Re: Reimbursement Request Pursuant to Section 1001069 of the Elections

Dear. Ms. Leibold,
On September 21, 2017, we provided written notice to the City of Lake Elsinore
("Lake Elsinore") that its then-current at-large election system for electing
candidates to its governing board was in violation of the California Voting Rights
Act of 2001 ("CVRA"). Lake Elsinore adopted a resolution consistent with
Elections Code section 10010 to initiate the process of switching to a by-district
election system as provided by the CVRA. On January 23, 2018, Lake Elsinore
adopted an ordinance establishing a by-district election system.
Pursuant to Section 10010(f) of the Elections Code, we are writing to request
reimbursement of the cost of the work product that led to our initial notice to Lake
Elsinore. Section 10010(f)(3) caps the amount of any reimbursement request to
$30,000. We have attached a copy of an invoice from Compass Demographics Inc.
for demography services related to our initial notice. Also attached is a "time and
task chart" summarizing the tasks performed by attorneys at Shenkman & Hughes
PC, along with our regular hourly rate approved by several courts. Although the
total costs are higher than the statutory limit, we are only seeking reimbursement
of$30,000 provided by the statute. Please arrange for payment to be made directly
