Subject:Appointment to the Measure Z Citizen Committee
Recommendation
Appoint Israel Ceballos to serve on the Lake Elsinore Measure Z Citizen Committee for a term
expiring December 31, 2024.
Background
Following the passage of Measure Z in November 2020, a Citizen Committee was established to
review and advise upon the spending and use of Measure Z funding per the Ordinance
establishing the transactions and use tax. This Committee provides financial transparency and
ensures this funding is used appropriately to the community's established goals and needs.
According to City Council Policy No. 200-5A, members shall be at least 18 years of age, not serve
on any other Commission or be an officer or employee of the City or a person under an
employment contract. Members must reside within the City Council District represented by the
appointing City Council Member. Members shall be subject to a routine background check
administered by the Police Department.
Discussion
According to City Council Policy No. 200-5A, the Committee includes one (1) resident member
from each City's five council districts. The district's elected Council Member nominates each
member. The City's elected City Treasurer also serves as an Ex-Officio, non-voting member of
the Committee. Two (2) terms of appointment (Districts 1 and 3) ended on December 31, 2022.
While Council Member Sheridan appointed Ric Greenwood who was confirmed by the City
Council on January 10, 2023, Council Member Tisdale requested that additional applications be
solicited. The City Clerk's Office posted a Notice of Accepting Applications for the Measure Z
Citizen Committee from February 1, 2023, through February 28, 2023. Two applications were

received during the application period.
After reviewing both applications, Council Member Tisdale has selected Israel Ceballos for formal
appointment by the full City Council.
