Page 2City of Lake Elsinore November 8, 2022City Council / Successor Agency Meeting Minutes - Final 7)Second Reading of an Ordinance Amending Lake Elsinore Municipal Code Chapters 15.02, 15.04, 15.20, 15.24, 15.38, 15.40, and 15.56 and adding Chapters 15.06, 15.32, 15.42 and 15.48 to the Lake Elsinore Municipal Code Adopting the 2022 California Building Standards Code Adopt by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING CHAPTERS 15.02, 15.04, 15.20, 15.24, 15.38, 15.40, AND 15.56 AND ADDING CHAPTERS 15.06, 15.32, 15.42 AND 15.48 TO LAKE ELSINORE MUNICIPAL CODE ADOPTING THE 2022 CALIFORNIA BUILDING STANDARDS CODE. This item was approved on the City Council Consent Calendar. 8)First Amendment to City Manager Employment Agreement Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA APPROVING THE FIRST AMENDMENT TO CITY MANAGER EMPLOYMENT AGREEMENT INCREASING THE ANNUAL SALARY TO $297,463.26. This item was approved on the City Council Consent Calendar. 9)Community Development Block Grant (CDBG) Allocations for Fiscal Year 2023-24 and Community Support Allocations (CSA) for Fiscal Year 2022-23 1.Adopt the Community Development Block Grant (CDBG) Program allocations for Fiscal Year 2023-24; 2.Approve submittal of the City’s program to the County of Riverside; and 3.Approve allocation of Community Support Funds. This item was removed from the City Council Consent Calendar for discussion. 10)Second Amendment to Appendices 1-5, 7-9 and 11 to the Western Riverside Council of Governments Professional Services Agreement between WRCOG, and Yunex, LLC Approve and authorize the City Manager to execute Second Amendment to Appendices 1-5, 7-9, and 11 to the Amended and Restated Professional Services Agreement between WRCOG, Yunex, LLC, and the Member Agency to extend the Agreement one year to December 1, 2023, for Streetlight Retrofit, Operation and Maintenance Services. This item was approved on the City Council Consent Calendar. 11)Winterfest Road Closures Approve Temporary Street Closures for the Winterfest event on December 3, 2022. This item was approved on the City Council Consent Calendar. 13)Professional Services Agreement with LOR Geotechnical Group Inc., for the Collier Avenue, Minthorn Street, and Rancho La Laguna Local Streets Pavement Rehabilitation Project No. Z10014 Approve and authorize the City Manager to execute the Professional Services Agreement with LOR Geotechnical Group Inc ., for the Collier Avenue, Minthorn Street, and Rancho La Laguna Local Streets Pavement Rehabilitation Project Z 10014 in the amount of $53,965 in final form as approved by the City Attorney, plus an additional 10% contingency. This item was approved on the City Council Consent Calendar. 14)Public Works Construction Agreement for the Collier Avenue, Minthorn Street and Rancho La Laguna Local Streets Pavement Rehabilitation Project Z10014 1.Award the Public Works Construction Agreement for the Collier Avenue, Minthorn Street and Rancho La Laguna Local Streets Pavement Rehabilitation Project Z 10014 to Vance Corporation in final form as approved by the City Attorney; and, 2.Approve and authorize the City Manager to execute the Agreement in the amount of $1,606,875.50 with Vance Corporation; and, 3.Authorize the City Manager to execute change orders not to exceed 10% contingency amount of $160,687.55; and, 4.Authorize City Engineer to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City maintained roadway network. This item was approved on the City Council Consent Calendar. 16)Public Works’ Construction Agreement with Hellas Construction, Inc. for the Canyon Hills Community Park Synthetic Turf Purchase and Installation Project (CIP Project #Z40024) 1.Award a Public Works’ Construction Agreement to Hellas Construction, Inc. for the Canyon Hills Community Park Synthetic Turf Purchase and Installation project (CIP Project #Z40024); 2.Approve and authorize the City Manager to execute the Agreement in the not to exceed amount of $2,778,315.00 with Hellas Construction, Inc. in the form attached and in such final form as approved by the City Attorney; 3.Authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $277,831.50 for construction uncertainties and adjustments; and 4.Authorize the City Manager to record the Notice of Completion once the work is complete. This item was approved on the City Council Consent Calendar. 