Page 1 of 1 REPORT TO CITY COUNCIL To:Honorable Mayor and Members of the City Council From:Jason Simpson, City Manager Prepared by:Lonny Olson, Fire Chief Date:April 11, 2023 Subject:Purchase of New Quint Fire Truck for Fire Station #97 Recommendation Approve the purchase of a new Quint 75’ Aerial Ladder fire apparatus with a Waterous Fire Pump per attached specifications for $1,600,000 from the County of Riverside plus 20% contingency for a total of $1,920,000. Background On March 26, 2013, the City of Lake Elsinore purchased its first Quint Fire Truck for the Rosetta Canyon Fire Station #97. The original purchase included a one-time contribution from the County of Riverside for $300,000. Quint #97 was placed in service in 2014 and has approximately 107,500 miles. Discussion The Lake Elsinore Fire Department requires a new Quint Ladder Truck, and in anticipation of the purchase, staff will need to set aside Measure Z funding to pay for the apparatus. The County of Riverside Life Cycle Analysis model shows this apparatus should be replaced at 15 years of service or 120,000 miles, whichever comes first. The current build-out time for a new fire truck is approximately two to three years. This purchase will also expand the life cycle use of the current Quint as a reserve. Fiscal Impact When the fire apparatus is delivered, funds will be allocated from Measure Z. This will be purchased via the Sourcewell Contract 113021-RVG-4 with Spartan Emergency Response. Below is the cost breakdown: (1) Spartan/Smeal 75’ Quint $1,431,714.00 Tool Mounting $45,000.00 Sales Tax @ 7.75% $114,445.34 Total Purchase $1,591,159.34 Signing this agreement constitutes the purchase of One (1) Spartan/Smeal 75’ Quint for the total cost of $1,591,159.34. Tax rates are subject to change and the tax will be determined at the time of registration. Payment for taxes and Equipment will be collected upon delivery at Fire Apparatus Solutions. Any changes to the price will be documented in a Change Order which may increase or decrease the price during the build process. California Tire Fee is included. FAS will register the Vehicle.
