Background On June 8, 2021, the City Council approved a Cooperative Agreement To Provide Fire Protection, Fire Prevention, Rescue, And Medical Emergency Services For The City Of Lake Elsinore which included a paramedic squad vehicle for Fire Station #10. The County Fire Department has complied specifications for the medic squad vehicle. Medic Squad #97 was purchased in August 2005 and will be used in the interim. Discussion A paramedic squad vehicle was proposed by the Budget Subcommittee for Fire Station #10 downtown to offer improved public safety. The medic squad, which begins responding to calls on July 1, serves as a first responder vehicle, which is equipped for rescue, emergency medical, fire, and support functions. The medic squad is designated as an Advanced Life Support ( ALS) vehicle. Staffing consists of an engineer and a firefighter paramedic per shift. The presence of a medic squad can be dispatched to certain Emergency Medical Service calls in place of the larger fire engine. It's designed to increase personnel on-scene, decrease response times when other Fire/EMS units are committed, increase patient survivability, cut down on costs, and provide coverage of community events without tying up a Medic Engine. This vehicle does not provide patient transport, however, if approved Squad #10 will supplement existing resources and alleviate demand on the emergency response system. It is being recommended as an adaptable and lower cost solution to respond to the City’s increasing calls for service within this station’s operational area. This will free up department resources to respond to other incidents throughout the City. This vehic le is all-purpose with Paramedic Squad Vehicle July 13, 2021 Page 2 of 2 response capabilities for all emergency incidents, with an emphasis on those requiring ALS. Although primarily for ALS responses, the medic squad will simultaneously provide additional staffing for emergency incidents, and add redundancy to the center of the City. Having a Fire Apparatus Engineer on board also allows for a company officer to act as Incident Commander (IC) for more complex calls, or assist the IC already on scene to mitigate the emergency. To accommodate the small crew, the City will purchase a new medic squad vehicle and will be delivered by Spring 2021. In the interim, the City will be utilizing an existing vehicle from Station #97. The new vehicle will cost approximately $205,164 (which does not include outfitting the vehicle with required tools and equipment) which will be paid out of Measure Z funds. Fiscal Impact Funds are budgeted in the Fiscal Year 2021-22 Operating Budget, Internal Service Fund (Fleet).
