps for award recipients, to prepare materials presented to the recipients, and to attend the award nights to ultimately present the students with the scholarships.
