The Regular Meeting of the City Council reconvened and the Regular Meeting of the Successor Agency was called to order at 7:00 p.m. PLEDGE OF ALLEGIANCE Mayor Sheridan led the Pledge of Allegiance. Mayor Sheridan proclaimed the month of November 2022 as "Family Court Awareness Month" in the City of Lake Elsinore. 2)CalFire 2022 Third Quarter Statistical Update Fire Chief Olson presented the quarterly update. PUBLIC COMMENTS – NON-AGENDIZED ITEMS – 1 MINUTE Candance Lace was called to speak. CITY COUNCIL CONSENT CALENDAR Approval of the City Council Consent Calendar Motion by Mayor Pro Tem Johnson, seconded by Council Member Manos, to approve the City Council Consent Calendar. Page 2City of Lake Elsinore October 25, 2022City Council / Successor Agency Meeting Minutes - Final 6)Annual Reporting of Completed State Mandated Fire and Life Safety Inspections by the City of Lake Elsinore in Compliance with SB 1205 for Fiscal Year 2021-2022 Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACKNOWLEDGING RECEIPT OF A REPORT MADE BY THE FIRE CHIEF OF THE RIVERSIDE COUNTY FIRE DEPARTMENT REGARDING THE INSPECTION OF CERTAIN OCCUPANCIES REQUIRING ANNUAL INSPECTIONS IN SUCH OCCUPANCIES PURSUANT TO SECTIONS 13145, 13146 and 17921 OF THE CALIFORNIA HEALTH AND SAFETY CODE. This item was approved on the City Council Consent Calendar. 7)Professional Design Services Agreement for Landscape Design at the I-15 /Main Street Interchange Approve and authorize the City Manager to execute a Professional Design Services Agreement with David Evans and Associates, Inc. in the amount of $129,370.00 for landscape architectural services at the I-15 / Main Street Interchange, plus an additional 10% contingency for unforeseen expenditures, in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 8)Final Tract Map 32129, Rosetta View Estates 1. Approve Final Tract Map No. 32129 subject to the City Engineer’s acceptance as being true and correct; 2. Authorize the City Clerk to sign the map and arrange for the recordation of Final Tract Map No. 32129; and 3. Approve and authorize the City Manager to execute the construction agreement. This item was approved on the City Council Consent Calendar. 9)TR 28214-9 Alberhill Haul Route 1. Approve the request for the haul route including hours of operation for Tract 28214-9 Alberhill residential development; and, 2. Approve and authorize the Mayor and City Manager to execute the haul route agreement. This item was approved on the City Council Consent Calendar. 10)Agreement for Contractor Services for Field Renovations at McVicker Park, Swick and Matich Park, Summerly Park and Tuscany Hills Park 1. Approve and authorize the City Manager to execute an Agreement for Contractor Services with Professional Sports Field Management, Inc. for field renovations at McVicker Park, Swick and Matich Park, Summerly Park, and Tuscany Hills Park in the amount of $198,979.69 and in such final form as approved by the City Attorney; and Page 3City of Lake Elsinore October 25, 2022City Council / Successor Agency Meeting Minutes - Final 2. Authorize the City Manager to execute change orders not to exceed 10% contingency amount of $19,897.96 for construction uncertainties and adjustments. This item was approved on the City Council Consent Calendar. 11)Professional Services Agreement with Décor IQ for Design, Installation, and Maintenance Services for the City Main Street Holiday Decorations Approve and authorize the City Manager to execute a Professional Services Agreement with Décor IQ for design, installation, and maintenance services for the City Main Street holiday decorations in an amount not to exceed $125,880.00 in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 12)Community Development Block Grant (CDBG) Supplemental Agreement 2022-2023 Program Year Approve and authorize the Mayor to execute the Supplemental Agreement between the County of Riverside and the City of Lake Elsinore for the Use of 2022-2023 Community Development Block Grant Funds. This item was approved on the City Council Consent Calendar. 