A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAI~ ELSINORE, CALIFORNIA, APPROVING
COMMERCIAL DESIGN REVIEW NO. 2007-03 FOR TIIE
ROSETTA CANYON FIRE STATION, COMMiJNITY
CENTER, AND PARK WITHIN TRACT MAP NO. 25479
WHEREAS, an application has been filed with the City of Lake Elsinore by
G.V. Salts of STK Architecture, Inc. requesting Design Review approval to
construct a three-bay, 8,657 square foot fire station, an 18,934 square foot
Community Center, and regional park facilities that include three tennis courts, two
basketball courts, tot lot, picnic areas, four baseball diamonds, walking trail,
restrooms, concession facility, and two parking lots (the "Project"), all within Tract
Map No. 25479, located on the southwest corner of Rosetta Canyon Drive and
Ardenwood Way, east of Interstate 15, and south of Highway 79, and known as
Assessor's Parcel Nos. 347-120-050 and -053; and
WI3EREAS, pursuant to the California Environmental Quality Act (Cal.
Pub. Res. Code §§ 21000 et seq.: "CEQA") and the CEQA Guidelines (14 C.C.R.
§§ 15000 et seq.), public agencies are expressly encouraged to reduce delay and
paperwark associated with the implementation of CEQA by using previously
prepared environmental documents when those previously prepared documents
adequately address the potential impacts of the proposed Project (CEQA
Guidelines Section 15006); and
WHEREAS, CEQA Guidelines, Article 11, Section 15162 establishes the
standard to be used when determining whether further environmental
documentation is necessary and says that when an environmental document has
already been adopted for a Project, no subsequent environmental documentation is
needed for subsequent entitlements which comprise the whole of the action unless
substantial changes or new information are presented by the Project; and
WHEREAS, on August 22, 2006, the City Council reviewed and approved
Addendum No. 3 to the Final Supplemental Environmental Impact Report (State
Clearinghouse No. 88090525) for the Ramsgate Specific Plan No. 89-1; and
WHEREAS, the Project does not present substantial changes or new
information regarding the potential enviroxunental impacts of development and it is
found that no further environmental review would be required; and

WHEREAS, notice of the Project has been given, and the City Council has
considered evidence presented by the Community Development Department and
other interested parties at a public meeting held with respect to this item on May 1,
2007.
NOW, THEREFORE, TAE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE DOES HEREBY RESOLVE, DETERIVIINE AND
ORDER AS FOLLOWS:
SECTION 1. The City Council has considered the proposed design for ihe
Rosetta Canyon Fire Station, Community Center and Park, and has found them
acceptable.
SECTION 2. The City Council finds and deternunes that the Commercial
Design Review No. 2007-03 does not propose substantial changes to the Ramsgate
Specific Plan and does not present any new information, circumstances, or changes
to the Project that was analyzed under Addenc~um No. 3 to the Final Supplemental
Environmental Impact Report. The Design Review application is part of the whole
action which was analyzed in Addendum No. 3 when the Ramsgate Specific Plan
was amended. The Design Review does not change density or intensities of use. It
simply establishes standards for color palates, articulation, orientation, and design.
Therefore, it is not necessary to conduct any further environmental review for the
Proj ect.
SECTION 3. That in accordance with Lake Elsinore Municipal Code
Section 17.82, the City Council makes the following findings for the approval of
Commercial Design Review No. 2007-03:
1. The Project as conditioned, will comply with the goals and objectives of the
Ramsgate Specific Plan Fifth Revision, and therefore the City's General
Plan.
The master planned Ramsgate Specific Plan designates the site for
Community Park. The proposed fire station, community center and park
implement the land use objectives and requirements of the Specific Plan.

2. The Project complies with the design directives of Ramsgate Specific Plan
No. 89-1 Fifth Revision and those pertinent directives contained in Section
17.82.060 and all other applicable provisions of the City Municipal Code.
The Project is consistent with adjacent neighborhoods and it complements
the qualiry of construction, provides a pleasing use of color and materials,
demonstrates a respect for privacy and views, and offers visually attractive
landscaping and open space amenities. The Fire Department, Police
Department and Community Sef-vices DepaYtment have worked with the
architect to develop an efficient, strategic and cohesive layout.
3. Conditions and safeguards pursuant to Secrion 17.82.070, including
guarantees and evidence of compliance with conditions, have been
incorporated into the approval of the subject Project to ensure development
of the property in accordance with the objectives of this Chapter and the
planning district in which the site is located.
The Project has been conditioned to address Zandscaping, monumentation,
lighting, and fencing elements.
SECTION 4. Based upon the evidence presented, the above findings, and
the attached conditions of approval imposed upon the Project, the City Council
hereby approves Commercial Design Review 2007-03.
SECTION 5 This Resolution shall take effect from and after the date of its
passage and adoption.
