CITY COUNCIL CONSENT CALENDAR Approval of the City Council Consent Calendar Motion by Mayor Pro Tem Johnson, seconded by Council Member Manos, to approve the City Council Consent Calendar noting Council Member Magee's abstention from voting on Agenda Item No. 7. This item was approved on the City Council Consent Calendar. 7)Professional Engineering Services to Provide Final PS&E for the Murrieta Creek Multi-Use Trail Project Approve and authorize the City Manager to execute an Agreement for Professional Engineering Services in the amount of $565,943.83 with CR Associates, Inc., plus an additional 10% contingency, in final form as approved by the City Attorney. Motion by Mayor Pro Tem/Vice-Chair Johnson, seconded by Council Member/Agency Member Manos, to approve the Consent Calendar. The motion carried by the following vote: Aye:Council Member/Agency Member Tisdale, Council Member/Agency Member Manos, Mayor Pro Tem/Vice-Chair Johnson and Mayor/Chair Sheridan 4 - Abstain:Council Member/Agency Member Magee1 - 8)Professional Services Agreement to Provide Independent Plan Check of the Wasson Canyon Creek Culvert Design Approve and authorize the City Manager to execute an Agreement for Professional Services with HDR Engineering, Inc. (HDR) in the amount of $31,491, plus an additional 10% contingency, to provide engineering independent plan check of Wasson Canyon Creek Culvert, in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 9)Construction Agreement to Regan Paving for the Asphalt Paving of Library Street Parking Lot, Project No. Z10071 1. Award a Construction Agreement to Regan Paving for the asphalt paving of Library Street parking lot, Project No. Z10071. 2. Approve and authorize the City Manager to Execute the Agreement in the not-to-exceed amount of two hundred thirty-two thousand seven hundred twenty-one dollars and no cents ($232,721.00) with Regan Paving in the form attached and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 11)Cooperative Agreement Between Western Riverside County Regional Conservation Authority and the City of Lake Elsinore Approve and authorize the City Manager to execute the Cooperative Agreement Between Western Riverside County Regional Conservation Authority and the City of Lake Elsinore For Acquisition of Conservation Lands Within the East Lake Specific Plan Area in substantially the form attached and in such final form as approved by the City Attorney and further authorize the City Manager or designee to take all actions and to execute such other ancillary documents necessary to implement the Agreement. BUSINESS ITEM 16)Prima Facie Speed Limits on Certain City Streets 1. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING RESOLUTION NO. 2015-096 AND APPROVING THE DESIGNATION OF THE PRIMA FACIE SPEED LIMIT FOR CERTAIN STREETS; and 2. Authorize City staff to install newly adopted speed limit signs throughout the City as determined from the 2022 Engineering and Traffic Survey and as required by the California Vehicle Code. City Traffic Engineer Brophy provided a presentation. A motion was made by Mayor Pro Tem Johnson, seconded by Council Member Tisdale, to approve Staff's recommendation. CITY MANAGER COMMENTS City Manager Simpson had no comments. CITY ATTORNEY COMMENTS City Attorney Leibold noted that the General Election will be held on Tuesday, November 8, 2022. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Magee reported on his attendance at the Riverside County Transportation Commission meeting that was held on September 14, 2022 and provided an update on the Mid-County Parkway Segment 3 Project; reminded residents to protect pets from the heat; and provided an update on the Downtown Pavement Rehabilitation Project. Council Member Tisdale shared the importance of hiring Ralph Mesa as the City's Emergency Services Manager; reported on his attendance at the Northwest Mosquito & Vector Control District Board meeting that was held on September 15, 2022; announced America's Job Center of California's job fair which will be held on September 30, 2022 from 8:30 a.m. to 12:30 p.m. in Riverside; encouraged the community to attend a Virtual Career Fair hosted by the Riverside County Sheriff's Department on Wednesday, October 5, 2022 from 11:30 a.m. to 1:00 p.m.; invited the community to purchase an engraved memorial brick for the City's Veterans Memorial; and announced the Riverside County Veterans Business Resources Now Workshop which will be held on October 26, 2022 from 9:00 a.m. to 12:00 p.m. in Riverside. Page 5City of Lake Elsinore September 27, 2022City Council / Successor Agency Meeting Minutes - Final Council Member Manos announced Lake Elsinore Dock Day which will be held on Saturday, October 8, 2022 from 9:00 a.m. to 11:00 a.m. at Launch Pointe; and invited the community to attend Mariachi Fest which will be held on Saturday, October 15, 2022 at Lake Elsinore Diamond Stadium. Mayor Pro Tem Johnson reported on her attendance at the Western Riverside County Regional Conservation Authority Executive Committee meeting which was held on September 21, 2022; introduced and congratulated Jim Rayls on his promotion to Captain of the Lake Elsinore Sheriff's Station; provided an update on the algae in the Lake and shared that the Prop 1 pilot study began the week of September 12th near the fishing docks at Launch Pointe which will evaluate potential solutions to improve water quality; announced the Ribbon Cutting event for the Lake Community Center which will be held on Thursday September 9, 2022 from 4:00 p.m. to 5:00 p.m. at the Community Center; shared the free opening night concert for Undead Circus which will be open from September 30 - October 30, 2022 at Launch Pointe; and encouraged high school Juniors and Seniors to apply to participate in the City's Dream Extreme Future Leaders program. Mayor Sheridan reported on his attendance at the Inland Empire Regional Roundtable Listening Session on Infrastructure Investments meeting which was held on September 16, 2022 and at the Riverside Transit Agency Board of Directors meeting which was held on September 22, 2022; congratulated the Lake Elsinore Storm for their winning the 2022 California League Championship, a victory achieved for the first time since 2011, after completing a nine-game winning streak; announced Craft Brewing & Kitchen's hangout event that will be held on September 28, 2022; shared information on the Lake Elsinore Unified School District Superintendent's Listening Tour dates; shared that Animal Friends of the Valley is hosting a Wines for Canines & Kitties event on October 8, 2022 from 6:00 p.m. to 9:00 p.m. at South Coast Winery Resort & Spa; and announced the 2022 State of the City Address which will be held on Thursday, October 20, 2022 beginning at 5:30 p.m. on Main Street. ADJOURNMENT The Lake Elsinore City Council adjourned at 7:56 p.m. to the next Regular meeting of Tuesday, October 11, 2022 in the Cultural Center located at 183 N. Main Street.
