PRESENTATIONS/CEREMONIALS 1)Riverside County Sheriff's Office 2023 First Quarter Statistical Update Lieutenant Clark presented the update. 2)Jordan Ramirez Walk in Honor of Deputy Darnell Calhoun Present a Certificate of Recognition to Jordan Ramirez for his walk in honor of Deputy Darnell Calhoun. Mayor Johnson presented a Certificate of Recognition to Jordan Ramirez. 3)Railroad Canyon Road Safety Assessment Traffic Engineer Brophy provided a presentation. This item was approved on the City Council Consent Calendar. 10)Purchase of Real Property for Drainage Purposes (APN 375-351-036) Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING THE ACQUISITION OF ONE RIVERSIDE COUNTY TAX-DEFAULTED PROPERTY FOR THE APPROXIMATE PURCHASE PRICE OF $6,390.50 PLUS ASSOCIATED ADMINISTRATIVE COSTS FOR ASSESSOR PARCEL NUMBER 375-351-036 AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE THE AGREEMENT TO PURCHASE TAX-DEFAULTED PROPERTY AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH. This item was approved on the City Council Consent Calendar. 11)Agreement with The Pun Group, LLP for Auditing Services for the Fiscal Years Ending June 30, 2023, 2024, and 2025. Approve and authorize the City Manager to execute a professional services agreement with an initial annual amount of $56,500, increasing by three percent (3%) annually, with The Pun Group, LLP., to perform professional auditing services in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 12)Amendment No. 2 to the Professional Services Agreement with Sagecrest Planning & Environmental Approve and authorize the City Manager to execute Amendment No. 2 to the Agreement for Professional Services with Sagecrest Planning & Environmental, LLC for additional services to prepare California Environmental Quality Act (CEQA) compliance documents for a total contract amount not to exceed $72,900, in final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 14)Amendment No. 2 to Professional Services Agreement With Sommer Engineering for I-15 / Main Street Interchange Improvements Approve and authorize the City Manager to execute Amendment No. 2 to Professional Services Agreement with Sommer Engineering for $281,926.75 plus an additional 10% contingency of $28,192.68, for I-15 / Main Street Interchange Improvements – Construction Support Services in final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 15)Professional Services Agreement with Albert A. Webb Associates for Preparation of a Transportation Impact Fee (TIF) Study Approve and authorize the City Manager to execute the Professional Services Agreement with Albert A. Webb Associates (Webb) for $155,730 to prepare a Transportation Impact Fee (TIF) study for the City, plus an additional 10% contingency for unforeseen expenditures, in final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 16)Professional Services Agreement with Wilson Mikami Corporation, Inc. for the City Engineering Standards and Design Manual Updates Approve and authorize the City Manager to execute the agreement with Wilson Mikami Corporation, Inc. for City Engineering Standards and Design Manual updates in an amount of $92,800 plus a 10% contingency and in such final form as approved by the City Attorney. This item was approved on the City Council Consent Calendar. 17)Final Tract Map 36567, South Shore II 1. Approve Final Tract Map 36567 subject to the City Engineer’s acceptance as being true and correct; 2. Authorize the City Clerk to sign the map and arrange for the recordation of Final Tract Map 36567; and 3. Authorize the City Manager to execute the lien agreement, in such final form approved by the City Attorney, for improvements and monumentation. CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED Council Member Tisdale announced a Veterans Resource Fair which will be held on April 26, 2023 from 9:00 a.m. – 1:00 p.m. at the Moreno Valley Conference & Recreation Center; and reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting which was held on April 3, 2023. Council Member Sheridan recognized Mayor Johnson for the presentation she gave at the Historical Society on Tuesday, April 4, 2023; reported on his attendance at the Riverside Transit Agency Budget and Finance Committee meeting on April 5, 2023; and shared a video honoring 2022 California League Champions Storm baseball team. Council Member Magee encouraged residents to take animals to the Animal Friends of the Valleys if they are unable to take care of them; shared that the Riverside County Transportation Committee voted to support SB 617 regarding progressive design build; announced SCCA Autocross Weekend on Saturday, April 15-16, 2023 at Diamond Stadium; invited the community to comment on the Good Neighbor Policy pending consideration; invited the community to attend a memorial in honor of Ruth Atkins on Saturday, April 15, 2023 from 3:00 – 5:00 p.m. at Lake Elsinore Museum; announced the 10th Annual Lake Elsinore Dream Extreme Fishing Derby on May 19-21, 2023 from 6:00 a.m. – 2:00 p.m. at Launch Pointe; and honored former City Council Member William S. Buck who passed away on April 4, 2023. Vice Chair Manos reported on his attendance at the Southern California Association of Governments Transportation Committee and Regional Council meetings on April 6, 2023; congratulated Matthew Dobler for his appointment as the Lake Elsinore Chamber of Commerce Business Development Manager; and honored members of his family who recently passed away. Mayor Johnson recognized seven Students of the Month; reported on her attendance at the Western Riverside County Regional Conservation Authority meeting held on April 3, 2023; provided updates from the Homeless Task Force; provided updates on the algae in and levels of the Lake; encouraged residents to utilize the Alert LE app; provided legislative updates on SB44, SB602, SCR25, and AB1708; and adjourned the meeting in memory of former Council Member William S. Buck. ADJOURNMENT The Lake Elsinore City Council adjourned at 8:06 p.m. to the next Regular meeting of Tuesday, April 25, 2023 in the Cultural Center located at 183 N. Main Street.
