Specifically, this request seeks: Any and all research reports, city council reports, demographic studies or analyses, meeting minutes or agendas, email communications, and court filings related to litigation or the threat thereof under the California Voting Rights Act. Any and all records showing expenditures related to litigation or the threat thereof under the California Voting Right Act.This includes any receipts, invoices, requests for attorney's fees, and agreements with demographers. This request reasonably describes identifiable public records or information produced therefrom, and we believe that there exists no express provision of law exempting such records from disclosure.Accordingly, pursuant to Government Code section 6253(b),we ask that you make the records"promptly available for inspection." I would be willing to adjust the parameters of this request in order to aid in its fulfillment, and so as not to unduly burden your office. In that spirit,I would also like to request a conversation with a subject matter expert who can help me better understand how relevant records are distributed and stored. I believe such a conversation is required by the California Public Records Act,section 6253.1(a)of which states that agencies"shall'assist members of the public"make a focused and effective request that reasonably describes an identifiable record or records, shall do all of the following, to the extent reasonable under the circumstances:(1)Assist the member of the public to identify records and information that are responsive to the request or to the purpose of the request,if stated.(2)Describe the information technology and physical location in which the records exist.(3) Provide suggestions for overcoming any practical basis for denying access to the records or information sought." If there are any fees for searching or copying these records, please inform us if the cost will exceed$50.However,we would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest. The California Public Records Act requires a response within ten business days.If access to the records we are requesting will take longer, please contact me with information about when we might expect the requested records. Please release records on a rolling basis. If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information detailed in each bullet point and notify me of the appeal procedures available to me under the law.Additionally, can you please segregate the portion you have denied and released the portions approved?
