Daniel Soltero from the Western Riverside Council of Governments provided a presentation and presented a
rebate check to Council Member Tisdale on behalf of the City.

Lieutenant Rayls provided a presentation on the 2021 First Quarter Statistics.

Services in Fiscal Year 2020-21
Authorize the City Manager to execute Amendment No. 2 to the Alvarez Enterprise Services
contract for an additional amount of $21,800 bringing the total contract amount to $136,256 plus
$10,000 for unforeseen additional services, in substantially the form attached and in such final
form as approved by the City Attorney.

amount not to exceed $463,994.06 annually in such final form as approved by the City Attorney.

Project for $45,600.00 in such final form as approved by the City Attorney.

Inc. for fireworks services in an amount not to exceed $42,000.00; and

COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING AND
RESTATING CHAPTER 16.85 OF TITLE 16 OF THE LAKE ELSINORE MUNICIPAL CODE
TO UPDATE THE LOCAL DEVELOPMENT MITIGATION FEE FOR FUNDING THE
PRESERVATION OF NATURAL ECOSYSTEMS IN ACCORDANCE WITH THE
WESTERN RIVERSIDE COUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN;
and
2.Direct the City Clerk to set a duly noticed public hearing for the April 27, 2021 regular
meeting of the City Council of the City of Lake Elsinore at which time oral or written
presentations can be made regarding the proposed increase in the existing local

CITY COUNCIL COMMENTS
Council Member Tisdale thanked Staff for their hard work ensuring that the City and residents are
well-served; announced the grand opening of the new Walmart Supercenter; announced that Riverside
County has entered the Orange Tier as part of the State's Coronavirus Reopening Plan; announced that
City Hall is now open to the public and added that appointments are required and can be made online, by
phone, or in person; and provided an update on Riverside County COVID-19 Vaccinations.
Council Member Johnson shared that the City held a press conference and tour of Launch Pointe;
announced that Nichols Rd. improvements are underway and advised that a stop sign will be coming soon;
wished a Happy 133rd Birthday to the City of Lake Elsinore which was incorporated on April 20, 1888; and
announced the Elsinore Women's Club's 65th Annual Flower Show on April 30, 2021 from 3:00 p.m. - 5:00
p.m. and May 1, 2021 from 10:00 a.m. - 1:00 p.m.
Council Member Manos thanked Staff for putting the agenda together; commented on COVID relief funding
and asked the Budget Subcommittee to consider issuing economic development and housing assistance
grants; asked for Staff's assistance with a complaint he received from residents indicating that there are
tall weeds growing within a gated drainage area between Lake Meadow Court and Dolly Drive near
Riverside Drive; shared that the Alberhill Community will be hosting a Community Garage Sale on
Saturday, April 17, 2021 from 7:00 a.m. - 2:00 p.m.; invited the community to the Lambs Fellowship Car
and Bike Show which will be held on Saturday, May 15, 2021 from 10:00 a.m. - 3:00 p.m.; and announced
that the 3rd Street Paving Project is underway and that paving is expected to occur soon.
Mayor Pro Tem Sheridan announced the closure of Grape St. for residents of Vista Del Lago to park while
their streets are being paved; spoke on his participation in the Lake Elsinore Little League's Opening Day;
encouraged the community to volunteer with the Lake Elsinore Little League and invited residents to attend
games; shared that he received the COVID -19 vaccine and encouraged the community to receive theirs;
and advised that the COPS for Kids Celebrity Golf Tournament has been postponed until May 2022.
Mayor Magee shared that Sarah Price, a local champion, is racing in the first ever electric off -road race:
Extreme E in Saudi Arabia; announced the anticipated opening of new industrial buildings by Pennington
Industrial; and announced the Twenty 21 Pet Walk at the Levee of Diamond Stadium on May 8, 2021 from
9:00 a.m. - 11:00 a.m.