17)Construction Agreement with Jon Gilmer Construction for the Via De La Valle Landscape Improvement Project (Z10009) Approve and authorize the City Manager to execute a Construction Agreement with Jon Gilmer Construction for the Via De La Valle Landscape Improvement Project (Z10009) in an amount not to exceed $545,799.00 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $54,579.90 for construction uncertainties and adjustments. This item was approved on the City Council Consent Calendar. 18)Purchase of one (1) BMW R1250 RT-P Authority Motorcycle from BMW Motorcycles of Riverside 1.Approve and authorize the City Manager to execute a purchase agreement with BMW Motorcycles of Riverside for one (1) BMW R1250 RT-P Motorcycle in the total amount of $39,202.69; and 2.Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the purchase of the BMW R1250 RT-P Motorcycle because of the service, maintenance, and warranty work agreements on all of the City ’s motorcycle units between the City and BMW Motorcycles of Riverside. Page 6City of Lake Elsinore November 8, 2022City Council / Successor Agency Meeting Minutes - Final BUSINESS ITEM 22)Compensation for Members of the City Council Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING LAKE ELSINORE MUNICIPAL CODE (LEMC) SECTION 2.08.020 COMPENSATION, FOR THE PURPOSE OF INCREASING CITY COUNCIL COMPENSATION TO $744 PER MONTH. City Attorney Leibold presented a report. A motion was made by Council Member Manos, seconded by Council Member Tisdale, to introduce by title only and waive further reading of the Ordinance. CITY MANAGER COMMENTS CITY ATTORNEY COMMENTS CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee shared that Animal Friends of the Valley will hold a groundbreaking ceremony for its new low-cost spay and neuter clinic on Monday, November 14, 2022; and announced that SCCA Autocross will hold its next event on Saturday, November 19 and Sunday, November 20, 2022 at Diamond Stadium. Council Member Tisdale reported on his attendance at the Western Riverside Council of Governments Executive Committee Meeting on Monday, November 7, 2022; invited the Committee to attend the Veterans Day Ceremony on Friday, November 11, 2022 at 9:00 a.m. at Diamond Stadium; advised that sidewalks will be installed on Lakeshore Drive from Main Street to Diamond Drive; and announced that November 10, 2022 is the 247 birthday of the Marine Corp and wished them a happy birthday. Council Member Manos reported on his attendance at the Southern California Association of Governments Meeting on Thursday, November 3, 2022; advised that Mariachi Fest was rescheduled for Friday, November 11, 2022 at Diamond Stadium; invited the community to attend Taco Fest from 3:00 p.m. to 7:00 p.m. at McVicker Canyon Park; and encouraged residents to submit applications to participate on the Measure Z Citizen Committee and noted that applications will be accepted through Friday, November 18, 2022. Mayor Pro Tem Johnson provided an update from the Homeless Task Force; reported on her attendance at the Riverside Transit Agency meeting that was held on Monday, November 7, 2022; spoke on the Mayor's attendance at the Chamber of Commerce Student of the Month event; noted that the lake level was 1,236 feet; and wished attendees a Happy Thanksgiving. Page 7City of Lake Elsinore November 8, 2022City Council / Successor Agency Meeting Minutes - Final Mayor Sheridan shared information on the Dudes of Canyon Hills Christmas Parade and thanked Drew for his contributions to the Canyon Hills community; reported on his attendance at the Riverside Transit Agency Transportation Now meeting on October 26, 2022, its Board of Directors meeting on October 27, 2022, and its Budget and Finance meeting on November 2, 2022; shared the community's participation at his Bring Your Own Dinner event on October 26, 2022 and thanked CR&R for attending; shared photos from the Day of the Dead event that was held on October 29, 2022 and thanked everyone who participated and attended; shared his participation in Railroad Canyon Elementary School's Red Ribbon Week Door Decorating Contest, shared a Welcome poster created by the students, and thanked staff and teachers for their participation and hospitality; and shared the benefits of the new graffiti truck that the City has purchased. ADJOURNMENT The Lake Elsinore City Council will adjourn to the next Regular meeting of Tuesday, December 13, 2022 in the Cultural Center located at 183 N. Main Street.