13)November City Council Meeting Cancel the rescheduled meeting of Wednesday, November 9, 2022 and hold the Regular meeting on Tuesday, November 8, 2022. This item was approved on the City Council Consent Calendar. SUCCESSOR AGENCY CONSENT CALENDAR Approval of the Successor Agency Consent Calendar Motion by Vice-Chair Johnson, seconded by Agency Member Manos, to approve the Successor Agency Consent Calendar. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, SETTING FORTH FINDINGS FOR AMENDMENTS TO THE 2022 CALIFORNIA BUILDING STANDARDS CODE; and 2. Introduce by title only and waive further reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING CHAPTERS 15.02, 15.04, 15.20, 15.24, 15.38, 15.40, AND 15.56 AND ADDING CHAPTERS 15.06, 15.32, 15.42 AND 15.48 TO LAKE ELSINORE MUNICIPAL CODE ADOPTING THE 2022 CALIFORNIA BUILDING STANDARDS CODE. The Public Hearing was opened at 7:11 p.m. Building Manager Belvin presented the item. There were no speakers. The Public Hearing was closed at 7:14 p.m. A motion was made by Council Member Tisdale, seconded by Mayor Pro Tem Johnson, to adopt the Resolution. The motion carried by the following vote: Aye:Council Member/Agency Member Magee, Council Member/Agency Member Tisdale, Council Member/Agency Member Manos, Mayor Pro Tem/Vice-Chair Johnson and Mayor/Chair Sheridan 5 - A motion was made by Council Member Manos, seconded by Mayor Pro Tem Johnson, to introduce by title only and waive further reading of the Ordinance. Page 5City of Lake Elsinore October 25, 2022City Council / Successor Agency Meeting Minutes - Final CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee recognized Mayor Sheridan and the Chamber of Commerce for a successful State of the City; and shared details on the Riverside County Transportation Commission's approval of the SR71/SR91 Interchange Project. Council Member Tisdale reported on the Northwest Mosquito & Vector Control District Board meeting that was held on October 20, 2022; announced the Riverside County Veteran Resource Fair that will take place on Friday, November 4, 2022 at the Moreno Valley Business & Employment Resource Center; and invited the community to attend the Veterans Day Observance Ceremony on November 11, 2022 at 9:00 a.m. at Diamond Stadium. Council Member Manos responded to comments made by Ms. Lace; reported on his attendance at the Riverside County Airport Land Use Commission meeting that was held on October 13, 2022 and at the Southern California Association of Governments Next Generation Infrastructure Subcommittee meeting that was held on October 19, 2022; announced that Mariachi Fest was rescheduled to Friday, November 11, 2022 at Diamond Stadium; and shared dates, times, and locations for Vote Centers and Ballot Drop-off for the November 8, 2022 Election. Mayor Pro Tem Johnson reported on her attendance at the Western Riverside County Regional Conservation Authority Executive Committee meeting which was held on October 19, 2022; spoke on a letter written by the Regional Conservation Authority; shared development projects that are currently under plan review; and announced that applications for the Measure Z Citizen Committee are currently being accepted through Friday, November 18, 2022 at 4:00 p.m. Mayor Sheridan announced that the City's Housing Element was approved by the State; shared his attendance at the Cash'd Out concert that was held on October 14, 2022 at Diamond Stadium; shared is participation in Riverside Transit Agency's 2022 Roadeo on October 15, 2022; shared his experience preparing for and recording the video for his State of the City address and thanked everyone who took part in setting up and participating in the State of the City; shared his participation in Tuscany Hills Elementary School's Walk to School Day on October 19, 2022; and invited the community to his next Bring Your Own Dinner with the Mayor on October 26, 2022 from 6:00 p.m. - 7:00 p.m. in the Cultural Center. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:42 p.m. to the next Regular meeting of Tuesday, November 8, 2022 in the Cultural Center located at 183 N. Main Street.
