Subject:Change Order No. 2 to the Contract With USA Shade & Fabric Structures for
the Purchase and Installation of Pre-designed and Engineered Canopy
Shade Structures at McVicker Park (Z40023)
Recommendation
Approve and authorize the City Manager to execute Change Order No. 2 not exceeding
$43,079.92 with USA Shade & Fabric Structures for additional concrete and covering of upper
field bleachers in such final form as approved by the City Attorney.
Background
On December 8, 2020, City Council awarded a contract to USA Shade & Fabric Structures to
purchase and installed shade structures at Canyon Hills Park and Tuscany Hills Park.
On June 22, 2021, Change Order No. 1 was approved as Staff identified three (3) other parks
that would benefit from installing shade structures. These parks are; Summer Lake Park, where
the current shade structure adjacent to the playground failed and needed to be replaced.
McVicker Canyon Park also needed shade structures over the bleachers near the ball fields, and
the current shade structures adjacent to the playground were also failing and needed replacing.
Staff also recommended shade structures over the seating wall at the splash pad at Yarborough
Park.
Discussion
During the shade structure installation phase at McVicker Canyon Park, it was learned that the
soil condition was not favorable for a standard structural footing. Underground conditions and
conflict with unknown utilities in the footing locations required a different footing design. Budgeted
footing schedules for machine drilling were not an option. After consulting with the manufacturer’s
structural engineer, it was determined an acceptable option to resolve this issue was to redesign
the structural footings utilizing a spread footing. The spread footings were hand-dug and required

much more steel and concrete to carry the load, providing shear strength and resistance for the
canopies.
Fiscal Impact
Funds are available in the City’s Fiscal Year 22/23 Capital Improvement Plan (CIP)
