The Regular Meeting of the City Council and the Successor Agency were called to order at 7:00
p.m.

OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ACTING IN ITS CAPACITY AS THE
LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 2015-2 OF THE CITY
OF LAKE ELSINORE (MAINTENANCE SERVICES) AUTHORIZING THE LEVY OF
SPECIAL TAXES.

5) Termination of Local Emergency (COVID-19)
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,

RESPONSE TO THE COVID-19 PANDEMIC.

6) Appointment to the Measure Z Citizen Committee
Appoint Israel Ceballos to serve on the Lake Elsinore Measure Z Citizen Committee for a
term expiring December 31, 2024.

7) Notice of Decision – Planning Commission Approval of Planning Application No.
2021-25 (Jack in the Box El Toro) for a Commercial Design Review and Two
Conditional Use Permits to Construct and Operate Two Drive-Through Restaurants
(2,649 sq. ft. and 624 sq. ft., respectively) Located at the Intersection of Highway 74
and El Toro Cut Off Road
Receive and File the Notice of Decision for Planning Application No. 2021-25 acted on by
the Planning Commission on February 21, 2023.

8) July 4th Fireworks Celebration on the Lake
Approve and authorize the City Manager to execute an Agreement with Pyro Spectacular for
the Annual July 4th Fireworks Spectacular in the amount of $46,000 in such final form as
approved by the City Attorney.

9) Approval of Assignment of Funding Agreement and Joint Community Facilities
Agreement for Community Facilities District No. 2019-2 of the City of Lake Elsinore
(Nichols Ranch)
Approve the forms of the assignment agreements relating to the Funding Agreement and
Joint Community Facilities Agreement for Community Facilities District No. 2019-2 of the
City of Lake Elsinore (Nichols Ranch) and authorize the City Manager to execute the
agreement.

SUCCESSOR AGENCY CONSENT CALENDAR
Motion by Agency Member Tisdale, second by Vice Chair Manos to approve the Successor
Agency Consent Calendar. The motion carried by the following vote:

CITY MANAGER'S COMMENTS
City Manager Simpson noted that Polty Homes was asked to post the speed limit at 35 miles per
hour.
CITY ATTORNEY COMMENTS
City Attorney Leibold had no comments.
CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Tisdale reported on his attendance at the Norwest Mosquito and Vector Control
District and the California Council of Governments Conferences; and shared that job
opportunities are available for Riverside County Veterans’ Services.
Council Member Sheridan shared his attendance at Little League opening day; recognized
employee Matt Brown; reported on his attendance at the Riverside Transit Agency Budget &
Finance Meeting on March 1, 2023; and encouraged residents to register for the Jacob’s House
Golf Tournament which will be held on Monday, May 15, 2023 at 10:00 a.m. at Bear Creek Golf
Club in Murrieta.
Council Member Magee commented on the lack of infrastructure for electric vehicles; spoke on
the mega warehouse project in the City of Moreno Valley; reported on his and Council Member
Manos’s meeting regarding the Good Neighbor Policy; and requested the public’s assistance in
finding a trailer that was stolen at the Sports Car Club of America (SCCA) event.
Mayor Pro Tem Manos spoke on the warehouse project in Moreno Valley; and reported on his
attendance at the Riverside County Airport Land Use Commission meeting on March 6, 2023.
Mayor Johnson wished Council Member Magee a happy birthday; reported on her attendance
at the Lake Elsinore Little League Opening Day on March 14, 2023, Western Riverside County
Regional Conservation Authority meeting on March 6, 2023, and a meeting with Elsinore Valley
Municipal Water District; provided an update on the toxins in the Lake; reminded businesses
and residents to submit a Letter of Agency Trespass Arrest Authorization with the Riverside
County Sheriff’s Office to give them permission to assist in addressing homelessness on their
private property; and shared her participation in the Lake Elsinore Valley Chamber of Commerce
Student of the Month program and congratulated the awardees.

ADJOURNMENT
The Lake Elsinore City Council adjourned at 7:36 p.m. to the next Regular meeting of Tuesday,
March 28, 2023 in the Cultural Center located at 183 N. Main Street. Closed Session will
commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open
Session business meeting will commence at 7:00 p.m.
