The Regular Meeting of the Planning Commission was called to order at 6:00 p.m.

Approve Minutes of the Regular Planning Commission Meeting of October 18, 2022.
A motion was made by Commissioner Klaarenbeek, seconded by Commissioner Peters, that this
Planning Consent Calendar be Approved. The Motion carried by the following vote:

3)Planning Application No. 2021-37 (Mason Motorsports) requesting a Zone Change for
the 1.56-acre parcel from Commercial Manufacturing (C-M) to Limited Industrial (M-1)
and an Industrial Design Review to construct a two-story, 25,449 square-foot industrial
building and related site improvements for an off-road vehicle manufacturing facility
1. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL ADOPT AN
ADDENDUM TO THE 2011 GENERAL PLAN UPDATE ENVIRONMENTAL IMPACT
REPORT (STATE CLEARING HOUSE NO. 2005121019) FOR PLANNING
APPLICATION NO. 2021-37 (ZONE CHANGE NO. 2021-03 AND INDUSTRIAL
DESIGN REVIEW NO. 2021-06);
2. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF FINDINGS THAT
PLANNING APPLICATION NO. 2021-37 (ZONE CHANGE NO. 2021-03 AND
INDUSTRIAL DESIGN REVIEW NO. 2021-06) IS CONSISTENT WITH THE
WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION
PLAN (MSHCP);
3. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF ZONE CHANGE NO.
2021-03 CHANGING THE ZONING DESIGNATION FOR THE 1.56-ACRE SITE
FROM COMMERCIAL MANUFACTURING (C-M) TO LIMITED MANUFACTURING (M-
1) LOCATED AT APN: 377-430-016); and,
4. Adopt A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, RECOMMENDING APPROVAL OF INDUSTRIAL
DESIGN REVIEW NO. 2021-06 FOR THE CONSTRUCTION OF A 25,449 SQUARE
FOOT INDUSTRIAL BUILDING AND RELATED SITE IMPROVEMENTS LOCATED
AT APN: 377-430-016).

There were no comments made by the public
Kevin Beery, Associate Planner, provided a presentation
Commissioner Rendell Klaarenbeek asked a question concerning the potential increase in development
intensity on the site if the zone change from the C-M - Commercial Manufacturing to M-1 - Limited
Manufacturing was approved and if retail sale would be permitted under the new zoning designation.
Associate Planner Kevin Beery addressed the Commissioners questions and stated that the zone

change would not alter the permitted development intensity as the land development intensity is set by
the General Plan. Additionally, Mr. Beery stated that retail sale is a permitted use when incidental to the
manufacturing use, however retail sales may not be the primary use in the M-1 Limited Manufacturing
District.
The Public Hearing closed at 6:12 p.m.
A motion was made by Commissioner Klaarenbeek, seconded by Commissioner Gray, that the
four Resolutions be Adopted. The Motion carried with the following vote:
Aye:Chair Dobler, Commissioner Gray, Commissioner Klaarenbeek and Commissioner
Peters
