Council Policy No. 400-16
“Good Neighbor Policy” for Warehousing, Logistics, and Distribution Uses
Background
➢By Memorandum to City Manager Jason Simpson dated June 28, 2022, Council Member
Magee outlined a “Proposed Good Neighbor Policy” to address issues regarding large
warehouse/logistic centers near sensitive receptors
➢At the July 26, 2022 City Council meeting, the City Council established a Council
subcommittee that included Council Members Magee and Manos to work with City staff
➢The subcommittee has worked with City staff to develop appropriate policies and standards
➢Continued from the February 14, 2023 and March 28, 2023 City Council meetings to allow
time for the subcommittee to meet and get feedback from the Business Community and for
the public to provide comments
Applicability
➢Applies to warehousing, logistics, and distribution land uses with buildings that are
250,000 square feet in size or larger
➢Will ensure that projects will be designed and operated in order to mitigate negative
impacts on sensitive receptors and the environment
➢Will preserve and advance the City Council’s vision as set forth in the City’s General
Plan and Dream Extreme 2040 Plan
Key Components
➢Apply Best Management Practices (“BMPs”) to help minimize potential impacts to sensitive receptors.
➢Provide a series of development and operational criteria that can be implemented to supplement
project-level mitigation measures, such as:
▪Siting and Design:
•Setbacks
•Parking and queuing
•Landscaping and screening
•Exterior Elevations
▪Construction and Operation:
•Property maintenance program
•Noise
•Hours of Operation
➢This policy will be used in addition to applicable requirements of the City’s Zoning Code and the
California Environmental Quality Act (CEQA).
Additional Considerations
➢Warehousing, logistics, and distribution land uses are not currently defined in the
Lake Elsinore Municipal Code (LEMC) and are not identified as either a permitted or
a conditionally permitted use.
➢Title 17 (Zoning) of the LEMC would need to be amended to include definitions and
to modify the applicable Zoning Districts for Warehousing, Logistics, and Distribution
Uses.
Recommendations
Find Council Policy No. 400 -16 Exempt from the California Environmental Quality Act (CEQA),
pursuant to CEQA Guidelines Section 15061(b)(3);
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING
COUNCIL POLICY NO. 400-16 ESTABLISHING GOOD NEIGHBOR POLICY FOR WAREHOUSING, LOGISTICS,
AND DISTRIBUITON USES WITHIN THE CITY; and
Direct staff to amend Title 17 (Zoning) of the Lake Elsinore Municipal Code to include definitions and
modify applicable Zoning Districts for Warehousing, Logistics, and Distribution Uses.
